National Conference on e-Courts Project

The e-committee of the Supreme Court of India organized a two-day National Conference on 2 and 3 December in New Delhi, in collaboration with the Department of Justice, Government of India, in which all the Central Project coordinators of various high courts, the Department of Justice and National Informatics Center Senior officers and many other senior judicial officers attended.
●    The conference was chaired by Justice Mr. Madan B. Justice, in-charge of the e-committee. 
●    The main challenges discussed in the conference so far have been the progress, best practices and experiences and the emerging challenges under the project.
●    E-Courts Mission Mode Project, being implemented in mission mode to bring the District and Subordinate Courts within the purview of National e-Governance project empowered through Information and Communication Technology (first phase 2010-15 and second phase 2015-19 ) is.
●    The main objectives of the project are:
●    To create adequate and modern hardware and connectivity to integrate the entire judicial system with information and communication technology;
●    Automation of management of the process of coming and disposal of work in all jurisdictions;
●    Transfer of electronic records from the Court of Appeals to the records of Talukas / lower courts;
●    Establishment of video conferencing facility and record statements of witnesses through it;

Giriraj Singh started public procurement portal-MSME relationship for micro, small and medium enterprises

In the Ministry of Micro, Small and Medium Enterprises, the Minister of State, Shri Giriraj Singh launched a public procession portal 'MSME Relationship' here today.
●    The purpose of this portal is to monitor the implementation of public procurement by MSMEs by Central Public Sector Enterprises.
●    Mr. Giriraj Singh addressing the function organized on the commencement of public procurement portal for MSE.
●    On this occasion, Mr. Giriraj Singh said that MSME has not given due importance.
●    He said that in the words of the Prime Minister, the MSME sector can generate the highest employment after the agricultural sector.
●    Shri Singh said that 80% of the jobs in the industry are given by MSME with only 20% of the investment.
●    He appealed to the partners to take advantage of the portal.
●    He highlighted the fact that such a portal can make the business easier and play a major role in the government's 'Make in India' initiative.
●    He said that the government is ready to help MSME in every way.

J.P. Nadda released the National Trachoma Survey Report (2014-17)

The Union Minister of Health and Family Welfare, Shri J.P. Nadda released the National Trachoma Survey Report (2014-17) here today.
●    He announced that India has now been liberated from the 'disease-causing trachoma' and he called it an important achievement.
●    Mr Nadda said that the findings of the survey indicate that trachoma infection has been exhausted in all districts of the survey and its presence is only 0.7%.
●    It is much less than the standard of ending trachoma defined by WHO.
●    He said that trachoma is considered to be ending in that condition if its active infection is less than 5% in children under 10 years of age.
●    Smt. Anupriya Patel, Minister of State for Health and Family Welfare was also present on the occasion of releasing the survey report.
●    The Health Ministers congratulated all the people associated with the survey, especially the health workers, who also worked in difficult situations to conduct the survey.

The blueprint for improving the power sector and the consensus on ensuring 24 hours of electricity to all the states

Conference of Power and Innovation and Renewable Energy Ministers of States and Union Territories ended yesterday evening.
●    This conference was chaired by the Minister of State for Power and New and Renewable Energy (Independent Charge) Mr. Raj Kumar Singh and the Ministers of Power and Power of 17 States and Union Territories participated in the conference.
●    Mr. Singh reviewed the presentations made by senior officers of the Ministry on various issues and discussed with all the State Ministers and their officials.
●    In addition, the Minister directed his officers to write suggestions of various states, which can be done later.
●    Shri Singh repeatedly assured all the State Governments that they should contact their Ministry without any hesitation on any issue regarding the power sector.

Radha Mohan Singh Launches Soil Health Card App for Farmers' Facility

Shri Radha Mohan Singh, Union Minister for Agriculture and Farmers Welfare, said on the occasion of World Earth Day that the objective of Swayam Health Card Scheme is to provide information about the Health Health of 12 Crore Plants of all the farmers of the country.
●    Mr. Singh said this on the occasion of World Earth Day at Krishi Vigyan Kendra, Jhajjar.
●    World soil day is celebrated every year on 5th December.
●    Soil Health Card scheme in India was started in February 2015 in Rajasthan.
●    The Union Agriculture Minister informed that to help the farmers, Soil Health Card App launched today.
●    This app will benefit area-level workers.
●    This mobile app automatically captures GIS coordination in capturing sample registration details from the time field of sampling collection and indicates the location from which field samples are taken by the field workers.
●    This app works like other geotagging apps developed for the National Agriculture Development Plan.
●    The app contains the names of farmers, Aadhaar card number, mobile number, gender, address, crop details etc.
●    Shri Radha Mohan Singh said that the Health Health Card provides information about the nutrient related situation of the soil to the farmers as well as advise the nutrients used in the appropriate quantities to improve soil health and fertility.
●    In every two years the condition of soil is assessed so that nutrient deficiency can be detected and improved.

International Conference on Co-Exhibition on Ayush and Better Health successfully completed in New Delhi

The first international conference and exhibition 'AYUSH' and 'Health Health' 2017 'successfully concluded in Ayush ministry. 
●    In this it was emphasized to bring AYUSH's capabilities and possibilities to the mainstream within the pluralistic systems of Integrated Health Services.
●    In addition, various types of sessions were organized on issues related to business opportunities in integrated health care, image creation of AYUSH, global regulatory issues on AYUSH and standardization and regulation.

International Conference on Groundwater

On the issue of groundwater in the country, an international conference is being organized from December 11 to 13, 2017, titled "Groundwater Vision 2030-Water Security, Challenges and Climate Change".
●    The conference is being organized by the National Hydrology Institute (NIH), Roorkee and Central Ground Water Board (CGWB) under the aegis of Water Resources, River Development and Ganga Protection Ministry.
●    The conference is expected to be attended by representatives of 15 countries and 250 research papers will be presented, 32 in which the main principles will be letters.
●    The Conference was inaugurated by the Union Water Resources, River Development and Ganga Conservation Minister, Shri Nitin Gadkari, Union Minister of Drinking Water and Sanitation, Ms. Uma Bharti, Union Minister of Science and Technology, Dr. Harsh Vardhan, Central Water Resources, River Development and Minister of State for Ganga, Shri Arjun Ram Meghwal. And Dr. Satyapal Singh will do it.
●    In the conference, the use of water in the country and the changing climate scenario will assess the current situation of the land and the challenges of its management.
●    The conference is happening at a time when the landscape of water in the country, especially the landscape of the day is changing.
●    Over the last decades, the use of groundwater has increased manifold in the country and today, 80 percent of household needs in the villages, 65 percent of irrigation water needs, industrial and city water needs 50 percent of the source of our water resources.

Prime Minister inaugurated Dr. Ambedkar International Center

Prime Minister Narendra Modi inaugurated the 'Dr. Ambedkar International Center' in today's 15th district, New Delhi. 
●    He laid the foundation stone of this center in April 2015.
●    The Prime Minister unveiled an idol of Dr. Ambedkar at the center of the center and the second statue of Dr. Ambedkar at Parikatha in this center.
●    Union Minister for Social Justice and Empowerment, Thawar Chand Gehlot, Minister of State for Social Justice and Empowerment, Shri Krishna Pal Gurjar, Shri Ramdas Athawale, Shri Vijay Sandal, Minister of State for Parliamentary Affairs and Statistical and Program Implementation, Shri Vijay Goyal, Secretary, Ministry of Social Justice and Empowerment Smt. G. Lata Krishna Rao and other dignitaries were present on this occasion.

Union Home Minister Shri Rajnath Singh said, "Border Security grid will be set up in the border states"

Union Home Minister, Shri Rajnath Singh presided over the meeting of the Chief Ministers of the Indo-Bangla Border (IBB) states today in Kolkata.
●    Giving high priority to the security of the borders, the Home Minister had earlier organized border special review meetings for the Indo-China, Indo-Myanmar, Indo-Pak borders.
●    In the meeting, the Home Minister stressed on the need for security of the country's borders and preparing the system for proper trade and commerce.
●    He said that India has friendly relations with Bangladesh.
●    All these measures will facilitate proper trade and legal transit across the border of the people and prevention of militancy, illegal migration and trafficking of animals, fake Indian currency and drug substances.
●    They insisted on banning the entry of illegal migrants on international borders, some of which can be contacted with extremists who promote anti-national activities and threaten international security.
●    In a comprehensive review meeting on border management, he stressed the need for strengthening infrastructure on border and strengthening border security.
●    The Indo-Bangladesh border from Assam, Meghalaya, Mizoram, Tripura and West Bengal, including five states of India, is 4096 km.

Ministry of Commerce imposes minimum import price on black pepper

The Ministry of Commerce and Industry has approved the proposal of spice board to fix the prices of CIF (cost, insurance and freight) of 500 rupees per kg as minimum import value of black pepper to protect the interests of the producers of black pepper.
●    The decline in the domestic value of black pepper due to the cheap import of black pepper from other countries in recent months has been a matter of great concern among the producers of black pepper.
●    In the last one year, the decline in prices of black pepper has declined by 35 percent and due to this, the producers of black pepper are facing huge difficulties.
●    Since most of the black pepper producing countries are located in the ASEAN region, so there is a possibility of bringing black pepper of these countries to India through Sri Lanka to take advantage of concessional import duty under SAFTA and ISLFTA.
●    Farmers organizations have demanded strict action, including fixing the minimum import price (MIP) of black pepper so that other countries can curb the cheap imports of black pepper in India.

Third DRC-Policy Commission Dialogue

The third dialogue between the Policy Commission and China's Development Research Council concludes today in Beijing.
●    The meeting chaired by the Chairman of the Policy Commission, Dr. Rajiv Kumar and Chairman (Minister) of the DRC Mr. Li Wei.
●    Senior officials of the Policy Commission along with the officers of the Ministry of New and Renewable Energy and Food Processing were included in the Indian delegation led by the Vice President, Policy Commission.
●    In China's delegation, DRC researchers and officers were present along with Chinese Ministry of Finance, Ministry of Commerce, Ministry of Foreign Affairs and National Development and Reform Commission officials were also present.
●    The DRC-Policy Commission Dialogues provides both sides an important platform for discussing the macroeconomic issues and mutual interests of the two countries.
●    In this third dialogue, discussions were discussed in detail between the representatives of the two countries, various economic systems for global economic possibilities, India-China economic cooperation and balanced development.
●    In the context of global uncertainty and sluggish global development, it was noted that in the coming years, both India and China are likely to be a major part of the global economy in the form of large and fast developing countries.

National cabinet approved to set up National Nutrition Mission

In the chairmanship of Prime Minister Narendra Modi, the Union Cabinet has given its approval for the establishment of the National Mission on Nutrition (NNM) starting from 2017-18 with a budget of Rs 9046.17 crore.
●    This program will take measures to reduce the level of weight loss of children, short nutrition, deficiency of blood and at the time of birth, through targets.
●    It will be encouraged to work, guide and monitor the Ministry and States / Union Territories for better coordination, to maintain synergy for action on time and to achieve the desired goals.
●    More than 100 million people will benefit from this program.
●    All states and districts will be covered in Phase-i.e. in 315 districts in 2017-18, 235 districts in 2018-19 and remaining districts in 2019-20.
●    9046.17 crores for three years starting from 2017-18.
●    It will be financed by government budgetary support (50 percent) and IBDR or other MDBs by 50 percent.
●    Between Center and States / Union Territories 60:40 North Eastern Region and 90:10 for Himalay States and 100% government budgetary support for Union Territories.
●    The total amount of Government of India for a period of three years will be Rs. 2849.54 crore.

NHRC will celebrate Human Rights Day on December 10

The National Human Rights Commission (NHRC) is organizing a function here on December 10, 2017 on the occasion of Human Rights Day.
●    Vice President Shri M. Venkaiah Naidu will address this function as the Chief Guest.
●    The President of NHRC and former Chief Justice of India, Justice HL Dattu will also address the function.
●    Human Rights Day is celebrated every year on December 10 on the occasion of universal declaration of human rights.
●    This declaration was adopted by the United Nations General Assembly in 1948 as a standard of human rights protection and recognized it.
●    On this occasion, the National Human Rights Commission has organized various programs including human rights and awards competition for short films across the country.
●    The best three short films on human rights will be given a trophy and citation, with a prize of Rs one lakh, Rs 75,000 and Rs 50,000, respectively.
●    Some publications of NHRC will also be released on this occasion.

Central Board of Direct Taxes (CBDT) signed two Indian Advance Price Agreements (APAs) in November 2017

The Central Board of Direct Taxes (CBDT) has made bilateral advance pricing agreements (APAs) during November 2017.
 

●    These agreements are the first bilateral APA with the Netherlands.
●    With the signing of these agreements, the total number of APA registered by CBDT has increased to 186.
●    It includes 171 one-way APAs and 15 bilateral APAs.
●    These two are related to the electronics and technology sectors of the APA economy.
●    These agreements include distribution in international transactions, providing marketing support services, arranging business associate services etc.
●    The APA provisions were introduced in the Income Tax Act in the year 2012 and the "rollback" provisions were introduced in the year 2014.
●    The APA scheme attempts to provide certainty for taxpayers in the area of transfer value by specifying pricing methods and by determining prices.

Ministers of India and Italy signed a new MoU for cooperation in the fields of agriculture and plant hygiene.

Union Minister of Agriculture and Farmers Welfare, Shri Radha Mohan Singh called on the Minister of Agriculture, Food and Forestry Policy of the Republic of Italy in New Delhi, Shri Maurizio Martini, in Agri Bhawan, New Delhi.
●    Welcoming Italy visitor delegation, Shri Radha Mohan Singh said that between India and Italy traditionally have friendship and cordial relations.
●    Shri Singh said that India gives special importance to strengthening bilateral relations between the two countries.

●    The agreement was signed by Joint Secretary (RCH) Vandana Gurnani and Rotary International India President Deepak Kapoor.
●    Regular immunization and intensive mission under the National Polio Plus Polio Free Program, Mission Rainbow, will provide support to the rainbow.
●    Uniting the beneficiaries, especially in urban settlements and in backward areas where there is no one to be aware.
●    Encourage and encourage NCC, NYK, NSS members so that they actively participate in awareness programs.

JP Nadda reviewed the progress of Mission Indra bow

●    In the review meeting, Shri Nadda highlighted the issues related to the state-specific and stressed the need for regular meeting of permanent committees and workforce to increase inter-regional synergy.
●    He said that in order to fulfill the target set by the Prime Minister, there is a need to work better so that the difference between Mission and Rainfall in the month of October and November has been realized.
●    Mr. Nadda suggested to State Health Ministers and Chief Secretaries to discuss with the district officials through video conferencing for review of Mission Rainbow from time to time.In the review meeting, senior officials from Health Secretary Smt. Preeti Sudan, Mr. Manoj Jhalani (AS & MD) and Mrs. Vandana Guranani, Joint Secretary (RCH) attended.
●    Shri Nadda said that the Ministry of Health will honor the intensive missions, districts and states which perform better under the rainbow race.
●    He said that the districts and states receiving 90 percent complete immunization goals will be given prizes.

Agreement with Uttarakhand & IT company HP to take the services of specialized doctors

Today, Uttarakhand government has signed an agreement with Hewlett Packard: HP: mutual consent agreement (MOU) to deliver specialized medical services through telemedicine in remote mountain areas of Uttarakhand.
●    Under this MoU, in the presence of Chief Minister Trivandrum Singh Rawat, HP will be providing experimental telemedicine services at four community health centers in Uttarakhand first.
●    The company will provide approximately 65 types of medical tests on these community health centers and uploading the results immediately, along with major and necessary pathology equipment and IT equipment will also be provided.
●    At the same time, each studio will also be installed at every center, where specialized doctors will be present on behalf of the company.
●    The company will train the physicians and paramedical staff posted on the selected community health centers so that the maintenance of electronic medical records and the successful operation of the related equipment can be done.
●    All records relating to telemedicine services will be transferred to the concerned officer of the concerned hospital.
●    The paramedical staff and nurses will also be provided by the State Government on related medical colleges.

Indian doctor gets Divyang Seva award in US

An Indian doctor and Divya rights activist was given the prestigious Henry Wiskaardi Achievement Award in the US on Tuesday for spreading awareness about the rights of physically challenged people and improving the quality of their life.
●    Dr. Satyendra Singh, 40, is an Associate Professor of Physiology (Physiology) at the University College of Medical Sciences, New Delhi.
●    He is the first Indian to achieve this honor.
●    This international award was first given in March, 2013.
●    In a statement, Viscardi Center said that American Divyang Rights Leader and President and Chief Executive of Viscardi Center and Henry Wiskardi Center of New York, John D. Kemp gave awards.
●    "I dedicate this award to the determination of every person physically and physically challenged, fighting the discrimination around the world," said Singh, who played an important role in making the Indian Lok Sabha election 2014 accessible to physically challenged people.

Anupriya Patel inaugurated the 22nd AWWP Conference

Hon'ble Minister of State for Health and Family Welfare, Smt. Anupriya Patel recently inaugurated the 22nd Conference of Asian Harmonization Working Party (AHWP) in New Delhi.
●    The five-day conference is being organized by the Central Drug Standards Control Organization (CDSCO) and National Drug Regulatory Authority (NDRA) in collaboration with the Ministry of Health and Family Welfare.
●    The main objective of this program is to suggest ways to develop approaches for convergence and uniformity of the regulation of medical devices in Asia and its areas and facilitate exchange of knowledge and expertise between the regulators and the industry.

RP Group offered to invest in Haryana

Dubai-based company RP Group of Companies has expressed interest in investing in the affordable housing and integrated multilateral freight centers developed under the Prime Minister's Housing Scheme in Haryana.
●    According to an official statement, the company's founder and managing director Ravi Pillai expressed this desire during a meeting with Chief Minister Manohar Lal Khattar.
●    The company proposed to build low cost houses for industrial laborers in Manesar, Bahadurgarh and Kundli.

●    The secretariat of the organization has been established in the premises of the National Solar Energy Institute located in Gurugram, Haryana.

AAI will invest Rs 800 crores in the construction of new building of Patna Airport

Registration of BS-4 vehicles will not be done after June 2020

The government has issued a draft notification for amendment in the Central Motor Vehicles Rules to prevent registration of vehicles of BS-4 standard made before April 2020 after 30th June, 2020.
●    In order to stop the pollution caused by vehicles, the government had taken big steps last year and decided to supply fuel to Euro-6 standards from April 2020 in the country.
●    Issuing draft notification for amendment in the Central Motor Vehicle Rule, the Ministry of Road Transport and Highways has invited the stakeholders, affected persons and people from December 20 till the disaster and recommendation.
●    It has been stated in the notification that these rules will be called the Central Automotive Reform Rules, 2017 and this rule will be applicable from the date of the last publication in the official letter.
●    It has been stated in the notification that the new vehicles manufactured from April, 2020, manufactured before April 2020 will not be registered after 30th June, 2020.
●    Further in the notification, it is said that in accordance with the BS-4 standard, new vehicles of M and N category made before April 2020, whose sale is in the form of Chess, can not be registered after September 30.

Planning to link all districts of Rajasthan with air services

Telecom department imposes Rs 2.5 crore fine on Tikona

Telecom department has imposed a fine of Rs 2.5 crore on Tikona Digital for delay in starting wireless broadband service in Rajasthan.

●    Using the same discretionary powers as per the rules of 3G networks, the telecom department imposed the said penalty.

●    On failure, the telecom department can withdraw spectrum.
●    Official sources told the PTI-Tikona Digital was given a co-demand notice on October 23 after the delay in completing the obligation.
●    A penalty of Rs 2.43 crore has been imposed, which was 2.5 percent of its successful bid amount for the Rajasthan circle. The company had fined October 25.

Niti Aayog to make women entrepreneurs cell

In the International Entrepreneurship Conference (GES) concluded on 30th November 2017, the Policy Commission announced the formation of a women cell. This cell will be set up to assist women entrepreneurs.
●    The Telangana government also announced three initiatives, including the installation of the incubator to encourage women.
●    Chief Executive Officer of the Policy Commission, Amitabh Kant announced that after the expiration of the GES conference this cell will provide all kinds of assistance including legal and intellectual property and act as catalyst.
●    Under the Atal Innovation Mission, female schools will be selected on priority basis for tinkering labs.
●    Robots and 3D printers will be provided in these selected schools.
●    He also announced that under the Atal Innovation Mission, the facility of incubator will be provided to industries established by women entrepreneurs.
●    Under the Atal Innovation Mission, the states will be connected with the VHUB for assistance.
●    For the women entrepreneurs, a special fund of Rs 15 crore has been announced with the establishment of a Technology Fund (T-Fund).

Badri Narayan Sharma appointed as president of National Anti-Profit Authority

On November 28, 2017, the Central Government has appointed Badri Narayana Sharma, Indian Administrative Service (IAS) officer as the president of National Anti-Profit Authority.
●    After the decision of a committee headed by Cabinet Secretary PK Sinha, the decision has been taken by the Government on the appointment of the Chairman and its members.
●    The purpose behind the formation of this Authority is to bring the benefits of reduced rates in the new indirect tax system to the consumers.

●    Union Minister of Information Technology Ravi Shankar Prasad had said after the Cabinet meeting that now only 50 such items have been living in the slab by 28 percent of GST.

●    He has secured master's degree in computer science and mechanical engineering from Cornell University.
●    He has done B.Tech in Aeronautical Engineering from IIT Bombay.

Bangalore's company aims to complete Facebook Artificial Intelligence Challenge first

A startup company in Bangalore claims that it has become the first company to successfully complete an Artificial Intelligence AI Challenge launched by Facebook in 2015.
●    This challenge was a difficult process in 20 parts.
●    Adopting a special approach, Dual Analytics has completed all 20 goals.
●    They are called 20 QA BABI Tasks, which have been completed by the company with 100J accuracy.
●    According to a company's eligibility, this test was organized by the Facebook AI Research Fair.
●    Its purpose was to explain and assess the performance of AI based programs.
Dataval Analytics is headquartered in Chicago, but its operations office is in Bangalore.
●    It was founded by Lt Col Shashi Kiran, former army officer and Lieutenant Colonel Naveen Xavier.

Meerabai Chanu of India won the gold medal in the World Weightlifting Championship

Saikhom Meerabai Chanu became the first Indian woman to win a gold medal in India for two years with a total lift of 194 kg in the World Weightlifting Championship held in Anaheim, USA.
●    This championship is also important because before that he had performed very disappointing in the Rio Olympic Games.
●    In any of the three attempts of the 'Clean & Jerk' section of women's 48 kg group in Rio Olympics, she failed to take full weight.
●    Out of the twelve lifters, he was one of the two weightlifters who did not end their program.

Union Finance Minister Arun Jaitley formally launched the payment bank 'Paytm Payments Bank' on November 29, 2017.

On this occasion, former Executive Director of Reserve Bank of India P Vijay Bhaskar, Dilip Asbe, Interim CEO of National Payments Corporation of India (NPCI), Vijay Shekhar Sharma, founder and CEO of PETIM, and Renu Satti, MD & CEO of Paytm Payments Bank Limited were present. 
●    At present, there are four other payment banks including Paytm Payments Bank in India.
●    The other three banks are Airtel Payments Bank, India Post Payments Bank and Fino Payments Bank.
●    Paytm was established in 2010, however, it has grown to much after the monopolization.
●    Paytm has a total of 28 million registered users, of which 18 million are using its wallet service.
●    PettyMay Payments Bank is India's largest mobile major, technical vendor bank.
●    Patti Payments Bank is India's first real mobile major bank with zero fees and zero minimum balance on online transactions.
●    This bank has been designed to help in achieving financial inclusion in the country.

World AIDS Day celebrated

World AIDS Day was observed internationally on December 01, 2017. On this occasion awareness programs, discussions and seminars were organized in every country.
●    The topic 'Everybody Counts' has been set for the year 2017 by the International Health Organization (WHO).
●    World AIDS Day -2017 is also being circulated with the "Right to Health" campaign. The World Health Organization is highlighting the needs of 36.7 million people infected with HIV in this celebration.
●    Various types of programs are organized on World AIDS Day to increase public awareness and disseminate the message of that particular year.
●    The main goal of the program is to raise awareness among the people. Awareness campaign was started by the Government of India on this occasion.
●    As part of World AIDS Day, the United Nations Children's Fund (UNICEF) has said that it is more important to stop the transition between children of 15 years, emphasizing greater investment and access to treatment for children.
●    The thoughts about World AIDS Day were first expressed in 1987 by Thomas Netter and James W. Bann.

National cabinet approved to set up National Nutrition Mission

In the chairmanship of Prime Minister Narendra Modi, the Union Cabinet has given its approval for the establishment of the National Mission on Nutrition (NNM) starting from 2017-18 with a budget of Rs 9046.17 crore.
●    NNM will monitor, supervise, guide and guide the nutritional interventions of the ministries as a top body.
●    This program will take measures to reduce the level of weight loss of children, short nutrition, deficiency of blood and at the time of birth, through targets.
●    It will be encouraged to work, guide and monitor the Ministry and States / Union Territories for better coordination, to maintain synergy for action on time and to achieve the desired goals.
●    More than 100 million people will benefit from this program. 
●    All states and districts will be covered in Phase-i.e. in 315 districts in 2017-18, 235 districts in 2018-19 and remaining districts in 2019-20.

S. K. Chaurasia Appointed as DG, Ordnance and President, Ordnance Factory Board

Mr. Sunil Kumar Chaurasia, IOFS has been appointed as the new Director General, Ordnance Factory (DGOF) and President, Ordnance Factory Board (OFD) from December 1, 2017.
●    Earlier, the members were the Ordnance Factory and were looking after the work of the Department of Materials and Purchase.
●    After taking a bachelor's degree in mechanical engineering from Jabalpur, he took a M.Tech degree from IIT Kharagpur and Mr. Chaurasia presented the Indian Ordnance Factory in 1981.
●    Government of India sent them a joint republic to MBA.
●    Thereafter, Mr. Chaurasia was present in the Indian Public Administration Institute in New Delhi during the service training and he was awarded the degree of MPhil.
●    During his service in the Ordnance Factory, he achieved very rich and diverse experience in production and operational management, arms and ammunition production.
●    He has made extensive tour around the world with his official work.
●    Shri Chaurasia was selected from the year 1992 to 1997 to work as a Deputy Secretary and then to work as Director in the Ministry of Defense.

Special campaign to celebrate Armed Forces Flag Day

Central Board of Direct Taxes (CBDT) signed two Indian Advance Price Agreements (APAs) in November 2017

The Central Board of Direct Taxes (CBDT) has made bilateral advance pricing agreements (APAs) during November 2017. 
●    These agreements are the first bilateral APA with the Netherlands.
●    With the signing of these agreements, the total number of APA registered by CBDT has increased to 186.
●    It includes 171 one-way APAs and 15 bilateral APAs.
●    These two are related to the electronics and technology sectors of the APA economy.
●    These agreements include distribution in international transactions, providing marketing support services, arranging business associate services etc.
●    The APA provisions were introduced in the Income Tax Act in the year 2012 and the "rollback" provisions were introduced in the year 2014.
●    The APA scheme attempts to provide certainty for taxpayers in the area of transfer value by specifying pricing methods and by determining prices.
●    The APA scheme has been well received by the taxpayers only from its establishment.
●    The progress of the APA scheme strengthens the government's resolve to promote non-adverse tax regime.

Foreign exchange reserves rise to $ 400 billion

According to the weekly data of the Reserve Bank of India, the country's foreign exchange reserves rose by $ 1.208 billion to $ 400 billion in the week ending on November 24 and reached $ 400.741 billion.
●    In the previous weekend, the country's foreign exchange reserves rose by $ 24.04 million to $ 399.533 billion.
●    The Reserve Bank of India said today that due to the acceleration in foreign exchange assets, the country's foreign exchange reserves have increased.
●    In the review week, the important part of the total foreign exchange reserves, i.e. Foreign Currency Assets: FCA: $ 12.08 billion to $ 376.304 billion.
●    In the FCA to be expressed in the US dollar, the effects of non-monetary currencies such as the Euro, Pound and Japanese Yen kept in the money reserve are: the effects of devaluation are included.
●    Gold reserves remained unchanged at $ 20.666 billion.
●    It has said that the IMF has reduced the country's monetary reserves by two million dollars to $ 2.272 billion.

Cabinet approves MoU between India and Italy for cooperation in Agriculture and Phytosanitary issues 

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved signing of a Memorandum of Understanding (MoU) between India and Italy for cooperation in Agriculture and Phytosanitary issues. 
●    It replaces the earlier MoU signed in January, 2008 which is going to expire in January, 2018. 
●    The MoU provides for cooperation in the fields of Phytosanitary issues, agricultural production and a wide range of other sectors including animal husbandry, agricultural research, food processing and other additional fields as may be mutually decided by both the sides.
●    The MoU has provision for exchange of information on the situation of agriculture and rural development, strengthening of technical exchange and production cooperation in respect of agricultural mechanization/farm machinery and agro-industrial infrastructures, removal of technical barriers and exchange experiences in animal husbandry sector including modern scientific researches and technologies etc.
●    The MoU provides for setting up of a Joint Working Group in order to promote bilateral exchanges in the field of agriculture, consider long-term initiatives for agricultural cooperation, and promote cooperation in order to reduce phytosanitary risks in exported goods also through the definition of specific joint procedures.
 

Cabinet approves transfer of landed assets owned by Hindustan Vegetable Oils Corporation Ltd. to Ministry of Housing and Urban Affairs 

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given its approval for transfer of all land assets owned by Hindustan Vegetable Oils Corporation Ltd (HVOC) to Ministry of Housing and Urban Affairs (MoHUA) or its authorized agency for appropriate utilization/ disposal.
●    In lieu of the transfer of the land assets of HVOC, complete liabilities of HVOC towards loans taken from the Government including interest would be written off. 
●    The Government shall also take care of all contingent liabilities of HVOC that may arise in future due to pending cases in various courts/tribunals/authorities.
●    The land located in seven cities are lying unutilized for many years. 
●    The transfer of the properties to MoHUA would enable use of the land for public purpose. 
●    This will facilitate early winding up of HVOC, which is a sick PSU under liquidation.

The Minister of State for Home Affairs Shri Kiren Rijiju will inaugurate 7th edition of three day ‘Kathakar: International Storytellers Festival’ tomorrow at the Indira Gandhi National Centre for the Arts ( IGNCA), New Delhi.

The Ministry of Tourism, Government of India, in association with the North Eastern States is organising the “International Tourism Mart” (ITM) in Guwahati, Assam from 5-7 December, 2017. 
●    The event will be held in Taj Vivanta, and will be inaugurated on 5th December by His Excellency, Shri Jagdish Mukhi, Governor of Assam in the presence of Shri Sarbananda Sonowal, Chief Minister Assam and Shri K.J Alphons MoS (IC), Ministry of Tourism & MoS, Ministry of Electronics and Information Technology, Union Secretary Smt. Rashmi Verma and other dignitaries from Central Ministries and North Eastern States.
●    The 6th International Tourism Mart, will put the spotlight on India’s “Act East Policy”, blossoming ties with ASEAN and the larger East Asia region, home to the world’s rapidly growing economies and India’s emerging tourism markets. 
●    Besides deliberations on promotion of tourism in the Northeast Region in general, keeping the objectives of the ''Act East Policy” in view, the panel discussions will also focus on promoting cultural ties, people-to-people contact with countries in the ASEAN region providing enhanced connectivity to the States of North Eastern Region with other countries in our neighbourhood, thereby developing inter-regional tourism between the ASEAN and North East Region of India.

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for signing and ratification of the Investment Cooperation and Facilitation Treaty (ICFT) between India and Brazil.
●    The Treaty will result in increase of investment flows between the two countries.
●    The ICFT between India and Brazil will provide appropriate facilitation to Brazilian investors in India and Indian investors in the Brazil. 
●    It is likely to increase the comfort level and boost the confidence of investors by assuring a level playing field and non-discrimination in all investment facilitation matters, thus providing conducive investment climate to investors. 
●    It would help project India as a preferred Foreign Direct Investment (FDI) destination to all Brazilian investors.

Anil Ambani to file a defamation case against Singhvi for Rs 5,000 crore

Reliance Group, led by Anil Ambani, said today that he will register a case of defamation of Rs 5,000 crore against Congress spokesperson Abhishek Manu Singhvi for giving false and defamatory statements.
●    The Reliance Group spokesman said, Abhishek Singhvi has given a hoax, abusive and malicious statement against the group.
●    We will file a lawsuit of Rs 5,000 crore against Singhvi for such false and insulting statements.
●    Earlier, in the day, Singhvi did not waive any debt of industrialists regarding this statement of V. Minister Arun Jaitley, accusing them of fooling people.
●    Singhvi claimed that the government deliberately put a debt of Rs 1.88 lakh crore to those who did not return the debt.
●    Singhvi said, one of them publicly declared last month that he will close his telecom business, which is owed to the banks of Rs 45,000 crore.

One rupee note turns 100 years today

One rupee note has become 100 years old today.
●    The history of coining silver coins in place of silver coins on November 30, 1917 goes to the era of World War I.
●    During World War I used to run a coin of silver which used to be silver, but due to the war the government was unable to make a silver coin, and for the first time on November 30, 1917, a rupee note came to the public.
●    It replaced the silver coin.
●    On the note of this first one rupee printed on hand-made paper, a picture of King George V of the UK was printed on the left.
●    It was also signed by three Finance Secretary MMS Gabbay, AC McWaters and H. Denning.
●    Later, the printing of this note was started again in 2015.
●    The most notable thing about this note is that it does not issue the Reserve Bank of India like other Indian notes, but the Government of India itself prints it.
●    It is not the Governor of the Reserve Bank but the signature of the Secretary of the country.

National Consultation on Accelerating Implementation of Urban Missions-Pmay-Urban- Strategies & Way Forward 

A day long national Workshop on National Consultation on Accelerating Implementation of Urban Missions-PMAY(Urban) was inaugurated by Shri Hardeep Singh Puri, Minister of state for Housing and Urban Affairs(I/C) here last Friday. 
●    The Workshop chaired by Sh Durga Shankar Mishra, Secretary in the Ministry was attended by nearly 170 participants including Principal Secretary (Urban Development) of states, state Mission Directors for SBM, Municipal commissioners and other officials of cities with population of 5 lakh and above, and of nearby cities of NCR area, as well as representatives from Ministry partners.
●    The Ministry proposes to launch the Global Housing Construction Technology Challenge (GHCTC) to globally identify best technologies which are suitable for mass housing. 
●    Through this challenge, all entrepreneurs, technology providers, institutions, academia and other stakeholders across the globe are proposed to be invited to contribute to the future of India's Housing Development. 
●    The Ministry also proposes to conduct Region/ State wide demonstration of technologies to explore and identify appropriate technologies as a way forward.
●    The Ministry of Housing & Urban Affairs (MoHUA) has been implementing PMAY (U) which aims at providing pucca houses to all eligible urban poor including slum dwellers. 

Ministry of Railways launched 1ST Swarna Rajdhani

To improve passenger experience, Ministry of Railways decided to upgrade Premium Rajdhani and Shatabdi trains under Project ‘Swarna’. 
●    With improved passenger amenities, aesthetics and hygiene standards, Country’s first Swarn Rajdhani (Train no 12313 New Delhi – Sealdah Rajdhani Express) was launched in New Delhi today i.e. 29th November, 2017 at New Delhi Station. 
●    Member, Rolling Stock Shri Ravindra Gupta was especially present to introspect the revamped rake.
●    For this programme, Ministry had formed nine teams of two officers each from Railway Board to monitor the progress of work under each dimension of Project Swarna. 
●    14 Rajdhani trains & 15 Shatabdi trains have been selected for the first phase of this Project.
●    The first revamped rake of Rajdhani under the project was rake of Sealdah Rajdhani (12314 New Delhi-Sealdah) which was launched today from New Delhi.
●    An expenditure about Rs. 35 lakhs has gone into this rake which translates into less than Rs.2 lakh per coach.

●    The passengers also thanked the Telangana Government, Central Government and Hyderabad Metro Rail Ltd for providing metro service.
●    L &T Metro Rail Hyderabad Ltd said in a statement that Metro Rail operations have been started between Nagaland from Miyapur.

Indian Competition Commission imposes Rs 52.24 crore penalty on anti-competitive attitude on Board of Control of Cricket

The Competition Commission of India (CCI) has found Board of Control for Cricket in India (BCCI) to be in contravention of the provisions of Section 4(1) read with Section 4(2)(c) of the Competition Act, 2002 (Act) for its assurance to the broadcasters of Indian Premier League (IPL) that BCCI shall not organize, sanction, recognize, or support another professional domestic Indian T20 competition that is competitive to IPL, for a sustained period of ten years.
●    After a detailed investigation by the DG, CCI found that BCCI enjoys a dominant position in the market for organisation of professional domestic cricket leagues/ events in India. 
●    Based on the nature of activities performed, BCCI has been held as an enterprise and thus, would come under the purview of the Act. 
●    While recognising the role of sports federation in taking measures to serve the integrity or development of the sport, CCI held that the impugned restriction had no nexus to the legitimate interest of cricket in the country. 
●    Rather, the restriction was pursued to enhance the commercial interest of the bidders of IPL broadcasting rights and the consideration in turn received by BCCI. 
●    Therefore, the impugned restriction has been held to be in contravention of Section 4(1) read with Section 4(2)(c) of the Act.

Rear Admiral Sandeep Beecha takes over charge as the Commandant, Naval War College 

Rear Admiral Sandeep Beecha took over the reins of the Naval War College from Rear Admiral Monty Khanna, AVSM, NM as its third Commandant, at a ceremonial parade held at INS Mandovi, Goa on Wednesday. 
●    Naval War College is the pre-eminent Iconic Institution facilitating Higher Education, War gaming and Cutting Edge Research on Maritime Security and Warfare at Strategic and Operational level.
●    Rear Admiral Sandeep Beecha is an alumnus of Naval Academy and was commissioned in the Indian Navy on 21 Jul 1986. 
●    He is a Navigation and Direction Specialist. 
●    He has commanded CGS C-05, INS Ajay, INS Vindhyagiri, INS Rajput and he has earlier served at Goa as Commanding Officer of INS Mandovi. 
●    His staff appointments include Joint Director Staff Requirements, Naval Assistant to the Vice Chief of the Naval Staff and Principal Director Foreign Cooperation, all at Naval Headquarters, New Delhi.
●    The officer has undergone the Principal Warfare Officers (PWO Basic) Course at HMS Dryad (UK), the Staff Course at the Defence Services Staff  College, Wellington and the Naval Higher Command Course at Mumbai.

India and Italy sign MoU for enhanced cooperation in the health sector 

India and Italy signed a Memorandum of Understanding (MoU) for enhanced cooperation in the health sector, here today. 
●    Shri J P Nadda, Union Minister of Health & Family Welfare and Ms. Beatrice Lorenzin, Health Minister of Italy signed the MoU in the presence of senior officers from the Health Ministry and a high level delegation from Italy.
●    Shri J P Nadda stated that both the countries share a strong and rich traditional relationship which has been enhanced by high level visits. 
●    Also, there is a mutual interest in the promotion of stronger ties in the health sector, he added. 
●    The MoU recognizes the potential for exchanges in the health sector between the two countries and the need to tap the capabilities and opportunities in a focused and comprehensive manner, Shri Nadda stated.
●    The objective of this MoU is to establish comprehensive inter-ministerial and inter-institutional cooperation between the two countries in the field of health by pooling technical, scientific, financial and human resources with the ultimate goal of upgrading the quality and reach of human, material and infrastructural resources involved in health care, medical education & training, and research in both countries.

Higher Education Funding Agency (HEFA) approves projects for Rs. 2,066.73 Cr to six higher education institutions. 

For providing additional funds for research and related infrastructure, Higher Education Funding Agency (HEFA), has started its operations. 
●    The HEFA Board had held its 2nd meeting today and approved projects for Rs. 2,066.73 Cr for six institutions – IITs Bombay, Delhi, Madras, Kharagpur, Kanpur and NIT Suratkal. These funds would be used to improve the research infrastructure in these institutions to further improve their standing at the global level.
●    These institutions can avail of these funds as per the progress of the project and complete them. 
●    The funding under HEFA would be in addition to the grants being given to these institutions.
●    Expressing happiness over the approval of interest-free loans by HEFA Board, Union HRD Minister Shri Prakash Javadekar said that today is a historic day for financing the needs and promotion of research and innovation beyond budgetary allocations. 
●    The Union Budget gives ample allocation and grants to Higher Education institutions but still there is a greater need.

Three day India-Afghan Cultural Festival inaugurated in New Delhi today 

The Minister of State (Independent Charge) for Culture, Dr. Mahesh Sharma and Minister of Culture and Information of the Islamic Republic of Afghanistan, His Excellency Prof. Moh. Rasool Bawari inaugurated the India-Afghan Cultural Festival in New Delhi today. 
●    The Festival has been jointly organized by the Government and Embassy of Afghanistan along with the Government of India and ICCR.
●    Speaking on the occasion, Dr. Mahesh Sharma said that India and Afghanistan enjoy age old cultural and civilisational ties and the deep-rooted linkages in the fields of music, art, architecture, language and cuisine constitute an important bond of friendship between the people of the two countries.
●    While exponents of Afghan classical music such as Ustad Sarahang were trained in the Patiala Gharana, the popular Indian music of bollywood resonates in Afghan homes, Dr. Mahesh Sharma explained. 
●    The central Bamyan province of Afghanistan is an epitome of our shared Buddhist heritage, he added. 
●    Dr. Mahesh Sharma said that Gurudev Rabindranath Tagore’s ‘Kabuliwala’ has connected Indians with the honest and large-hearted Afghans.
