India declares itself free from Avian Influenza
India declared itself free from the highly contagious avian influenza (H5N1) or bird flu from 5 September 2016.
• The declaration was made by the Department of Animal Husbandry under the Agriculture Ministry.
• The Department in a statement said that it had notified the same to the World Organization for Animal Health (OIE).
• The outbreak of the avian influenza was notified on 9 May 2016 at Humnabad, Bidar district, Karnataka.
• In areas on the one-kilometre radius of the outbreak location, the government took measures, including culling, disinfection and clean-up, to contain the spread of avian influenza.
• Bird flu affects mainly the domestic poultry.
• The disease spreads from infected birds to other winged creatures through contact with nasal and respiratory secretions and also due to contamination of feed and water.
• Avian influenza (AI) is an infectious viral disease of birds.
• Highly pathogenic viruses result in high death rates (up to 100% mortality within 48 hours) in some poultry species.
• Low pathogenicity viruses also cause outbreaks in poultry but are not generally associated with severe disease.
कृषि कल्याण मंत्रालय के अंतर्गत पशुपालन, डेयरी और मत्स्य पालन विभाग ने 5 सितंबर 2016 से भारत को ‘एवियन इन्फ्लूएंजा’ (एच5एन1) से मुक्त घोषित कर दिया.
• भारत ने 9 मई 2016 को कर्नाटक के बीदर जिले के हमनाबाद में एवियन इन्फ्लूएंजा (एच5एन1) फैलने की सूचना दी थी. उसके बाद से देश में इसके कहीं और फैलने के बारे में कोई जानकारी नहीं मिली.
• बीमारी की चपेट में आए स्थान के आसपास के एक किलोमीटर के दायरे में इसे नियंत्रित करने के लिए निम्नलिखित उपाय किए गए:
• अंडे, चारा, कूड़े और अन्य संक्रमित सामग्री नष्ट करने सहित समस्त पोल्ट्री को समाप्त करने, बीमारी की चपेट में आए स्थान से पोल्ट्री और पोल्ट्री उत्पादों की आवाजाही पर रोक लगाया गया.
• संक्रमित परिसरों को संक्रमण से मुक्त करना और 6 जून 2016 से पोस्टर ऑपरेशन निगरानी योजना (पीओएसपी) भी चलाई गई.
• देशभर में निगरानी की गई. ऑपरेशन पूर्ण होने के बाद से बीमारी की चपेट में आए स्थान के आस-पास वाले स्थानों पर संक्रमण मुक्त करना और सफाई पर नजर रखी गई.
• निगरानी के पश्चात राज्य में ‘एवियन इन्फ्लूएंजा’ की मौजूदगी का कोई प्रमाण नहीं मिला. भारत ने 5 सितंबर 2016 से स्व्यं को ‘एवियन इन्फ्लूएंजा’ (एच5एन1) से मुक्त घोषित कर दिया और इसकी सूचना ओआईई को दे दी.
• केन्द्र ने राज्य के प्रधान सचिव को लिखे पत्र में विशेषकर संक्रमित देशों की सीमा से सटे इलाकों तथा प्रवासी पक्षियों की आवाजाही वाले इलाकों में निगरानी जारी रखने की आवश्यकता पर बल दिया है.
