Defence Ministry signs ₹2,580-cr deal for 6 Pinaka rocket regiments
• The Defence Ministry has signed a ₹2,580-crore contract with Bharat Earth Movers Ltd (BEML), Tata Power Company Ltd (TPCL) and Larsen & Toubro to equip the Army with six Pinaka rocket regiments.
• It will consist of 114 launchers with automated gun aiming and positioning system, 45 command posts and 330 vehicles.
• The new regiments will likely be operational by 2024.
India plans to release forensic accounting and investigation standards
• Indian government plans on coming up with forensic accounting and investigation standards (FAIS) as it aims at setting the basic quality parameters for conducting investigations.
• A committee has been constituted by The Institute of Chartered Accountant of India (ICAI) to deliberate on FAIS, which can be expected to be framed by the end of 2020. Atul Kumar Gupta, President of the Chartered Accountants body informed during a virtual conference.
• As per the ICAI, the decision of setting up the forensic accounting and investigation standards (FAIS) will make India the first country in the world to release the standards.
• The Reserve Bank of India (RBI) has mandated a forensic audit for the transactions of over Rs. 200 crores while the companies or lenders individually call for such investigations or audits upon the suspected fraud.
Air India’s privatization process to be completed within 2020
• The Union Civil Aviation Minister, HS Puri on August 30, 2020, informed that he is hopeful of completing Air India’s Privatization process within 2020.
• The government has now initiated the process of divesting its share from Air India airlines and is now looking for suitable bidders.
World’s Largest Solar Tree set up at Durgapur
• World’s Largest Solar Tree has been developed by the CSIR-CMERI. The solar tree has been installed at the Residential Colony of CSIR-CMERI in Durgapur, West Bengal.
• The solar tree has the annual capacity to generate 12,000-14,000 units of Clean and Green Power while its installed capacity is above 11.5 kWp.
• The Solar Tree has been designed in such a way that it ensures maximum exposure of each Solar PV Panel to Sunlight. A single solar tree comprises of 35 Solar PV Panels each having a capacity of 330 wp each.
India’s first toy cluster to come up in Karnataka
• India’s first toy manufacturing cluster to come up at Koppal, Karnataka, has the potential to create 40,000 jobs in five years and attract over Rs 5,000 crore investment, Karnataka Chief Minister BS Yediyurappa, said.
• With the eco-system to support toy cluster in place, this 400 acres SEZ will have top-class infra and generate 40,000 jobs in 5 years.

India to receive development assistance loan worth Rs 3,500 Cr from Japan to fight C-19
• Japan has committed an official Development Assistance loan of 3 thousand 500 crore rupees for the C-19 Crisis Emergency Response Support.
• This programme loan aims to support India’s efforts in fighting C-19 and to prepare the health system to manage future epidemics and also to improve the resilience of India’s health systems against infectious diseases.

RBI Announces Steps to Ease Pressure on Liquidity
• The Reserve Bank of India has announced the following measures to ensure the orderly functioning of financial markets in India:
• Additional special open market operation of Rs 20,000 crore: The Reserve Bank will conduct additional special open market operation involving the simultaneous purchase and sale of Government securities for an aggregate amount of Rs. 20,000 crore in two tranches of Rs. 10,000 crore each.
• Term repo operations for an aggregate amount of Rs. 100,000 crore: The Reserve Bank will conduct term repo operations for an aggregate amount of ₹100,000 crore at floating rates (i.e., at the prevailing repo rate) in the middle of September 2020 to assuage pressures on the market on account of advance tax outflows. The banks which had availed of funds under the previous long-term repo operations (LTROs) may reduce their interest liability by returning funds taken at the repo rate prevailing at that time (5.15 per cent) and availing funds at the current repo rate of 4 per cent.
• Increase of HTM up to an overall limit of 22 per cent of NDTL: Currently, banks are required to maintain 18 per cent of their net demand and time liabilities (NDTL) in SLR securities. The extant limit for investments that can be held in HTM category is 25 per cent of total investment. Banks are allowed to exceed this limit provided the excess is invested in SLR securities within an overall limit of 19.5 per cent of NDTL. RBI has decided to allow banks to hold fresh acquisitions of SLR securities acquired from September 1, 2020 under HTM up to an overall limit of 22 per cent of NDTL up to March 31, 2021.

• Vedanta announced it tie up for a long-term syndicated loan facility for Rs.10000 crore with State bank of India (SBI).
• This loan increases the average debt maturity profile of Vedanta limited and also improves the liquidity ratios as the near-term maturities are replaced by a long-term loan.

India, France discuss to provide Mission Alpha-like equipment for Gaganyaan Mission
• India and France are in discussions to provide Mission Alpha-like equipment to astronauts involved in the ‘Gaganyaan' mission. As per the National Centre for Space Studies (CNES) of France, the discussions are in the final stage.
• Mission Alpha is the name of French Astronaut Thomas Pesquet’s mission wherein he will be sent to International Space Station (ISS) on Crew Dragon spacecraft next year.

In a first, female IPS officer appointed CRPF Inspector General in terror-hit Srinagar
• Charu Sinha has become the first female IPS officer to get appointed as the Inspector General (IG) of the Central Reserve Police Force (CRPF) in the terrorist-hit Srinagar sector.
• Charu Sinha is a 1996-batch IPS officer from Telangana cadre. She will now be heading the Srinagar sector for CRPF as the Inspector General.
• However, this is not the first time that Sinha has been assigned such a tough task. Earlier as well, she has worked as Inspector General of CRPF in the Bihar sector and has dealt with Naxals. Under her leadership, several anti-Naxal operations were carried out.
CBDT chairman Pramod Chandra Mody gets six-month extension
• Pramod Chandra Mody was on Monday given a six-month extension till February next year as the chairman of the Central Board of Direct Taxes (CBDT).
• Mody, a 1982 batch Indian Revenue Service (Income Tax cadre) officer, was appointed the CBDT chief in February 2019.
• He was in August last year re-appointed on the post for one year, till August 31, 2020, beyond the date of his superannuation on August 31, 2019.

Pinaka रॉकेट लॉन्चर, 2580 करोड़ रुपये का रक्षा सौदा
• LAC पर चीन के साथ बढ़ते तनाव के बीच भारत ने रक्षा क्षेत्र में एक बड़ा कदम उठाया है। रक्षा मंत्रालय (Defence Ministry) ने छह सैन्य रेजिमेंट के लिए 2580 करोड़ रुपये की लागत से पिनाका रॉकेट लॉन्चर (Pinaka Rocket Launcher) खरीदने को लेकर डील की है। इस मिसाइल सिस्टम (Missiles System) को चीन (China) और पाकिस्तान (Pakistan) के साथ लगती भारतीय सीमा पर तैनात किया जाएगा।
भारत की फोरेंसिक अकाउंटिंग और जांच मानकों को जारी करने की योजना
• भारत सरकार की फोरेंसिक अकाउंटिंग और जांच मानकों (FAIS) के साथ आने की योजना है जैसा कि इसका उद्देश्य जांच करने के लिए बुनियादी गुणवत्ता मानकों को निर्धारित करना है।
• एफएआईएस पर विचार करने के लिए द इंस्टीट्यूट ऑफ चार्टर्ड अकाउंटेंट ऑफ इंडिया (आईसीएआई) द्वारा एक समिति का गठन किया गया है, जिसे 2020 के अंत तक तैयार किए जाने की उम्मीद की जा सकती है।
• आईसीएआई के अनुसार, फोरेंसिक लेखा और जांच मानकों (एफएआईएस) की स्थापना का निर्णय भारत को मानकों को जारी करने वाला दुनिया का पहला देश बना देगा।
• भारतीय रिजर्व बैंक (RBI) ने रुपये से अधिक के लेनदेन के लिए फोरेंसिक ऑडिट अनिवार्य कर दिया है। 200 करोड़ जबकि कंपनियां या ऋणदाता व्यक्तिगत रूप से इस तरह की जांच के लिए बुलाते हैं या संदिग्ध धोखाधड़ी पर ऑडिट करते हैं।
एयर इंडिया के निजीकरण की प्रक्रिया को 2020 में पूर्ण किया जाएगा
• केंद्रीय नागरिक उड्डयन मंत्री, एचएस पुरी ने 30 अगस्त, 2020 को सूचित किया कि वह 2020 के भीतर एयर इंडिया के निजीकरण की प्रक्रिया को पूरा करने के लिए आशान्वित हैं।
• सरकार ने अब एयर इंडिया एयरलाइंस से अपने हिस्से को विभाजित करने की प्रक्रिया शुरू की है और अब उपयुक्त बोलीदाताओं की तलाश कर रही है।
दुर्गापुर में स्थापित विश्व का सबसे बड़ा सौर वृक्ष
• विश्व का सबसे बड़ा सौर वृक्ष CSIR-CMERI द्वारा विकसित किया गया है। सौर वृक्ष को पश्चिम बंगाल के दुर्गापुर में CSIR-CMERI की आवासीय कॉलोनी में स्थापित किया गया है।
• सौर वृक्ष की स्वच्छ और हरित ऊर्जा की 12,000-14,000 इकाइयों को बनाने की वार्षिक क्षमता है, जबकि इसकी स्थापित क्षमता 11.5 kWp से ऊपर है।
• सोलर ट्री को इस तरह से डिजाइन किया गया है कि यह सूर्य के प्रकाश के लिए प्रत्येक सौर पीवी पैनल का अधिकतम प्रदर्शन सुनिश्चित करता है। एक एकल सौर वृक्ष में 35 सौर पीवी पैनल होते हैं जिनमें प्रत्येक में 330 wp की क्षमता होती है।
भारत का पहला खिलौना क्लस्टर कर्नाटक में
• कर्नाटक के मुख्यमंत्री बीएस येदियुरप्पा ने कहा कि कर्नाटक के कोप्पल में आने वाला भारत का पहला खिलौना विनिर्माण क्लस्टर है, जिसमें पांच साल में 40,000 रोजगार सृजित करने और 5,000 करोड़ रुपये से अधिक के निवेश की संभावना है।
• खिलौना क्लस्टर का समर्थन करने के लिए इको-सिस्टम के साथ, इस 400 एकड़ एसईजेड में शीर्ष श्रेणी के इन्फ्रा होंगे और 5 वर्षों में 40,000 नौकरियां पैदा होंगी।

C-19 से लड़ने के लिए भारत ने जापान से 3,500 करोड़ रुपये की विकास सहायता ऋण लिया
• जापान ने C-19 संकट आपातकालीन प्रतिक्रिया सहायता के लिए 3 हजार 500 करोड़ रुपये का आधिकारिक विकास सहायता ऋण दिया है।
• यह कार्यक्रम ऋण का उद्देश्य सी -19 से लड़ने में भारत के प्रयासों का समर्थन करना और भविष्य की महामारियों के प्रबंधन के लिए स्वास्थ्य प्रणाली तैयार करना और संक्रामक रोगों के खिलाफ भारत की स्वास्थ्य प्रणालियों की लचीलापन में सुधार करना है।
बैंकिंग और अर्थव्यवस्था
RBI ने तरलता पर दबाव को कम करने के लिए नए नियमो की घोषणा की
• भारतीय रिज़र्व बैंक ने भारत में वित्तीय बाजारों के क्रमबद्ध कामकाज को सुनिश्चित करने के लिए निम्नलिखित उपायों की घोषणा की है:
• 20,000 करोड़ रुपये का अतिरिक्त विशेष खुला बाजार परिचालन: रिज़र्व बैंक 10,000 करोड़ रुपये की कुल राशि के लिए सरकारी प्रतिभूतियों की एक साथ खरीद और बिक्री से जुड़े अतिरिक्त विशेष खुले बाजार संचालन का संचालन करेगा।
• कुल राशि के लिए सावधि रिपो परिचालन 100,000 करोड़: रिज़र्व बैंक अग्रिम कर बहिर्वाह के कारण बाजार पर दबाव बढ़ाने के लिए सितंबर 2020 के मध्य में फ्लोटिंग दरों (यानी प्रचलित रेपो दर पर) की कुल राशि के लिए रेपो ऑपरेशन्स का संचालन करेगा। जिन बैंकों ने पिछले लंबी अवधि के रेपो परिचालन (LTRO) के तहत धन का लाभ उठाया था, वे उस समय प्रचलित रेपो दर (5.15 प्रतिशत) पर ली गई धनराशि लौटाकर अपनी ब्याज देनदारी को कम कर सकते हैं (4% की वर्तमान रेपो दर पर धन प्राप्त कर सकते हैं)।
• HTM की एनडीटीएल की 22 प्रतिशत की समग्र सीमा तक वृद्धि: वर्तमान में, बैंकों को एसएलआर प्रतिभूतियों में उनकी शुद्ध मांग और समय देनदारियों (NDTL) का 18 प्रतिशत बनाए रखने की आवश्यकता होती है। एचटीएम श्रेणी में होने वाले निवेश की मौजूदा सीमा कुल निवेश का 25 प्रतिशत है। बैंकों को इस सीमा को पार करने की अनुमति दी जाती है बशर्ते कि एसएलआर प्रतिभूतियों में एनडीटीएल की कुल 19.5 प्रतिशत की सीमा के भीतर अतिरिक्त निवेश किया गया हो। RBI ने बैंकों को 1 सितंबर, 2020 से अधिग्रहित SLR प्रतिभूतियों के नए अधिग्रहण को HTM के तहत 31 मार्च, 2021 तक NDTL की 22 प्रतिशत की समग्र सीमा तक करने की अनुमति देने का निर्णय लिया है।

वेदांत ने SBI के साथ 1,00,000 करोड़ रुपये के दीर्घकालिक सिंडिकेटेड ऋण के लिए टाई किया
• वेदांता ने भारतीय स्टेट बैंक (SBI) के साथ 1,0000 करोड़ रुपये के लिए दीर्घकालिक सिंडिकेटेड ऋण सुविधा के लिए टाई करने की घोषणा की है।
• यह ऋण सीमित वेदांत की औसत ऋण परिपक्वता प्रोफ़ाइल को बढ़ाता है और तरलता अनुपात में भी सुधार करता है क्योंकि निकट अवधि के परिपक्वता को दीर्घकालिक ऋण द्वारा प्रतिस्थापित किया जाता है।
विज्ञान और तकनीक
गगनयान के अंतरिक्ष यात्रियों के लिए जरूरी उपकरणों पर चर्चा कर रहे फ्रांस और भारत
• गगनयान के अंतरिक्ष यात्रियों को जरूरी उपकरण उपलब्ध कराने के लिए भारत और फ्रांस की अंतरिक्ष एजेंसियां चर्चा के अंतिम चरण में हैं। अधिकारियों ने कहा कि गगनयान के अंतरिक्ष यात्रियों को अगले साल के लिए निर्धारित मिशन अल्फा जैसे उपकरण उपलब्ध कराए जा सकते हैं। स्पेस एजेंसी ऑफ फ्रांस के नेशनल सेंटर फॉर स्पेस स्टडीस (सीएनईएस) के एक वरिष्ठ अधिकारी ने बताया कि मिशन अल्फा के लिए उपकरणों पर काम चल रहा है।
• सीएनईएस के अधिकारी ने कहा, 'चर्चा अंतिम चरण में है। इसे लेकर जल्द ही एक घोषणा की जा सकती है। मिशन अल्फा के लिए उपकरणों पर काम चल रहा है।' हालांकि, अधिकारी ने इस उपकरण के बारे में कोई जानकारी नहीं दी। भारत और फ्रांस अंतरिक्ष के क्षेत्र में मजबूत सहयोग साझा करते हैं। दोनों देशों की अंतरिक्ष एजेंसियां करीब 10 हजार करोड़ रुपये के गगनयान मिशन में सहयोग कर रही हैं। इसका उद्देश्य 2022 तक तीन भारतीयों को अंतरिक्ष में भेजना है।

श्रीनगर CRPF को मिली पहली महिला आईजी, आतंकियों के खिलाफ ऑपरेशन की करेंगी अगुवाई
• केंद्रीय रिजर्व पुलिस बल (Central Reserve Police Force -CRPF) के कश्मीर सेक्टर को पहली बार महिला पुलिस महानिरीक्षक (Inspector General-IG) मिली है। इस पद पर अब वरिष्ठ महिला आईपीएस अधिकारी चारू सिन्हा को तैनात किया गया है। जो जम्मू-कश्मीर केंद्र शासित प्रदेश के श्रीनगर सेक्टर का कार्यभार संभालेंगी। चारू सिन्हा 1996 बैच की आईपीएस अधिकारी हैं। तेलंगाना काडर की चारू सिन्हा सीआरपीएफ (CRPF) के बिहार सेक्टर आईजी (Inspector General) रह चुकी हैं और उन्हें नक्सलियों से निपटने का भी अनुभव है। चारू सिन्हा अबतक जम्मू में सीआरपीएफ की आईजी थी।
• श्रीनगर सेक्टर में सीआरपीएफ को शीर्ष पद पर कभी महिला अधिकारी की नियुक्ति नहीं हो पाई थी। कश्मीर सेक्टर में सीआरपीएफ आतंकवाद के खिलाफ ऑपरेशन को अंजाम देती रही है। आईजी के तौर पर चारू सिन्हा भारतीय सेना और कश्मीर पुलिस के साथ भी सहयोग करेंगी।
CBDT के अध्यक्ष प्रमोद चंद्र मोदी को मिला 6 महीने का एक्सटेंशन
• मंत्रिमंडल की नियुक्ति समिति (ACC) ने प्रमोद चंद्र मोदी को छह महीने की अवधि यानि 01.09.2020 से 28.022121 अथवा अगले आदेश तक के लिए पुन: केंद्रीय प्रत्यक्ष कर बोर्ड (Central Board of Direct Taxes) का अध्यक्ष नियुक्त करने की मंजूरी दे दी है। CBDT की अध्यक्षता इसके अध्यक्ष द्वारा की जाती है, इसमें अधिकतम छह सदस्य हो सकते हैं। यह आयकर विभाग के लिए नीति तैयार करता है।
• 1982 बैच के भारतीय राजस्व सेवा (आयकर संवर्ग) के अधिकारी पीसी मोदी को फरवरी 2019 में सीबीडीटी प्रमुख नियुक्त किया गया था। 31 अगस्त, 2019 को उनकी सेवानिवृत्ति के बाद वह पिछले साल अगस्त में एक साल के लिए 31 अगस्त, 2020 तक के लिए इस पद पर फिर से नियुक्त किए गए थे।

राष्ट्रीय पोषण माह के रूप में मनाया जाएगा सितंबर माह
• पोषण अभियान के अंतर्गत महिलाओं और बच्चों के पोषण स्तर की बेहतरी के उद्देश्य से इस वर्ष भी सितंबर माह को राष्ट्रीय पोषण माह के रूप में मनाया जायेगा। उल्लेखनीय है कि वर्ष 2018 में प्रधानमंत्री श्री नरेंद्र मोदी ने पोषण अभियान को प्रारंभ किया था। इसका मुख्य उद्देश्य जन आंदोलन और जनभागीदारी से कुपोषण को मिटाना है। इस वर्ष पोषण माह 2020 दो मुख्य उद्देश्य पर आधारित है। पहला अति कुपोषित बच्चों को चिन्हित और उनकी मॉनिटरिंग करना तथा दूसरा किचन गार्डन को बढ़ावा देने के लिए पौधारोपण अभियान है।
• प्रदेश स्तर पर इस वर्ष पोषण माह के दौरान में विभिन्न गतिविधियों का आयोजन किया जाएगा। पोषण माह के दौरान आयोजित की गई गतिविधियों की दैनिक प्रविष्टि भारत सरकार के जन आंदोलन पोर्टल http://poshan abhiyan.gov.in पर किया जाएगा।
• संचालक महिला बाल विकास श्रीमती स्वाति मीणा नायक ने सभी जिला कार्यक्रम अधिकारियों को निर्देश दिए हैं कि पोषण माह के दौरान सघन अभियान संचालित कर बच्चों की ग्रोथ मॉनिटरिंग सुनिश्चित करें। C-19 संक्रमण काल में बच्चों की ग्रोथ मॉनिटरिंग प्रभावित हुई है। उन्होंने बच्चों को सूचीबद्ध करने, शारीरिक माप का रिकॉर्ड संधारण करने गंभीर कुपोषित बच्चों का पोषण प्रबंधन तथा निगरानी एवं मूल्यांकन सुनिश्चित करने के निर्देश दिए हैं।
