National Consultative Committee meeting on De-addiction and Rehabilitation (NCCDR) held
The Meeting of “National Consultative Committee on De-addiction and Rehabilitation (NCCDR)” held here today under the chairmanship of Shri Vijay Sampla, Minister of State for Social Justice and Empowerment. Smt. Anita Agnihotri, Secretary, M/o SJ&E and senior officers were present in the meeting. Representatives of States and Union territories and Regional Resource & Training Centres (RRTCs) and many NGOs participated in the meeting. Addressing on the occasion, the Minister called upon the members of the National Consultative Committee to share their views and opinions frequently and regularly on this serious issue.
● The Ministry of Social Justice and Empowerment is the nodal Ministry for drug demand reduction. It coordinates and monitors all aspects of drug abuse prevention which include assessment of the extent of the problem, preventive action, treatment and rehabilitation of addicts, dissemination of information and public awareness. The Ministry provides community-based services for the identification, treatment and rehabilitation of addicts through voluntary organizations.
● During the meeting, the following important issues were discussed:
● Evolving and strengthening appropriate models for the prevention of alcoholism, drug and substance abuse, treatment and rehabilitation of drug dependent individuals.
● Ensuring the facility of De-addiction Centres in each District and increasing the number of Regional Resource & Training Centres (RRTCs).
● Establishing separate and specialised de-addiction treatment centres/facilities for drug dependent females and children, especially in Central Government Hospitals/Medical colleges.
● Organizing awareness generation programmes in different parts of the countryand conducting sensitization and preventive education programmes in schools and colleges throughout the year.
● Establishing a system of accreditation of facilities offering services connected with drug abuse.
● Formulation of National Alcohol Policy.
केन्द्रीय सामाजिक न्याय और अधिकारिता राज्य मंत्री श्री विजय सांपला,की अध्यक्षता में "नशा मुक्ति एवं पुनर्वास पर राष्ट्रीय सलाहकार समिति" (एनसीसीडीआर)की बैठक का आज नई दिल्ली में आयोजन हुआ। सामाजिक न्याय एवं अधिकारिता मंत्रालय की सचिव श्रीमती अनीता अग्निहोत्री और मंत्रालय के वरिष्ठ अधिकारी इस बैठक में उपस्थित थे। राज्यों और केन्द्रशासित प्रदेशों तथा क्षेत्रीय संसाधन और प्रशिक्षण केन्द्रों (आरआरटीसी)के प्रतिनिधियों और अनेक गैर सरकारी संगठनों ने इस बैठक में भाग लिया। इस अवसर पर संबोधित करते हुए मंत्री श्री विजय सांपला ने राष्ट्रीय सलाहकार समिति के सदस्यों से इस गंभीर मुद्दे पर अपने विचार और मत नियमित रूप से साझा करने का आह्वान किया।
● सामाजिक न्याय और अधिकारिता मंत्रालय नशीली दवाओं की मांग घटाने के लिए एक नोडल मंत्रालय है। यह नशीली दवाओं के दुरुप्रयोग की रोकथाम के सभी पहलुओं की निगरानी और समन्वय करता है। इनमें समस्या के प्रसार की सीमा का आकलन, निरोधात्मक कार्रवाई, नशा करने वाले व्यक्तियों का ईलाज और पुनर्वास, सूचना एवं जन जागरूकता का प्रसार आदि शामिल हैं। मंत्रालय स्वैच्छिक संगठनों के माध्यम से नशाखोरों की पहचान, उपचार पुनर्वास के लिए समुदाय आधारित सेवाएं उपलब्ध कराता है।
● बैठक के दौरान,निम्नलिखित महत्वपूर्ण मुद्दों पर चर्चा हुई:
● शराब,नशीली दवाओं और मादक द्रव्यों के सेवन,उपचार और दवा पर निर्भर व्यक्तियों के ईलाज और पुनर्वास के रोकथाम के लिए उपयुक्त मॉडल को मजबूत बनाना।
● प्रत्येक जिले में नशा मुक्ति केंद्रों की सुविधा सुनिश्चित करना और क्षेत्रीय संसाधन और प्रशिक्षण केंद्रों (आरआरटीसी)की संख्या बढ़ाना।
● नशीली दवाओं पर निर्भर महिलाओं, बच्चों के लिए विशेष रूप से केन्द्रीय, सरकारी अस्पतालों/मेडिकल कॉलेजों में अलग से विशिष्ट नशामुक्ति उपचार केन्द्रों और सुविधाएं उपलब्ध कराना।
● देश के विभिन्न हिस्सों में जागरुकता पैदा करने वाले कार्यक्रम आयोजित करना और पूरे वर्ष स्कूलों/कॉलेजों में निरोधक शिक्षा कार्यक्रमों का आयोजित करना।
● राष्ट्रीय शराब नीति तैयार।
● आईआरसीए के निगरानी तंत्र को मजबूत बनाना और सेवा वितरण में सुधार।
