The Timeline of events that led to GST?

GST is being introduced in the country after a 13 year long journey since it was first discussed in the report of the Kelkar Task Force on indirect taxes. A brief chronology outlining the major milestones on the proposal for introduction of GST in India is as follows:

  1. In 2003, the Kelkar Task Force on indirect tax had suggested a comprehensive Goods and Services Tax (GST) based on VAT principle.
  2. A proposal to introduce a National level Goods and Services Tax (GST) by April 1, 2010 was first mooted in the Budget Speech for the financial year 2006-07.
  3. Since the proposal involved reform/ restructuring of not only indirect taxes levied by the Centre but also the States, the responsibility of preparing a Design and Road Map for the implementation of GST was assigned to the Empowered Committee of State Finance Ministers (EC)
  4. Based on inputs from Govt of India and States, the EC released its First Discussion Paper on Goods and Services Tax in India in November, 2009.
  5. In order to take the GST related work further, a Joint Working Group consisting of officers from Central as well as State Government was constituted in September, 2009.
  6. In order to amend the Constitution to enable introduction of GST, the Constitution (115th Amendment) Bill was introduced in the Lok Sabha in March 2011. As per the prescribed procedure, the Bill was referred to the Standing Committee on Finance of the Parliament for examination and report.
  7. Meanwhile, in pursuance of the decision taken in a meeting between the Union Finance Minister and the Empowered Committee of State Finance Ministers on 8th November, 2012, a ‘Committee on GST Design’, consisting of the officials of the Government of India, State Governments and the Empowered Committee was constituted.
  8. This Committee did a detailed discussion on GST design including the Constitution (115th) Amendment Bill and submitted its report in January, 2013. Based on this Report, the EC recommended certain changes in the Constitution Amendment Bill in their meeting at Bhubaneswar in January 2013.
  9. The Empowered Committee in the Bhubaneswar meeting also decided to constitute three committees of officers to discuss and report on various aspects of GST as follows:-
  10. Committee on Place of Supply Rules and Revenue Neutral Rates;
  11. Committee on dual control, threshold and exemptions; (c) Committee on IGST and GST on imports.
  12. The Parliamentary Standing Committee submitted its Report in August, 2013 to the Lok Sabha. The recommendations of the Empowered Committee and the recommendations of the Committee were incorporated in the draft Constitution (115th Amendment) Bill. The revised draft was sent for consideration of the Empowered Committee in March, 2014.
  13. Parliamentary Standing Committee were examined in the Ministry in consultation with the Legislative Department. Most of the recommendations made by the Empowered Committee and the Parliamentary Standing Committee were accepted and the draft Amendment Bill was suitably revised.
  14. The final draft Constitutional Amendment Bill incorporating the above stated changes were sent to the Empowered Committee for consideration in September 2013.
  15. The EC once again made certain recommendations on the Bill after its meeting in Shillong in November 2013. Certain recommendations of the Empowered Committee were incorporated in the draft Constitution (115th Amendment) Bill. The revised draft was sent for consideration of the Empowered Committee in March, 2014.
  16. The 115th Constitutional (Amendment) Bill, 2011, for the introduction of GST introduced in the Lok Sabha in March 2011 lapsed with the dissolution of the 15th Lok Sabha.
  17. In June 2014, the draft Constitution Amendment Bill was sent to the Empowered Committee after approval of the new Government.
  18. Based on a broad consensus reached with the Empowered Committee on the contours of the Bill, the Cabinet on 17.12.2014 approved the proposal for introduction of a Bill in the Parliament for amending the Constitution of India to facilitate the introduction of Goods and Services Tax (GST) in the country. The Bill was introduced in the Lok Sabha on 19.12.2014, and was passed by the Lok Sabha on 06.05.2015. It was then referred to the Select Committee of Rajya Sabha, which submitted its report on 22.07.2015.

Candidate should have masters degree from recognized university with a minimum of 50% marks in aggregate in any of the following subjects:

B.Ed or equivalent qualification from a recognized university for PGT posts expect for Information Technology. Candidate should have good proficiency in teaching in both English and Hindi languages. Knowledge of computer application is also desirable for the post.

NVS Contractual Teacher Application and Selection Process 2017 -18:

Eligible and Interested candidates can send their application with the names of the post marked in block letters. Candidates can attend walk in interview along with original documents along with photocopies of marksheets along with work experience certificates and a recent passport size photograph. Final selection will be based on interview.

SSC Stenographer Notification 2017 for 12th Passed Candidates : Apply Online Now

Staff Selection Commission(SSC) released notification for the recruitment of Stenographers(Grade C and Grade D). Mode of registration of application is online and Mode of Examination is also online. Online Examination i.e. Computer Based Test date also has been announced it will  be conducted tentatively in the month of September 2017.  Online Registration of application for SSC Stenographers Grade C and Grade D can be made 17th June 2017, Saturday onwards. Eligible and Interested candidates may apply online before or on 15th July 2017(Saturday).

Notes:

  1. Question paper will be of Objective Multiple choice type. Questions will be set in Hindi and English except Part-III.
  2. There will be negative marking of 0.25 marks for each wrong answer. Candidates are, therefore, advised to keep this in mind while answering the question.

SSC Stenographers (Grade C and Grade D) Syllabus for Computer Based Test:

  1. General Intelligence & Reasoning: It would include questions of both verbal and non-verbal type. The test will include questions on analogies, similarities and differences, space visualization, problem solving, analysis, judgement, decision making, visual memory, discriminating observation, relationship concepts, arithmetical reasoning, verbal and figure classification, arithmetical number series, non-verbal series etc. The test will also include questions designed to test the candidate‟s abilities to deal with abstract ideas and symbols and their relationship, arithmetical computation and other analytical functions.
  2. General Awareness: Questions will be designed to test the ability of the candidate‟s general awareness of the environment around him and its application to society. Questions will also be designed to test knowledge of current events and of such matters of everyday observation and experience in their scientific aspects as may be expected of an educated person. The test will also include questions relating to India and its Neighboring countries especially pertaining to Sports, History, Culture, Geography, Economic scene, General Polity including Indian Constitution, and Scientific Research etc. These questions will be such that they do not require a special study of any discipline.Notes: For VH candidates of 40% and above visual disability /afflicted by cerebral palsy and locomotor disability candidates and opting for scribe there will be no component of Maps/Graphs/Diagrams/Statistical Data in the General Intelligence & Reasoning /  General Awareness Paper.
  3. English Language & Comprehension: In addition to the testing of candidates' understanding of the English Language, its vocabulary, grammar, sentence structure, synonyms, antonyms and its correct usage, etc. his/her writing ability, would also be tested.

SSC JE 2017 Exam Date for Paper 2

Staff Selection Commission announced date of Paper 2 of Junior Engineering Recruitment examination as 16thJune 2017. SSC Conducts this exam for the recruitment of Junior Engineers in Civil, Electrical, Mechanical and Quantity Surveying and Contract. There are about 1000 vacancies for Junior Engineer in Civil, Mechanical, Electrical and Quantity Surveying and Contract disciplines.

The SSC or Staff Selection Commission was founded on Nov 4, 1975 and is headquartered in New Delhi, India. More than 5 lakh candidates participate in the direct recruitment examination organized by the commission.

The Staff Selection Commission organised an exam for SSC Junior Engineer on March 1st, 2nd, 3rd,4th 2017 for Junior Engineers and Group B Non-Gazetted posts. The selection examination Paper I and Paper II was held across centers in India and was taken by approximately 3 lakh aspirants. The exam was out of 500 marks. SSC JE Paper 1 was held in the month of March 2017. The Results for SSC JE Tier 1 exam was announced on June 5 2017.

Staff Selection Commission will hold the Junior Engineer Tier 2 Exam as per schedule. According to notification, the Descriptive Paper or the Paper II for Junior Engineers Examination would be conducted on 30 July 2017. Candidates who qualify in the Paper I of the exam would be allowed to appear in Paper 2 or Tier 2 Exam that is descriptive in nature.

The Admit card for the Tier II or the Descriptive exam would be released separately on regional SSC Website. SSC JE Paper 2 or Descriptive test is a written examination. Paper 2 questions are based on general engineering and the specific branch of engineering mentioned in while joining. The question paper is for 300 marks and will be conducted for a duration of 3 hours.

The commission has uploaded the official notice which states that due to some technical problems in past two days, the dates have been extended by 3 more days. The last date for applying online is now 19 June 2017 till 5:00 PM.

SSC CGL 2017 Online Application form date extended –  Application Fees and Challan Dates:

The commission also states that payments made through challans, it is informed that in those cases where challans have been generated by the applicants before 5.00 PM on 19.6.2017, they could make the payment to the designated Branches of SBI using this challan within the working hours of the Bank upto 21 June 2017.

So, you can pay challans in bank branches by 21st June.

How to Apply for SSC CGL 2017 ?

  • Visit the official website ssc.nic.in
  • You will find an application form window appearing in front of you.
  • The SSC CGL Online Application Form 2017 splits in two different parts i.e. Part-1 and Part-2.
  • Start with Part-1 in which candidates need to fill in details like Applicant Name, Category, Email ID, Address, Phone Number Education, Date of Birth, etc.
  • After filling, click on “I agree” button.
  • In Part-2 registration, fill in the payment details, scanned signature and photograph upload.
  • Kindly pay the requisite fee through SBI Net Banking/ Debit Card/ Credit Card or Challan.
  • Make sure the photograph you upload should be of JPG format and your scanned signature in JPG format.
  • Take a print- out of your application form.
  • The candidate will receive an application form after completion of part II of application process.

Application Fee and Modes of Payment 

  • The SSC CGL application fee is Rs. 100/-.
  • Exemption: Female candidates need not pay even a penny. Same is in the case of SC, ST, Ex-Servicemen candidates and Physically Handicapped.
  • In order to pay cash, the candidate needs to take a print out of challan generated online. Deposit the amount in the nearest branch of SBI and rest you can continue with part II registration.
  • In online payment case, a candidate will have to give details of registration number and DOB to carry forward the application process to part II.
