NGT: Rs 50000 fine on aircrafts that empty human waste in air
The National Green Tribunal has decided to impose a fine of Rs 50000 on the airline whose aircraft empties its human waste tank while still being in the air.
● The direction came on 20 December 2016, following a plea by a retired Lt. Gen Satwant Singh Dahiya who sought strict action against airlines for splattering human waste on houses near the IGI airport while landing. He termed the act as a health hazard and a violation of the Prime Minister’s ‘Swachh Bharat’ drive.
● The NGT has directed the Directorate General of Civil Aviation (DGCA) to issue notices to all the involved airlines to pay Rs 50,000 as compensation and to ensure that they do not release any waste from the tanks anywhere near the terminals of the IGI Airport.
● The decision was taken by a bench chaired by NGT chairperson Swatanter Kumar.
● Though normally, the collected waste from the aircraft is disposed of by the ground staff after the plane lands, there are cases when there is a leak in the lavatory.
● To ensure the implementation of the same, the DGCA will be conducting surprise inspections in airplanes once they land to check whether their human waste tanks are empty or not.
● The aircraft found violating the direction will be subjected to pay the compensation amount.
लैंडिंग के दौरान विमानों से गिरने वाले मानव अपशिष्ट मामले में नेशनल ग्रीन ट्रिब्यूनल (एनजीटी) ने 20 दिसम्बर 2016 को महत्वपूर्ण निर्देश जारी किए. एनजीटी के अनुसार जिस एयरलाइन के विमान का टॉयलेट टैंक हवा में खाली किया जाएगा, उस पर 50 हजार रुपये का जुर्माना लगाया जाएगा.
● विमान के लैंडिंग करते समय लोगों के घरों, खेतों, सड़कों पर मानव अपशिष्ट गिर जाते हैं. जो मानव स्वास्थ्य पर प्रतिकूल प्रभाव छोड़ते हैं.
● एनजीटी ने नागरिक उड्डयन महानिदेशालय (डीजीसीए) को निर्देश दिया कि वह सभी एयरलाइनों को सर्कुलर जारी करके अवगत कराए. जिसका भी विमान ऐसा करते पाया जाएगा उसे पर्यावरणीय मुआवजे के तौर पर 50 हजार रुपये देने होंगे.
● इस मामले में लेफ्टिनेंट जनरल (सेवानिवृत्त) सतवंत सिंह दहिया ने याचिका दायर की थी. नेशनल ग्रीन ट्रिब्यूनल (एनजीटी) के अध्यक्ष स्वतंत्र कुमार की पीठ ने याचिका पर सुनवाई के बाद यह निर्देश जारी किए.
● सामान्यत: अपशिष्ट से भरे विमान के टैंक को लैंडिंग के बाद ग्राउंड हैंडलिंग स्टाफ साफ करता है. कभी-कभी कुछ विमानों के टैंक हवा में लीक भी हो जाते हैं.
● नेशनल ग्रीन ट्रिब्यूनल (एनजीटी) ने डीजीसीए को निर्देश जारी किए हैं कि लैंडिंग के बाद विमान का औचक निरीक्षण किया जाय और यह सुनिश्चित किया जाय कि विमान के मानव अपशिष्ट टैंक खाली तो नहीं हैं.
● इसके अलावा ऐसी शिकायतों के निपटान हेतु हेल्पलाइन स्थापित करने और उसके नंबरों और ईमेल को सार्वजनिक करने के भी निर्देश डीजीसीए को दिए.
● दिल्ली के वसंत एन्क्लेव निवासी दहिया ने याचिका में एयरलाइनों पर कार्रवाई के अलावा भारी जुर्माना लगाने की भी मांग की थी. दहिया का कहना था कि एयरलाइन के इस कृत्य से निवासियों के स्वास्थ्य के साथ खिलवाड़ तो की ही जा रही हैं, स्वच्छ भारत अभियान का भी उल्लंघन हो रहा हैं.
