Ministers and senior officials of 68 countries from Asia Pacific Region to discuss housing and urban development challenges
In the context of growing urbanization in different forms, Ministers and senior officials of 68 countries from the Asia Pacific Region will deliberate on challenges of urban planning and management in New Delhi for three days from tomorrow i.e December 14, 2016. The regional interactions under the aegis of ‘Asia Pacific Ministerial Conference on Housing & Urban Development’ (APMCHUD) will be inaugurated by the Minister of Urban Development and Housing & Urban Poverty Alleviation Shri M.Venkaiah Naidu.
● With the Asia Pacific Region accounting for 60% of the world population and 55% of global urban population, the ‘Delhi Declaration’ to be adopted at the end of the three day meet on the theme of ‘Emerging Urban Forms – Policy Responses and Government Structures in the Context of the New Urban Agenda’ assumes importance in furthering the new urban agenda adopted at the recent conference of UN Habitat-III.
● Delhi Conference seeks to address issues related to urbanization in the region in the form of new urban forms ranging from crowded city centres to peripheral expansion, metropolitan based urban population growth, megacities, mega urban regions with multiple cities of different sizes, urban corridors etc., impacting growth and urbanization.
● Five Working Groups will deliberate on different Sub-Themes viz., Integrated Planning, Management and Governance Structures (led by India), Ensuring Access to Housing and Housing Finance in the Urban – Rural Continuum (led by South Korea), Unorganised Growth in Peripheral Areas and Slum Upgradation Aspects (led by Iran), Ensuring Sustainable and Natural Disaster Resilient Urban Development including Climate Change (led by Indonesia) and Ensuring Basic Services including Mobility for Integrated Development (led by Sri Lanka and Maldives).
● Delhi is hosting the APMCHUD after 10 years having hosted the first APMCHUD in 2006 and takes over leadership of this important regional group for the next two years.
विभिन्न स्वरूपों में बढ़ते शहरीकरण के परिप्रेक्ष्य में एशिया प्रशांत क्षेत्र के 68देशों के मंत्रीगण एवं वरिष्ठ अधिकारी कल से तीन दिन यानी14 दिसंबर तक नयी दिल्ली में शहरी योजना एवं प्रबंधन की चुनौतियों पर चर्चा करेंगे। आवास एवं शहरी विकास पर एशिया प्रशांत क्षेत्र मंत्रिस्तरीय सम्मेलन (एपीएमसीएचयूडी) का उद्घाटन केंद्रीय शहरी विकास और आवास एवं शहरी निर्धनता उन्मूलन मंत्री श्री एम वेंकैया नायडू करेंगे। एशिया प्रशांत क्षेत्र विश्व जनसँख्या का 60 प्रतिशत एवं वैश्विक शहरी जनसँख्या का 55प्रतिशत भाग है,लिहाज़ा तीन दिवसीय सम्मेलन के अंत में 'उभरते शहरी स्वरूप- नवीन शहरी कार्यसूची के परिप्रेक्ष्य में नीतिगत सुधार एवं सरकारी संरचनाएं'विषय पर 'दिल्ली घोषणा पत्र' को स्वीकृत किया जायेगा, इसकी महत्ता संयुक्त राष्ट्र हैबिटेट-III के हालिया सम्मेलन में स्वीकृत नवीन शहरी एजेण्डा को आगे बढ़ाने में है।
● दिल्ली सम्मेलन का उद्देश्य क्षेत्र में विकास पर प्रभाव डाल रहे, भीड़भाड़ युक्त शहरी केंद्रों से परिधीय विस्तार, मेट्रो शहरों में बसी शहरी आबादी में बढ़ोतरी,मेगासिटीज़, विभिन्न आकारों के अनेक मेगा शहरी क्षेत्र, शहरी कॉरिडोर इत्यादि तक शहरीकरण से जुड़े मसलों का समाधान करना है।
● क्विटो में इस सितम्बर में संधारणीय विकास पर आयोजित संयुक्त राष्ट्र हैबिटेट-IIIसम्मेलन के बाद पहली बार आयोजित छठे एपीएमसीएचयूडी सम्मेलन में दिल्ली घोषणा पत्र और अगले20 वर्षों के लिए क्विटो, एक्वेडोर में स्वीकृत सदस्य देशों की शहरी विकास रणनीतियों की कार्यान्वयन योजना का एलान होगा। इस नयी कार्यसूची का उद्देश्य समेकित योजना तंत्रों को पोषित करना,निष्पक्षता एवं नागरिकों की हिस्सेदारी सुनिश्चित करना और संधारणीय शहरी विकास को प्रोत्साहन देना है।
● विभिन्न विषयों- जैसे समेकित योजना,प्रबंधन एवं शासन प्रणाली संरचना (भारत के नेतृत्व में),शहरी- ग्रामीण सांतत्य में आवास एवं आवास वित्त तक पहुँच की आश्वस्ति (दक्षिण कोरिया के नेतृत्व में),परिधीय क्षेत्रों में असंगठित बढ़ोतरी एवं मलिन बस्ती विकास से जुड़े पहलू (ईरान के नेतृत्व में),जलवायु परिवर्तन समेत प्राकृतिक आपदाओं से रहित शहरी संधारणीय एवं प्राकृतिक विकास सुनिश्चित करना (इण्डोनेशिया के नेतृत्व में) और समेकित विकास के लिये गतिशीलता समेत आदारभूत सुविधाएं सुनिश्चित करना (श्रीलंका एवं मॉलदीव के नेतृत्व में), पर पांच कार्यकारी समूह कार्य करेंगे।
● दिल्ली वर्ष 2006 में पहली बार एपीएमसीएचयूडी की मेज़बानी करने के दस वर्ष बाद दोबारा इसकी मेज़बानी कर रही है,साथ ही इस महत्वपूर्ण क्षेत्रीय समूह का नेतृत्व भी अगले दो वर्षों तक अपने हाथ में ले रही है।
