Minister of Railways Unveils Mission 41k
Minister of Railways Shri Suresh Prabhakar Prabhu unveiled Mission 41k during the Roundtable Discussion with External Stakeholders on Energy Initiatives of Indian Railways. Shri Suresh Prabhu said that Ministry of Railways has come up with Mission 41k to save Rs. 41000 crore in the next decade in Railways’ energy costs. To implement this comprehensive strategy with the participation of various stakeholders, we shall take advantage of regulatory frameworks, look at new technologies.
● He said that this is an opportunity to relook at everything and determine an ideal baseline. All electrification works done in the last decade would be doubled and this would change the energy mix of Indian Railways. Indian Railways has set a target of 1000 MW of solar power and 200 MW of wind energy.
● Shri Prabhu also informed that around 15 – 16 Roundtable Conferences with Stakeholders are in the pipeline on various initiatives of Indian Railways. He said that a Round Table discussion is planned on Data Analytics. Indian Railways generates massive amounts of data and has a huge captive audience. Ability to optimally utilise these will generate additional revenue for the Indian Railways.
● Chairman Railway Board, Shri AK Mital said that a target of moving 45% of the freight traffic can be achieved only when it can move freight in a cost efficient manner. This has led to Railways competing with road sector.
● At present 70% traffic runs on electric traction. In next 6 -7 years target has been set to run 90% of the traffic on electric traction. By procuring electricity through open access, the cost of electricity procurement comes down drastically which contributes 25% of the working expenses. He also said that Ministry of Railways has launched Mission Raftaar to increase the average speed of movement by 5 kmph every year. Another important Mission for Indian Railways is the establishment of High hp Locomotive manufacturing plants at Madhepura and Marhaura.
रेल मंत्री श्री सुरेश प्रभाकर प्रभु ने भारतीय रेलवे की ऊर्जा संबंधी पहलों पर बाह्य हितधारकों के साथ गोलमेज परिचर्चा के दौरान ‘मिशन 41के’ के बारे में विस्तृत जानकारी दी। श्री सुरेश प्रभु ने कहा कि रेल मंत्रालय ने अगले दशक में रेलवे की ऊर्जा लागत में 41,000 करोड़ रुपये की बचत करने के लिए ‘मिशन 41के’ तैयार किया है। उन्होंने कहा कि विभिन्न हितधारकों की भागीदारी के साथ इस व्यापक रणनीति पर अमल के लिए हम नियामकीय रूपरेखाओं से लाभ उठायेंगे और नई प्रौद्योगिकियों पर गौर करेंगे।
● उन्होंने कहा कि यह सभी चीजों पर नये सिरे से गौर करने और एक आदर्श आधार-रेखा निर्धारित करने का एक अच्छा अवसर है। रेल मंत्री ने कहा कि पिछले दशक में किये गये समस्त विद्युतीकरण कार्यों को दोगुना किया जायेगा और यह भारतीय रेलवे के ऊर्जा मिश्रण को बदल कर रख देगा। भारतीय रेलवे ने 1000 मेगावाट सौर बिजली और 200 मेगावाट पवन ऊर्जा का लक्ष्य रखा है।
● श्री प्रभु ने यह भी बताया कि भारतीय रेलवे की विभिन्न पहलों पर हितधारकों के साथ लगभग 15-16 गोलमेज सम्मेलन आयोजित करने की तैयारी चल रही है। उन्होंने कहा कि डेटा विश्लेषण पर एक गोलमेज परिचर्चा आयोजित करने की योजना है। भारतीय रेलवे बड़ पैमाने पर डेटा सृजित करती है और इसके पास स्व उपयोग के लिए विशाल ऑडियंस हैं। इन सभी का इष्टतम इस्तेमाल करने की क्षमता हासिल कर लेने से भारतीय रेलवे के लिए अतिरिक्त राजस्व सृजित करना संभव हो जायेगा।
● रेलवे बोर्ड के चेयरमैन श्री ए. के. मित्तल ने कहा कि कुल माल ढुलाई के 45 फीसदी को ढोने का लक्ष्य तभी हासिल किया जा सकता है जब इससे ढुलाई करना किफायती साबित होगा। इसके परिणामस्वरूप रेलवे अब सड़क क्षेत्र के साथ प्रतिस्पर्धा करने लगी है। मौजूदा समय में 70 फीसदी ढुलाई बिजली कर्षण (विद्युत ट्रैक्शन) पर होती है।
● अगले 6-7 वर्षों में 90 फीसदी ढुलाई विद्युत ट्रैक्शन पर करने का लक्ष्य तय किया गया है। खुली पहुंच के जरिये बिजली की खरीद सुनिश्चित करने से विद्युत खरीद की लागत काफी कम हो गई है, जिसका संचालन व्यय में 25 फीसदी हिस्सा होता है। उन्होंने यह भी कहा कि रेल मंत्रालय ने आवागमन की औसत गति में हर वर्ष 5 किलोमीटर प्रति घंटे की वृद्धि करने के लिए ‘मिशन रफ्तार’ शुरू किया है। भारतीय रेलवे का एक अन्य महत्वपूर्ण मिशन मधेपुरा और मरहौरा में उच्च अश्वशक्ति (एचपी) वाले लोकोमोटिव विनिर्माण संयंत्र की स्थापना करना है।
