Swachhta Pakhwada successfully celebrated across the country by the Department of Consumer Affairs
The Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution celebrated Swachhta Pakhwada from 16th to 31st May, 2017.
● The Secretary, Consumer Affairs, Sh. Jagdish. Prasad Meena, briefed the media on the successful completion of the Swachhta Pakhwada and informed that the Consumer can play a pivotal role in the Swachhta Mission in New Delhi today.
● The Pakhwada was initiated by an oath taking ceremony which was attended by the officers and staff of the Department of Consumer Affairs.
● The aim of the Swachhta Pakhwada observed by the Department was to spread swachhta awareness and implementation across the country with a focus on role of the Consumer in taking a leadership role for sanitation initiatives.
● In this direction, a series of activities were undertaken such as Nukkad Natak, slogan writing competition, poster making competition, essay writing competition, special drives for cleaning of the work place and removing of old and unwanted articles from the office premises.
● The Department through its own staff members performed Nukkad Natak at various places including Krishi Bhawan and INA Market.
Online APAR for Indian Trade Service SPARROW-ITS Launched
In accordance with the Government of India’s policy to introduce online Annual Performance Appraisal Report (APAR) for Group ‘A’ services, Smt. Rita Teotia,Commerce Secretary launched the SPARROW-ITS (Smart Performance Appraisal Report Recording Online Window) today, to enable the Indian Trade Service (ITS) officers to fill their APAR online for the year 2016-17 onwards.
● The event was attended by Sh. Ajay Bhalla, DGFT and other senior officers of DGFT.
● The APARs would be generated and transmitted online to the concerned officers for filling up of the self appraisal.
● The officer can then submit the self appraisal online through Digitally Signed Signature (DSC) or through E-sign.
● The subsequent processes of reporting and reviewing would also be done online by the Reporting and Reviewing Officer by using DSC or E-sign.
● The timelines have been drawn up for each stage of the process.
● The entire process of filling up of APAR would have to be completed by 31st December and no remarks can be added after that date.
Prasar Bharati signs MoU with Morocco's SNRT
Government-run Prasar Bharati has got into an agreement with Moroccos Societe Nationale de Radiodiffusion et de Television (SNRT) to step up cooperation in the broadcasting sector.
● The MoU was signed last week during the the fifth India Morocco Joint Commission Meeting (JCM) in Rabat, Moroccos capital.
● Commerce and Industry Minister Nirmala Sitharaman was there to attend that meeting.
● "The MoU was signed by Kheya Bhattacharya, Ambassador of India, on behalf of Prasar Bharati and Faycal Laraichi, Chief Executive Officer of SNRT," the commerce ministry said in a statement.
● It said JCM has ramped up the strong bilateral ties and provided an impetus for closer cooperation in political, commercial, cultural, and trade sectors.
Delhi Police launches Bicycle Patrols for better policing
Delhi Police on 30 May 2017 launched the Bicycle Patrols for better policing in the capital. The Bicycle Patrols were flagged off by Union minister of Home Affairs Hansraj Gangaram Ahir.
● In the first phase, a total of 65 high-end bicycles have been operationalised.
● Out of 65 bicycles, 30 were allotted for North East district, 20 for East district and 15 for Shahdara district.
● The scheme will be extended to other areas of Delhi as well.
● Bicycle patrols were launched as a part of green initiative for patrolling the parks, congested lanes, by-lanes, the cooperative societies, etc.
● These patrols were introduced to complement and supplement existing motorcycle and PCR patrols of Delhi Police which focus mainly on crime prevention along the arterial and main roads of Delhi.

Former Panama dictator Manuel Noriega passes away
Panama dictator Manuel Noriega passes away Former Panama dictator Manuel Noriega passed away on 29 May 2017 following a prolonged illness. He was 83.
● Noriega ruled Panama from 1983 to 1989.
● He spied for the Central Intelligence Agency (CIA) until the United States invaded and toppled his corrupt government, putting an end to his criminal career that saw him working with drug traffickers like Pablo Escobar.
● He was serving a sentence for murder in Panama at the time of his death.
● Born in Panama City on 11 February 1934, Noriega studied at a military academy in Peru.
● After becoming a de facto ruler of Panama in 1983, he played a key role in mid-1980s Iran-Contra affair, which involved smuggling weapons and drugs to aid US undercover efforts.
Veteran filmmaker Dasari Narayana Rao passes away
Dasari Narayana Rao passes away Veteran Telugu filmmaker and former Union minister Dasari Narayana Rao passed away on 30 May 2017 following heart failure.
● He was 75.
● Rao was known for directing movies with legendary actors like NT Rama Rao and Akkineni Nageswara Rao.
● He was also an active politician in the Congress party and served as a Union Minister during the UPA regime.
● Rao began his career as a theatre artiste and went on to work in films.
● Rao directed his first film in the early 1970s.
● He launched the popular Telugu daily Udhayam in 1984 to counter the influential Eenadu of Ramoji Rao.
● He worked in many films as a dialogue writer, lyricist and actor.

Kohli only Indian in top 10 of ICC ODI rankings
Indian captain Virat Kohli is the only Indian cricketer to feature in the top 10 of the ICC Players Rankings for ODIs.
● Kohli managed to retain his third spot in the top 10 ODI player batting rankings.
● The top three batsmen in the list are not separated by many points.
● While South Africa's AB de Villiers (874 rating points) and Australian David Warner (871) just have a three-point difference between them, Kohli with 852 points is just 22 points behind them.
● Virat sole India in ICC top 10 Batsman list
● Other Indian batsmen to feature in the top 20 player rankings list include Rohit Sharma at 12th rank, Mahendra Singh Dhoni at 13th and Shikhar Dhawan at the 15th rank.
● Among the bowlers, South Africa's 22-year-old pace sensation Kagiso Rabada outpaced his team-mate Imran Tahir to become the top ODI bowler in the world.

Asian Development Bank (ADB) and Punjab National Bank (PNB) sign $100 million loan to finance Solar Rooftop projects
● The Asian Development Bank (ADB) and the Punjab National Bank (PNB) yesterday signed a $100 million loan — to be guaranteed by the Government of India — that will finance large solar rooftop systems on industrial and commercial buildings throughout India.
● The PNB will use the ADB funds to make further loans to various developers and end users to install rooftop solar systems.
● This is the first tranche loan of the $500 million multi tranche finance facility Solar Rooftop Investment Program (SRIP) approved by ADB in 2016.
● The financing includes $330 million from ADB’s ordinary capital resources and $170 million from the multi donor Clean Technology Fund (CTF) administered by ADB.
● The first tranche loan of $100 million would be financed entirely from the CTF.

उपभोक्ता मामले विभाग ने देशभर में सफलतापूर्वक स्वच्छता पखवाड़े का आयोजन किया
उपभोक्ता मामले, खाद्य एवं सार्वजनिक वितरण मंत्रालय के अंतर्गत उपभोक्ता मामले विभाग ने 16 मई से 31 मई 2017 तक देशभर में स्वच्छता पखवाड़े का आयोजन किया।
● उपभोक्ता मामलों के सचिव श्री जगदीश प्रसाद मीणा ने स्वच्छता पखवाड़े के सफलतापूर्वक समापन पर नई दिल्ली में मीडिया को बताया कि स्वच्छता मिशन को आगे बढ़ाने और उसे सफल बनाने में उपभोक्ता अहम भूमिका अदा कर सकते हैं।
● पखवाड़े का शुभारंभ शपथग्रहण समारोह के साथ हुआ था, जिसमें उपभोक्ता मामले विभाग के अधिकारी एवं अन्य कर्मचारी मौजूद थे।
● विभाग द्वारा आयोजित इस स्वच्छता पखवाड़े का उद्देश्य देशभर के उपभोक्ताओं में स्वच्छता के प्रति जागरूकता फैलाना और उन्हें स्वच्छ संबंधी उपायों को अपनाने के लिए प्रेरित करना था।
● इसी क्रम में, नुक्कड़ नाटक, स्लोगन लेखन प्रतियोगिता, पोस्टर प्रतियोगिता, निबंध लेखन प्रतियोगिता, कार्यस्थल की साफ-सफाई और कार्यालय परिसर से पुराने और ग़ैर ज़रूरी सामानों को हटाने आदि गतिविधियों की एक श्रंखला चलाई गई।
● विभाग ने खुद अपने कर्मचारियों के द्वारा कृषि भवन और आईएनए मार्केट सहित विभिन्न स्थानों पर नुक्कड़ नाटक का प्रदर्शन किया।
● जागो ग्राहक जागो अभियान के तहत दूरदर्शन, लोक सभा टीवी, आकाशवाणी और अन्य निजी एफएम रेडियो चैनलों के ज़रिए देशभर के उपभोक्ताओं को देश को स्वच्छ रखने के प्रति उनकी ज़िम्मेदारियों के बारे में सूचित किया गया।
भारतीय व्यापार सेवा अधिकारियों के ऑनलाइन अपार (एपीएआर) के लिए स्पैरो-आईटीएस सेवा शुरू
भारत सरकार की नीति के अनुसार समूह-ए सेवाओं के लिए ऑनलाइन वार्षिक प्रदर्शन मूल्यांकन रिपोर्ट (एपीएआर) शुरू करने के क्रम में वाणिज्य सचिव श्रीमती रीता तेवतिया ने आज स्पैरो-आईटीएस (स्मार्ट प्रदर्शन मूल्यांकन रिपोर्ट दर्ज करने के लिए ऑनलाइन सेवा) सेवा की शुरुआत की, ताकि भारतीय व्यापार सेवा के अधिकारियों को वर्ष 2016-17 और आगामी वर्षों में एपीएआर को ऑनलाइन भरने में सक्षम बनाया जा सके।
● कार्यक्रम के दौरान विदेश व्यापार महानिदेशालय (डीजीएफटी) के श्री अजय भल्ला और डीजीएफटी के अन्य वरिष्ठ अधिकारी मौजूद थे।
● संबंधित अधिकारियों द्वारा स्व-मूल्यांकन भरने के लिए एपीएआर को ऑनलाइन ही उत्पन्न और प्रेषित किया जाएगा।
● इसके बाद अधिकारी डिजिटल हस्ताक्षर (डीएससी) अथवा ई-हस्क्षर के ज़रिए अपना स्व-मूल्यांकन ऑनलाइन जमा कर सकते हैं।
● बाद में रिपोर्टिंग और समीक्षा की प्रक्रियाएं भी रिपोर्टिंग और समीक्षा अधिकारियों द्वारा डीएससी अथवा ई-हस्ताक्षर के ज़रिए ऑनलाइन किया जाएगा।
● इस पूरी प्रक्रिया के दौरान प्रत्येक चरण के लिए समयसीमा भी तय की गई है।
● अपार को भरने की संपूर्ण प्रक्रिया को 31 दिसंबर तक पूरा किया जाएगा और इस तिथि के बाद कोई भी टिप्पणी जोड़ने की अनुमति नहीं होगी।
प्रसार भारती ने मोरोक्को की एसएनआरटी के साथ समझौता ज्ञापन पर हस्ताक्षर किए
केंद्र सरकार द्वारा संचालित प्रसार भारती ने प्रसारण क्षेत्र में सहयोग बढ़ाने के लिए मोरक्को के सोसाइटी नेशनेल डी रेडियोडिफ्यूज़न एट डी टेलिविज़न (एसएनआरटी) के साथ समझौता किया है.
● इस समझौते ज्ञापन पर मोरक्को की राजधानी रबात में भारत-मोरक्को संयुक्त आयोग की पांचवीं बैठक (जेसीएम) के दौरान हस्ताक्षर किए गए.
● इस बैठक में भारत के आधारिक दर का नेतृत्व वाणिज्य एवं उद्योग मंत्री निर्मला सीतारामन ने किया.
● प्रसार भारती की ओर से मोरोक्को में भारत के राजदूत खेया भट्टाचार्य ने और एसएनआरटी की ओर से मुख्य कार्यकारी अधिकारी फायकल लाराईची ने (समझौते पर) हस्ताक्षर किए.
● संयुक्त आयोग की बैठक में दोनों देशों के बीच राजनीतिक, वाणिज्यिक, सांस्कृतिक और व्यापार क्षेत्र में नजदीकी सहयोग के साथ साथ द्विपक्षीय संबंधों को मजबूत बनाने पर जोर दिया गया.
● भारत और मोरोक्को के बीच वर्ष 2015-16 में कुल 1.42 अरब डॉलर का व्यापार हुआ था.
दिल्ली पुलिस ने साइकिल गश्ती दल आरंभ किया
दिल्ली पुलिस ने 30 मई 2017 को साइकिल से गश्त (पेट्रोलिंग) करने हेतु एक दल का शुभारंभ किया. साइकिल गश्ती दल को गृह राज्य मंत्री हंसराज गंगाराम अहीर ने हरी झंडी दिखाकर रवाना किया.
● इस पहल के पछले चरण में 65 उत्तम श्रेणी की साइकिलों को उतारा गया है. कुल 65 साइकिलों में 30 उत्तर-पूर्व जिले को, 20 पूर्वी जिले को तथा 15 शाहदरा जिले को आवंटित की गयीं.
● इस योजना को दिल्ली के अन्य क्षेत्रों के लिए भी लागू किया जायेगा.
● साइकिल पट्रोलिंग की विधिवत शुरुआत यमुना स्पोर्ट्स कॉम्प्लैक्स से हुई.
● यह मॉर्डन साइकिले हैं जिनके अगली ओर दिल्ली पुलिस का लोगो और साइन बोर्ड लगा है. कागज-पत्र एवं फाइल रखने के लिए बास्केट भी लगाई गयी है.
● दिल्ली पुलिस का मानना है कि दिल्ली के पार्क और भीड़-भाड़ वाली जगहों पर साइकिल से पट्रोलिंग ज्यादा आसान और प्रभावी साबित होगी.
● इससे ईंधन का खर्च बचेगा और पर्यावरण के अनुकूल भी होगी.
● भीड़-भरे बाजारों और पार्कों के अंदर पुलिस कर्मियों के लिए बाइक से गश्त करना मुश्किल होता है, साइकिल से यह काम आसान हो सकेगा.
मशहूर फिल्म निर्देशक दासरी नारायण राव का निधन
मशहूर निर्देशक और पूर्व केंद्रीय मंत्री दासरी नारायण राव का 30 मई 2017 को निधन हो गया. वे 75 वर्ष के थे. दासरी नारायण राव राजनीति में भी सक्रिय थे.
● दासरी नारायण राव का जन्म 4 मई 1942 को आंध्रप्रदेश के पश्चिमी गोदावरी जिले में हुआ था.
● दासरी नारायण राव तेलुगु भाषा के सर्वप्रमुख फिल्मकारों में से एक थे. हालांकि उन्होंने तमिल और हिंदी में भी फिल्में बनाई थीं लेकिन उन्हें मुख्य ख्याति तेलुगु फिल्मों के लिए ही मिली थी.
● उन्होंने कुल 151 फिल्मों में अपना योगदान दिया था.
● वे वर्ष 2004 से वर्ष 2006 तथा वर्ष 2006 से वर्ष 2008 तक दो बार केन्द्रीय कोयला राज्यमंत्री भी रहे.
● उन्हें उत्कृष्ट फिल्मी करियर में दो बार नेशनल अवार्ड सहित चार बार फिल्म फेयर पुरस्कारों से नवाजा गया.
● केंद्र की युपीए सरकार ने उन्हें मंत्रालय में अहम जिम्मेदारी सौंपी थी.
● उन्होंने दो बार राज्यसभा सांसद के तौर पर भी अपनी जिम्मेदारी निभाई थी.
● उन्होंने दूरदर्शन पर प्रसारित होने वाले सुप्रसिद्ध सीरियल “विश्वामित्र” का निर्माण भी किया था.
पनामा के पूर्व तानाशाह जनरल मैनुअल एंटोनियो नोरिगा का निधन
पनामा के पूर्व तानाशाह जनरल मैनुअल एंटोनियो नोरिगा का 29 मई 2017 को निधन हो गया. वे 83 वर्ष के थे. मैनुअल एंटोनियो नोरीगा ने पनामा में वर्ष 1983 से वर्ष 1989 तक शासन किया.
● मैनुअल एंटोनियो नोरिगा ने मादक पदार्थों की तस्करी और मनी लॉन्ड्रिंग के आरोपों में दोषी ठहराए जाने के बाद अपना ढाई दशक जेल की सलाखों के पीछे बिताया था. वे सबसे पहले फ्लोरिडा और फिर फ्रांस की जेल में बंद रहे।
● इसके बाद वे वर्ष 2011 में पनामा लौटे. मैनुअल एंटोनियो निरोगा तीन हत्या ओं के मामले में भी मौजूदगी को लेकर दोषी पाए गए थे.

विराट कोहली आईसीसी टॉप 10 रैंकिंग में शामिल
अंतरराष्ट्रीय क्रिकेट परिषद् (आईसीसी) द्वारा हाल ही में जारी की गयी खिलाड़ियों की रैंकिंग में विराट कोहली देश के एकमात्र क्रिकेटर हैं जिन्होंने टॉप-10 में जगह बनाई. आईसीसी द्वारा एकदिवसीय मैचों की श्रेणी के लिए यह रैंकिंग जारी की गयी.
● भारतीय क्रिकेट टीम के कप्तान विराट कोहली देश के एकमात्र क्रिकेटर हैं जिन्हें आईसीसी वनडे खिलाड़ियों की रैंकिंग में टॉप-10 में शामिल किया गया. उन्होंने बल्लेबाज़ों की सूची में तीसरा स्थान बरकरार रखा.
● व्यक्तिगत रैंकिंग के लिए कड़ी प्रतिस्पर्धा से होने वाली आईसीसी चैंपियंस ट्रॉफी के महत्व का पता चलता है क्योंकि इसमें भाग लेने वाले आठ टीमों के खिलाड़ी इसमें शामिल हैं और शीर्ष खिलाड़ियों के बीच बहुत अधिक अंतर नहीं है.
● शीर्ष तीन बल्लेबाज़ों में दक्षिण अफ्रीका के एबी डिविलियर्स (874 रेटिंग अंक), ऑस्ट्रेलिया के डेविड वॉर्नर (871 अंक) और भारत के विराट कोहली (852 अंक) के मध्य केवल 22 अंक का अंतर है. बल्लेबाजों की सूची में टॉप-20 में रोहित शर्मा 12वें, महेंद्र सिंह धोनी 13वें और शिखर धवन 15वें स्थान पर हैं.
● गेंदबाजों की बात करें तो टॉप-10 सूची में कोई भी भारतीय गेंदबाज शामिल नहीं है. रबाडा (724 अंक), इमरान ताहिर (722) और मिचेल स्टार्क (701) के बीच केवल 23 अंकों का अंतर है.
एशियाई विकास बैंक (एडीबी) और पंजाब नेशनल बैंक (पीएनबी) ने सौर छत परियोजनाओं के वित्त पोषण के लिए 100 मिलियन डॉलर के ऋण समझौते पर हस्ताक्षर किए
एशियाई विकास बैंक (एडीबी) और पंजाब नेशनल बैंक (पीएनबी) ने कल 100 मिलियन डॉलर के ऋण समझौते पर हस्ताक्षर किए, जिसकी गारंटी भारत सरकार की ओर से दी जाएगी।
● इस ऋण के जरिए देश भर में औद्योगिक एवं वाणिज्यिक भवनों पर लगाई जाने वाली विशाल सौर छत प्रणालियों का वित्त पोषण किया जाएगा।
● पीएनबी दरअसल एडीबी से मिली धनराशि का उपयोग विभिन्न भवनों की छतों पर सौर प्रणालियां लगाने के लिए विभिन्न डेवलपरों और इसका अंतिम इस्तेमाल करने वालों को ऋण देने में करेगा।
● यह वर्ष 2016 में एडीबी द्वारा मंजूर किए गए 500 मिलियन डॉलर की बहु-किस्त वित्त सुविधा सौर छत निवेश कार्यक्रम के अंतर्गत पहली किस्त है।
● इस वित्त पोषण में एडीबी के सामान्य पूंजीगत संसाधनों से प्राप्त 330 मिलियन डॉलर और एडीबी द्वारा संचालित करोड़ों डॉलर के स्वच्छ प्रौद्योगिकी कोष (सीटीएफ) से प्राप्त 170 मिलियन डॉलर शामिल हैं।
● 100 मिलियन डॉलर की पहली किस्त का वित्त पोषण पूरी तरह सीटीएफ से किया जाएगा।
● भारत में एडीबी के कंट्री निदेशक श्री केनिची योकोयामा ने कहा, ‘सोलर पैनलों की कीमतों में भारी गिरावट के फलस्वरूप भारत में सौर छत प्रौद्योगिकियों के उपयोग में वृद्धि की अपार संभावनाएं नजर आ रही हैं।’
● श्री योकोयामा ने ही इस ऋण समझौते पर एडीबी की ओर से हस्ताक्षर किए।
● उन्होंने कहा कि यह कार्यक्रम सरकार की सौर ऊर्जा उत्पादन क्षमता बढ़ाने की योजना में उल्लेखनीय योगदान देगा।
