October 13 : International Day for Disaster Reduction
International Day for Disaster Reduction (IDDR) was observed globally on 13 October 2016 with theme Live to Tell: Raising Awareness, Reducing Mortality.
● The day encourages every citizen and government to take part in building more disaster resilient communities and nations.
● The 2016 edition marks the launch of the new "Sendai Seven" campaign by United Nations Office for Disaster Risk Reduction (UNISDR).
● Sendai Seven is centred on the seven targets of theSendai Framework, the first of which is reducing disaster mortality.
● UNISDR’s campaign seeks to create a wave of awareness about actions taken to reduce mortality around the world.
● Earlier, the day was celebrated on the second Wednesday of October (Resolution 44/236, 22 December 1989).
● But in 2009, the UN General Assembly formally designated 13 October as the annual date (Resolution 64/200, 21 December 2009).
विश्वभर में 13 अक्टूबर 2016 को अंतरराष्ट्रीय आपदा न्यूनीकरण दिवस मनाया गया. इस वर्ष का विषय था – जागरुकता बढ़ाना, मृत्यु दर में कमी लाना. यह दिवस आपदा रहित समाज का निर्माण करने के लिए नागरिकों तथा सरकार को प्रोत्साहित करता है.
● संयुक्त राष्ट्र आपदा जोखिम न्यूनीकरण कार्यालय (यूएनआईएसडीआर) द्वारा वर्ष 2016 के लिए ‘सेनदई सेवेन’ नामक अभियान भी आरंभ किया गया.
● यह सेनदई फ्रेमवर्क के सात लक्ष्यों पर आधारित है जिसमें पहला आपदा मृत्युदर को कम करना भी शामिल है.
● संयुक्त राष्ट्र डाटा के अनुसार, विश्वभर की आपदाओं में जान गंवाने वाले महिलाओं और बच्चों की संख्या पुरुषों के मुकाबले 14 प्रतिशत अधिक है.
● इस दिवस का आरंभ संयुक्त राष्ट्र के आग्रह पर 1989 में किया गया ताकि विश्व में जोखिम प्रबंधन के प्रति जागरुकता बढ़ाई जा सके एवं आपदाओं से होने वाले नुकसान को कम किया जा सके.
● पहले यह दिवस प्रत्येक अक्टूबर के दूसरे बुधवार (प्रस्ताव 44/236, 22 दिसम्बर 1989) को मनाया जाता था.
● वर्ष 2009 से संयुक्त राष्ट्र महासभा द्वारा 13 अक्टूबर को प्रत्येक वर्ष यह दिवस मनाये जाने का प्रस्ताव (64/200, 21 दिसम्बर 2009) पारित किया गया.
