SC Pushes for Equal Sex Ratio, Directs to prevent female foeticide
The apex court said the menace of female foeticide corrodes human values and decreases the sex ratio, which is a sign of “colossal calamity” that cannot be allowed to happen.
● The bench headed by Justice Dipak Misra said the constitutional identity of a girl child “cannot be mortgaged to any kind of social or other concept that has developed or is thought of”.
● The bench passed 16 directions to ensure immediate and effective implementation of the Pre-conception and Pre-natal Diagnostic Techniques (Prohibition of Sex Selection) Act and the Rules framed there under.
● “All the States and the Union Territories in India shall maintain a centralised database of civil registration of boys and girls being born.
● The information shall be displayed on the website & it shall contain birth information for each District, Municipality, Corporation or Gram Panchayat.
● The apex court also directed that the states and UTs which do not have any incentive schemes for the girl child shall frame the same.
देश की बेटियों को बचाने के लिए अब देश की सबसे बड़ी अदालत सुप्रीम कोर्ट आगे आया है.
● देश भर में घटते लिंगानुपात और भ्रूण हत्या के मामले में अहम आदेश जारी करते हुए सुप्रीम कोर्ट ने कहा है कि लड़के की तरह बच्ची को भी समान संवैधानिक अधिकार प्राप्त हैं.
● अगर कन्या भ्रूण को गैर कानूनी तरीके से खत्म किया जाता है तो ये एक पैदा होने वाली महिला की गरिमा को नष्ट करना है.
● ये मानवीय मूल्यों को खुरच देता है.
● जो लोग या समाज ये सोचे कि महिलाओं को उनकी तरह सोचना चाहिए, ये महिलाओं की इच्छाओं का कत्ल करना है.
● केंद्र और राज्य सरकार गैरकानूनी तरीके से लिंग पहचान करने वाले और भ्रूण हत्या करने वालों पर सख्त कानूनी कार्रवाई करे.
● हर प्रदेश में रजिस्टर बच्चों और बच्चियों का सेंट्रलाइज्ड डाटा तैयार करे और वेबसाइट पर इसे लोड करे. ये सभी सिविल यूनिटों से लिया जाये.
● हर निगम क्षेत्र, जिला, ग्राम पंचायत व इलाकों में पैदा हुए लड़के और लड़कियों का डाटा इकट्ठा किया जाये ताकि लिंगानुपात के लिए चार्ट बनाया जा सके.
● सुप्रीम कोर्ट ने ये आदेश एक जनहित याचिका पर जारी किए हैं जिनमें कहा गया था कि कोर्ट ने 2013 में ही भ्रूण हत्या और लिंगानुपात को लेकर आदेश दिए थे लेकिन सरकारों ने उस पर कोई कदम नहीं उठाया.
