Rs. 20 Lakh - GST Council'ss Exemption Threshold for Tax
The first meeting of Goods & Services Tax (GST) Council has decided to exempt businesses with annual turnover below Rs.20 lakh out of the GST net.
• The meeting was presided by Union Finance Minister Arun Jaitley in New Delhi and was attended by Finance ministers of states.
• Threshold for exemption for businesses in Northeastern and hill states will be for annual turnover below Rs.10 lakh and rest of India it will below Rs.20 lakh.
• Consensus was reached on the contentious issue of administrative control over indirect tax assesses.
• The existing 11 lakh service tax assesses will continue to be under the jurisdiction of the Centre.
• The compensation that Central Government will pay to states for losses of revenue because of the transition to GST regime will be routinely, quarterly or bi-monthly.
• The GST Council also agreed to settle 2015-16 as the base year for calculating the compensation.
जीएसटी परिषद ने 23 सितम्बर 2016 को छूट की सीमा को 20 लाख रुपये मंजूर किया. जीएसटी परिषद की हुए बैठक के दूसरे दिन केंद्र व राज्यों के बीच कारोबारी छूट सीमा पर सहमति बन गई है.
• केंद्रीय वित्त मंत्री अरुण जेटली ने बताया कि बैठक में केंद्र और राज्यों के बीच थ्रेसहोल्डी लिमिट पर सहमति हो गई है. वित्त मंत्री ने कहा कि सभी उपकर जीएसटी में समाहित किये जायेगे.
• जीएसटी के लिए कारोबार की छूट सीमा 20 लाख रुपए वार्षिक तय की गई है. जिन कारोबारियों की वार्षिक आय 20 लाख रुपए तक है, उन्हें जीएसटी के लिए कोई रजिस्ट्रेशन नहीं कराना होगा.
• पूर्वोत्तर क्षेत्र और पहाड़ी राज्यों में जीएसटी के लिए कारोबार में छूट की सीमा 10 लाख रुपए सालाना तय की गई है.
• जिन कंपनियों का वार्षिक टर्नओवर 20 लाख से 1.5 करोड़ रुपए के बीच में है, उन पर लगने वाले जीएसटी का आंकलन राज्य सरकार के अधिकारी करेंगे.
• जिस कारोबारियों की वार्षिक आय 1.5 करोड़ से ज्यादा के कारोबार वाले उद्योग दोहरे नियंत्रण की व्यवस्था में आएंगे, तथा बैठक में यह भी तय किया गया कि मुआवजा और जीएसटी दरें लागू करने के बाद राज्यों को होने वाले राजस्व में हुए नुकसान की भरपाई के लिए मुआवजा देने का आधार वर्ष 2015-16 होगा.
