Shri J P Nadda presides over 1st Convocation ceremony of ‘National Institute of Nursing Education’, PGIMER, Chandigarh
“The government has given high priority for improving the Nursing and Midwifery cadre through skill development and continued professional development, stated Shri J P Nadda, Union Minister of Health and Family Welfare.” He was speaking at the 1st convocation ceremony of National Institute of Nursing Education’, PGIMER, Chandigarh.
• While addressing the gathering, Shri Nadda mentioned that some of the initiatives undertaken for strengthening of nursing cadre are; establishment of ANM/GNM Schools, Upgradation of institutions from School of Nursing to College of Nursing, Training of Nurses, Development of eleven one year specialisation courses, Revision of curriculum for all nursing programs, New ‘Nurse Practitioner courses, Nurse Practitioner in Critical Care Program, Nurse Practitioner in Primary Healthcare Program, Nurses registration Tracking System (Live Register), and establishment of national PhD consortium for Nursing Research. The proposed ‘Nursing Practice Act’ will empower nurses and more reforms can be done in Nursing regulation, the Health Minister elaborated.
• His visit is marked by addition of very important and valuable facilities in the premium Medical Institute of North India today. In the morning, he dedicated two more AMRIT (Affordable Medicines and Reliable Implants) outlets at PGI. One in Nehru Hospital for providing generic medicines and orthopedic surgical implants and another in the Advanced Cardiac Centre (ACC) for providing affordable cardio vascular medicines and implants making total number of such outlet three at PGI. The first shop which was established in April, 2016 has already crossed Rs.5 lakhs per day mark of value of drugs dispensed.
• Health Minister also inaugurated SLEEP LAB in the Department of ENT for the diagnosis and surgical treatment of Obstructive Sleep Apnea (OSA). This Lab is the first to be started in ENT Department of North India. This Lab is designed to evaluate, diagnose, treat and help patients to manage OSA. The sleep study is a painless process conducted on the patient at night. In the next day he will received a complete sleep report with diagnoses of sleep related problems. Advanced Eye Center of PGI has been equipped with the femtosecond laser technology today which would ensure fast, accurate and predictable cataract surgery. This procedure commonly called as “Blade-less Cataract Procedure”/”Robotic Cataract Procedure”. Femtosecond Cataract Surgery helps to reduce the surgical complications and enhance the post-operative outcome in the complicated and challenging cataract cases. He specifically told that this facility is first of its kind in India which has been installed at the cost of Rs.7 crores. Health Minister also dedicated Kitten MRI/Mock MRI Scanner at PGI which is specifically designed to make MRI scanning safer and more child friendly. In this facility children will be exposed to the environment of MRI scanning before they are actually taking first scanning. This facility has been acquired at approximate cost of Rs.13 crores.
राष्ट्रीय नर्सिंग शिक्षा संस्थान के पहले दीक्षान्त समारोह के अवसर केंद्रीय स्वास्थ्य एवं परिवार कल्याण मंत्री श्री जे.पी. नड्डा ने कहा, ‘’सरकार ने कौशल विकास एवं सतत् व्यावसायिक विकास के माध्यम से नर्सिंग एवं धात्री संवर्ग में सुधार करने को उच्च प्राथमिकता दी है’’।
• श्री नड्डा ने बताया कि सरकार ने कौशल विकास एवं सतत् व्यावसायिक विकास के माध्यम से नर्सिंग एवं धात्री संवर्ग में सुधार करने को उच्च प्राथमिकता दी है। उन्होंने कहा कि सरकार ने नर्सिंग एवं तकनीकी शिक्षा का बड़ा विस्तार किया है जिसके परिणामस्वरूप नर्सिंग संस्थानों की संख्या तथा इन संस्थानों से उत्तीर्ण होने वाले छात्रों की संख्या में तीन गुना बढ़ोतरी हुई है।
• समारोह को संबोधित करते हुए श्री नड्डा ने उल्लेख किया कि नर्सिंग संवर्ग के सुदृढ़ीकरण के लिए की गई कुछ प्रमुख पहलों में ए.एन.एम. एंव जी.एन.एम. स्कूलों की स्थापना, स्कूल से नर्सिंग कॉलेज में संस्थानों का उन्नयन, नर्सों का प्रशिक्षण, 11 एक वर्षीय विशेषज्ञता पाठ्यक्रमों का विकास, सभी नर्सिंग कार्यक्रमों हेतु पाठ्यक्रमों का संशोधन, नए नर्स प्रैक्टिशनर, प्राथमिक स्वास्थ्य परिचर्या कार्यक्रम में नर्स प्रैक्टिश्नर, नर्स पंजीकरण ट्रैकिंग प्रणाली ( लाइव रजिस्टर), नर्सिंग अनुसंधान हेतु राष्ट्रीय पीएचडी सह व्यवस्था की स्थापना शामिल है। स्वास्थ्य मंत्री ने आगे बताया कि प्रस्तावित ‘नर्सिंग प्रैक्टिस अधिनियम’ नर्सों को सशक्त करेगा तथा नर्सिंग विनियम में और अधिक सुधार किया जा सकेगा।
• श्री नड्डा ने पीजीआई को दो और एएमआरआईटी (अमृत) बिक्री केंद्र समर्पित किए। एक बिक्री केंद्र नेहरू अस्पताल के परिसर में स्थापित हुआ है, जहां जेनरिक औषधियों व हड्डी रोग के सम्बन्धित इम्प्लॉट आपूर्ति होगी और दूसरा बिक्री केंद्र एडवास ह्रदय रोग में स्थापित हुआ है जहां ह्रदय रोग से सम्बन्धित औषधि एवं इम्प्लांट की आपूर्ति होगी। पहला अमृत बिक्री केंद्र अप्रैल , 2016 में ही स्थापित हो गया था जिसकी रोज़ाना बिक्री लगभग पांच लाख का आंकडा पार चुकी है।
• स्वास्थ्य मंत्री ने आब्सट्रक्टिव स्लीप एप्नीआ (ओएसए) के निदान तथा सर्जीकल उपचार हेतु ईएनटी विभाग में स्लीप प्रयोगशाला का भी उद्घाटन किया। यह उत्तर भारत के ईएनटी विभाग में आरंभ की जाने वाली पहली प्रयोगशाला है। यह प्रयोगशाला ओ.एस.ए प्रबंधन हेतु मूल्यांकन, निदान, उपचार तथा रोगियों की सहायता हेतु बनाई गई है। स्लीप अध्ययन रात्रि में रोगी की गई पीड़ा रहित प्रक्रिया है। अगले दिन रोगी समस्याओं से जुड़े स्लीप निदान सहित पूर्ण स्लीप रिपोर्ट प्राप्त करेगा। पीजीआई के आधुनिक नेत्र केन्द्र को आज फेम्टोसेकेंड लेजर तकनीक से लैस किया गया है जो शीघ्र, सटीक तथा भविष्य वचनीय मोतिया बिंद सर्जरी सुनिश्चित करेगी। यह प्रक्रिया को आमतौर पर "ब्लेड लेस केटरेक्ट प्रोसिजर"/ "रोबोटिक केटरेक्ट प्रोसिजर" कहा जाता है। फेम्टोसेकेंड मोतियाबिंद सर्जरी जटिल व चुनौतीपूर्ण मोतियोबिंद मामलों में सर्जीकल कठिनाइओं को कम करने तथा ऑपरेशन के बाद के परिणामों को बढ़ाने में सहायता करेगी। श्री नड्डा ने विशेष तौर पर बताया कि यह केन्द्र भारत में अपनी तरह का पहला केन्द्र है जो 7 करोड़ रुपए की लागत से स्थापित किया गया है। स्वास्थ्य मंत्री ने पीजीआई में किट्टन एमआरआई/ मॉक एमआरआई स्केनर भी समर्पित किया जो एमआरआई स्केनिंग को सुरक्षित तथा बच्चों के लिए और अधिक सहज बनाने के लिए विशेष रुप से तैयार किया गया है। इस केन्द्र में बच्चों की पहली स्केनिंग कराने से पूर्व एमआरआई स्केनिंग से अवगत कराया जाएगा। यह केन्द्र लगभग 13 करोड़ रुपए की लागत से अर्जित किया गया है।
