World Bank approves USD 235 million for Bihar Rural Roads Project

The World Bank’s Board of Executive Directors in December 2016 approved USD 235 million for the Bihar Rural Roads Project.
●    After the completion of the project, around 1.2 million people will be able to access all-weather road. A majority of these people belong to the poor and vulnerable sections of society.
●    30% of the people, who will benefit from the project, live below the poverty line and about 48% of them are women.
●    The project will also create direct employment of about 20 million person days for local labourers through a rural road construction and maintenance program.
●    Under the project, climate resilient and cost-effective engineering designs will be used. Local materials and industrial by-products will be used to construct the roads.
●    It will also use the alluvial sand that gathers on large tracts of farmable land after floods. It is expected that the step will save more than 25% in construction costs for rural roads.

Centre assistance of Rs.489 cr for improving water supply and sewerage networks in Delhi 

Ministry of Urban Development has approved the Annual Action Plan of Delhi for 2016-17 under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) with a project investment of Rs.266 cr for improving water supply and sewerage networks. 
●    Similar Action Plan for 2015-16 of Delhi with an investment of Rs. 223 crwas approved earlier in January this year. With this, the total investment approved for Delhi under Atal Mission for improving basic urban infrastructure is Rs.489 cr.
●    Under AMRUT Action Plan approved for 2015-16, one water supply project is to be taken up at a cost of Rs.113 cr in South MCD area and a sewerage project with an investment of Rs.104 cr in North MCD area.
●    As per AMRUT Guidelines, a total allocation of central assistance of Rs.804 cr has been made for the mission period based on total urban population in the four municipal areas of NDMC and North, South and East MCDs.
●    Delhi Government is now required AMRUT Action Plan for the remaining three years in one go for advance approval. Ministry of Urban Development has already approved such three year plans for 14 States.

Central Government sanctions of Rs 200.00 Crores for the Tirupur Dyeing Industry 

The Government of India has sanctioned  Rs 200.00 Crores  to the Tirupur Dyeing industry  who was on the verge of closure due to severe financial crisis on account of their huge investments in  the first ever Zero Liquid Discharge (ZLD) projects in the country.
●    The Government of India has taken cognizance of this problem of the dyeing industry in Tirupur and on recommendation of the Ministry of Textiles; Ministry of Finance has sanctioned Rs 200.00 Crores to the State Government of Tamil Nadu for the 18 CETPs as an interest free loan to be converted into grant based on the performance of the CETPs.
●    The move will  help ailing CETPs and 450 dyeing units  to  recover  from the  financial crisis  and  help them to a complete the  project  to achieve 100%  capacity utilization.
●    More than 450 dyeing units in Tirupur Dyeing Industry had collectively set up 18 ZLD enabled Common Effluent plants (CETPs) with a total cost of Rs 1013.00 cr. The project has become a global standard and appreciated by the environmentalist and processing industry world over. However being the first project of its kind the project had several technical challenges and cost overrun which put them into financial crisis due to outstanding Bank loans and incomplete projects.
●    Tirupur is a hub of the textile processing and knitting industry providing employment to over 5 lakh persons and contributes 22% of the total garment export of the country. Closure of processing industry could have hit the entire garmenting sector in the region.

Suresh Kalamadi and Abhay Singh Chautala elected life presidents of IOA

The Indian Olympic Association (IOA) on 27 December 2016 appointed Suresh Kalmadi and Abhay Singh Chautala as its life presidents.
●    The IOA unanimously appointed the Kalmadi and Chautala to the post during its Annual General Meeting in Chennai, Tamil Nadu.
●    A life president of IOA is an honorary post with no voting rights or involvement in day-to-day functioning of the body. 
●    In its 89-year old history, IOA has had 12 presidents, including the current incumbent N Ramachandran.
●    The Indian Olympic Association is the body responsible for selecting athletes to represent India at the Olympic Games, Asian Games and other international athletic meets.
●    IOA acts as the Indian Commonwealth Games Association and is also responsible for selecting athletes to represent India at the Commonwealth Games.
●    In 1928, Maharaja Bhupindra Singh took over as the president of IOA.

Ken-Betwa Inter-linking of Rivers project receives NBWL nod


The National Board for Wildlife (NBWL) has given its clearance for the Ken-Betwa inter-linking of rivers (ILR) project, paving the way to begin work for linking two rivers. 
●    The clearance of NBWL was required since the project requires diversion of forest land from core area of Panna Tiger Reserve. However NBWL has set some conditions. 
●    They are Integration of nearby sanctuaries including Ranipur and Rani Durgavati with the Panna Tiger Reserve to compensate loss of tiger habitat and complete ban of fresh mining lease in the area. 
●    The National Tiger Conservation Authority (NTCA) will take care of the landscape plan for the area with the help of Wildlife Institute of India (WII) and state forest departments. 
●    Nearly 8,650 hectares of forest land including part of Panna National Park in Madhya Pradesh will be submerged due to implementation of this project.

Agni-5 missile successfully test-fired

India successfully test fired its home-grown long range intercontinental surface-to-surface nuclear capable ballistic missile Agni-5. 
●    The missile was test-fired from the Abdul Kalam Wheeler Island off Odisha coast at 11:05 am on 26 December 2016.
●    As per an official release, this was the fourth developmental and second test-trail of the long-range missile. 
●    Unlike other missiles of Agni series, the Agni-5 is the most advanced missile with new technologies. 
●    The technologies incorporated in this version of Agni includes navigation and guidance, warhead and engine.
●    It is a three-stage propellant missile with nuclear warhead carrying capacity of more than one tonne.
●    It is capable of striking a target more than 5000 kilometres.
●    It is about 17 meters long and 2 meter wide and has a launch weight of around 50 tonnes.
●    Agni-5 has been developed by the Defence Research and Development Organisation under the Integrated Guided Missile Development Program.
●    The last test of Agni missile with striking capacity of more than 3500 km range was carried out from the Wheeler Island in January 2015.

India's first 2G-Bio-Ethanol refinery to be set up in Punjab

The foundation stone ceremony for setting up the first Second Generation (2G) Ethanol Bio-refinery in India was held on 25 December 2016 at village Tarkhanwala, Bathinda in Punjab.
●    Harsimarat Kaur Badal, Union Minister of Food Processing Industries, Dharmendra Pradhan, Minister of State (I/C) Petroleum & Natural Gas, and Sardar Sukhbir Singh Badal, Deputy Chief Minister of Punjab, jointly laid the foundation stone.
●    The approximate investment for setting up of the refinery is Rs 600 crores.  The project will be set-up by the Hindustan Petroleum Corporation Limited (HPCL).
●    The proposed Bathinda bio-refinery will be utilizing agricultural residues for production of 100 KL per day or 3.20 crore litres per-annum of ethanol. 
●    This per-annum production may be sufficient to meet the 26 per cent of the ethanol blending requirement of the Punjab.
●    With the setting up of the bio-refinery, employment for about 1200 -1300 persons will be generated in the biomass supply chain. 
●    It will also generate an additional income of approximately Rs 20 crores per annum for the farmers through purchase of their agriculture residues.

New Regional Institute of Education at Nellore foundation stone laid

Ministry of Human Resource Development is opening a new Regional Institute of Education at Nellore (Andhra Pradesh). Its foundation-stone will be laid on December 27 jointly by Shri. Prakash Javadekar, the Union HRD Minister and Shri. M. Venkaiah Naidu, the Union Urban Development Minister. Many prominent dignitaries shall also grace the occasion.
 
●    Presently NCERT, an apex body of Government of India on School Education, has five RIEs in the country at Ajmer, Bhopal, Bhubaneswar, Mysore and Shillong. The opening of the new RIE at Nellore will be give an impetus to the strengthening of School Education and Teacher Education in the region and benefit not only Andhra Pradesh but also the adjoining States of Telegana, Tamil Nadu, Pudduchery etc.
●    The opening of the RIE fulfills the long-standing demand of the region. The new institution at Nellore shall offer teacher education programmes like B.Sc/BA B.Ed, M.Ed, Ph.D etc. will undertake research and development of Resource Materials on school and teacher education, help capacity building of Teachers and Teacher Educators, strengthen implementation of Government of India Schemes like SSA, RMSA, ICT in schools, and strengthen linkages among State Education Agencies besides addressing educational needs of the States.
●    The opening of the RIE at Nellore has been possible because of the keen interest shown by the Government of Andhra Pradesh by offering land free of cost for the institute. Union Minister for Urban Development Sri Venkaiah Naidu had taken the initiative and requested the Government of Andhra Pradesh for the necessary land. The State Government allotted 50 acres of land free of cost on the National Highway at Kanupuru Bit-II, near NH-16 Venkatachalm Mandal, Nellore, Andhra Pradesh.

Ministry of External Affairs launch Twitter Seva

The Union Ministry of External Affairs (MEA) on 25 December 2016 launched the Twitter Seva for providing passport and consular services.
●    The initiative was launched by the Union Minister of State for External Affairs Vijay Kumar Singh in New Delhi.
●    Twitter Seva seeks to resolve queries related to visa and passport services in a speedy manner.
●    The service acts as an umbrella platform for all the MEA-affiliated Twitter handles.
●    It is supported by 198 Twitter accounts of India’s Missions and High Commissions abroad and 29 Regional Passport Offices (RPOs) spread across India.
●    Through its Twitter handle @MEAIndia, the MEA will use this service to strengthen its primary relationship with Indian citizens by providing fast, efficient and real-time public services.
●    It will enhance scalability and speed up the process while dealing with requests by Indian and global citizens.
●    The global roll-out of Twitter Seva will enable simple, timely and transparent response to citizen Tweets in real-time.

Shri Nitin Gadkari inaugurates the Sagarmala Development Company

The Minister of Shipping and Road Transport & Highways Shri Nitin Gadkari has said that projects worth Rs. 1 Lakh Crore under Sagarmala programme are at various stages of implementation and development. He was speaking to the press at a ceremony  to inaugurate the Sagarmala Development Company in New Delhi today. The Sagarmala Development Company (SDC) has been incorporated under the Companies Act, 2013. The company has an initial Authorized Share Capital of Rs. 1,000 Crore and a subscribed share capital of Rs. 90 Crore.
●    The main objective of the company is to identify port-led development projects under the Sagarmala Programme and provide equity support for the project Special Purpose Vehicles (SPVs) set up by the Ports / State / Central Ministries and funding window and /or implement only those residual projects which cannot be funded by any other means / mode.
●    The Cabinet had approved the formation of the SDC under the administrative control of the Ministry of Shipping in July 2016. The company would help in structuring activities, bidding out projects for private sector participation, identifying suitable risk management measures for strategic projects across multiple States / Regions and obtaining requisite approvals and clearances.
●    The implementation of the identified projects would be taken up by the relevant Ports, State Governments/Maritime Boards, Central Ministries, through private or PPP mode. The Company would act as the nodal agency for coordination and monitoring of all the currently identified projects under Sagarmala as well as other projects emerging from the master plans or other sources.
