NGT orders national ban on 'manja'
The National Green Tribunal (NGT) put a temporary nationwide ban on the use of manja on 14 December 2016.
● The order was passed by a bench chaired by NGT Chairperson Swatanter Kumar, who said that the sharp glass coated manja used for flying kites poses a serious threat to humans, birds and animals alike.
● The panel stated that the ban would apply on nylon, cotton and Chinese manjas that are coated with glass and metal.
● Apart from this, the Manja Association of India has been told to submit a report on the harmful effects of the kite strings to the Central Pollution Control Board.
● PETA in its petition had stated that the glass-coated string poses a great danger to both humans and animals and causes numerous deaths every year.
● The animal rights body also raised concerns regarding minors employed by the cottage industry for manja manufacturing, as due to inhaling of harmful substances, they are more susceptible to respiratory problems.
● Acting on the same, the green tribunal had earlier issued notices to all state governments, asking for their response on PETA’s plea.
नेशनल ग्रीन ट्रिब्यूनल (एनजीटी) ने चीनी मांझे समेत कांच की कोटिंग वाले धागे की बिक्री और प्रयोग पर देशभर में अंतरिम (कुछ वक्त के लिए) प्रतिबंधित कर दिया है.
● यह धागा पतंग उड़ाने के लिए प्रयोग किया जाता है. एनजीटी के अनुसार त्योहार के समय में यह प्रतिबंध आवश्यक है. कोर्ट इस पर अंतिम आदेश बाद में करेगा.
● इस मांझे से गर्दन कटने के कारण देशभर में प्रति वर्ष अनेक मौतें होती हैं. यह धागा पक्षियों के लिए भी जानलेवा है. इस मांझे से टकराने पर इंसान और पक्षियों की जान भी जा सकती है.
● एनजीटी चेयरपर्सन स्वतंत्र कुमार की बेंच ने कहा कांच और मेटल पावडर की कोटिंग वाला मांझा पर्यावरण हेतु खतरनाक है.
● एनजीटी ने इस मामले में मांझा एसोसिएशन से भी एक रिपोर्ट सेंट्रल पॉल्यूशन कंट्रोल बोर्ड (सीपीसीबी) को देने को कहा है. इसमें पतंग की इस डोर के नुकसान को रेखांकित करने को कहा गया है.
● पीपुल फॉर द एथिकल ट्रीटमेंट ऑफ एनिमल्स (पेटा) ने एनजीटी से यह बैन लगाने की मांग की थी. उसका कहना था कि मकर संक्रांती आने वाली है और लोग पतंग उड़ाने में मांझे का इस्तेमाल करते हैं.
● कोर्ट 1 फरवरी को इस मामले में दोबारा सुनवाई करेगा और उसके बाद यह निर्धारित किया जाएगा कि किस तरह के मांझे के इस्तेमाल की इजाजत देश में दी जा सकती है.
