5th India Morocco Joint Commission Meeting
The 5th India Morocco Joint Commission Meeting (JCM) was held in Rabat on 25 and 26 May 2017.
● The JCM was anchored by Smt Nirmala Sitharaman, Commerce and Industry Minister.
● On 25 May 2017, the Minister was the keynote speaker at the Industry Day of Morocco in Casablanca, organised by the Ministry of Industry, Investment, Trade and Digital Economy of the Government of the Kingdom of Morocco.
● She visited the Centre for Excellence in Information Technology in Casablanca, a collaboration of Centre for Development of Advanced Computing (CDAC), India and Institut National des Postes et Télécommunications (INPT), Morocco.
● She called on Dr Saad Eddine El Othmani, Head of Government of the Kingdom of Morocco and had bilateral discussions with Mr. Abdelkader Amara, Minister of Equipment, Transport, Logistics and Water, and Mr. Mohamed Boussaid, Minister of Economy and Finance. On 26 May 2017, she met with Mr. Moulay Hafid El Alamy, Minister of Industry, Investment, Trade and Digital Economy.
● In all the interactions, the key element of excellent political relations that underpinned the economic context of the bilateral relations, was highlighted.

Martyrs’ Day observed at Air Force Station Sarsawa
Kargil Martyrs’ Day is observed all across the country to honour the martyrs who had laid down their lives in defence of our country. In keeping with the glorious traditions of the IAF, four air warriors of Air Force Sarsawa too had attained Martyrdom on 28 May 99 during Kargil Operations.
● On that day, one MI-17 Helicopter of the base took off for a mission with Squadron Leader Rajiv Pundir as pilot, Flight Lieutenant S Muhilan as co-pilot, Sergeant PVNR Prasad as Flight gunner and Sergeant RK Sahu as Flight Engineer.
● While carrying out a rocket attack on Tiger Hill in the Kargil Sector, the helicopter was shot down by the enemy and these air warriors made the supreme sacrifice in keeping with the highest traditions of service.
● Since then, 28th May is observed as Martyrs’ Day every year at this Station to honour these brave air warriors.
● This year, on 28 May the Air Officer Commanding and all air warriors of Air Force Station Sarsawa paid tribute to these brave air warriors by placing floral tributes at the War Memorial to commemorate the 18th anniversary of their supreme sacrifice.
● At the same time, four helicopters of the base took off for ‘Missing Man Formation’ in the sky, thereby, remembering the martyrs and showing gratitude towards them.
● Further, in the evening, a candle lighting ceremony was also organized where all families of the Station gathered and paid homage to the war heroes by lighting candles at the Station War Memorial.

CSCs To Function As GST Suvidha Providers
A workshop on “CSCs as GST Suvidha Provider” to train the top performing VLEs and the State level representatives of CSC SPV for enabling implementation of GST scheme especially in rural India through CSC was organized here today.
● Common Services Centers are proposed to act as a GST Suvidha Provider. CSCs have been identified to facilitate the roll out of GST especially in rural India.
● CSCs will help merchants’ registration, filing returns and support them in fulfilling various requirements under GST.
● They will mobilize, conduct training and create advocacy of GST implementation across the country.
● The Union Minister for Electronics & IT and Law Justice, Shri Ravi Shankar Prasad inaugurated the event, appreciated the efforts of the enterprising VLEs in providing key services to the grassroots.
● He Said the Village Level Entrepreneurs are Rapid Action Force for Digital India and hoped they will truly be the harbingers of digital revolution in India and enable us to create digitally and financially inclusive society.
● India does not want to miss the digital revolution and, in fact, aims to become the leader of the revolution and CSCs will lead us in this endeavor.

Union Home Minister addresses the 30th Convocation of Kurukshetra University
The Union Home Minister Shri Rajnath Singh has called upon the youth to abide by the values in all situations of life, which will make them winner and help them achieve anything in life.
● Delivering the Convocation Address at the 30th Convocation of Kurukshetra University at Kurukshetra, Haryana today, Shri Rajnath Singh said that convocation connotes the completion of study for a degree, but not the completion of education, which is a lifelong process.
● In the Indian context, the convocation purports qualification of an individual to serve the society through the knowledge and skills imbibed through education.
● World remembers the people for their values and their service to the society and not because of their wealth, might or even knowledge, he added.
● Shri Rajnath Singh said that India aspires to be a vishwa guru and not a super-power because a nation becomes a super-power by might, dominance and even coercion and the nations come to it because of fear.
● As a vishwa guru, people will join with India because they would see their well being.
Prakash Javadekar launches UGC App to fight Ragging
Union Human Resource Development Minister Shri Prakash Javadekar today launched an Anti-Ragging Mobile App introduced by the University Grants Commission (UGC) here in New Delhi.
● Speaking on this occasion Shri Javadekar said this mobile app will help students register complaints to counter the menace of ragging.
● The Minister said earlier one had to visit the website for registering a complaint of ragging and our record shows that timely action was taken which in turn had resulted in the decrease of such instances.
● But still this ill has to be eliminated completely, he said.
● Shri Javadekar said as per his knowledge in campuses majority of senior students actually help guide their juniors and properly mentor them, but in few cases ragging happens which needs to be completely eliminated from campuses.
● He said “physical or mental torture of a new student is ragging which we won’t allow, this is unacceptable and therefore this app will become a handy tool to any student who goes through such experience.”
DGT announces Introduction of Diploma Courses
The Directorate General of Training (DGT), Ministry of Skill Development and Entrepreneurship (MSDE) has announced the launch of five high end diploma courses in the skill ecosystem for the academic year 2017.
● The five courses in Welding Technology, Industrial Electronics and Automation, Manufacturing Technology, Automotive Technology and IT, Networking and Cloud Computing were cleared today at the Sub-Committee meeting of NCVT .
● The need for advance level courses/ specialized courses has been long felt in the vocational training landscape in the country.
● The courses are of two years duration and will be introduced from August/September 2017 at Advanced Training Institutes (ATIs).
● These courses would enable trainees to acquire cutting edge training by providing an opportunity to sharpen their “hands-on skills” in specialized areas such as computerized pneumatic control (CNC) machining, automotive technology, welding, mechatronics, industrial electronics and automation.
● This would also extend the skill pyramid beyond current vocational training set up.
● Over and above this, one fourth of the training period is dedicated for on-the-job training in the form of an industrial attachment.
Bihar is the top litchi producing State
Union Minister of Agriculture and Farmers Welfare, Shri Radha Mohan Singh said that the main objective of the Central Government is focused on research to develop new varieties and techniques of litchi farming to increase its production and to share information with the Extension Division.
● Shri Singh said this at the inauguration and co-training of Litchi processing plant here.
● Union Minister said that Bihar is the top litchi producing State in the country. In Bihar, about 300 thousand metric tonnes of litchi is being produced from 32 thousand hectares of area.
● Bihar's contribution in the production of litchi is about 40 percent. Considering the importance of litchi, National Research Centre on Litchi was established on June 6, 2001.
● Shri Singh said that the contribution of Muzaffarpur district in litchi’s production is impressive, but there is a need to increase the productivity of litchi, which is currently 8.0 tonne.
● For this, all the government institutions, cooperatives and farmers will have to come forward.
● Union Agriculture Minister said that it is a matter of immense pride that scientists at Bhabha Atomic Research Centre and National Research Centre on Litchi have succeeded in treating litchi and preserving it for 60 days at low temperature.
● One of its processing plants has also been developed. Shri Singh said that this technique will be useful for the litchi producers and businessmen.
● Shri Singh also said that to make this technique effective, litchi producers will have to produce superior quality fruits for which National Research Centre on Litchi has developed several techniques.
● The National Research Centre on Litchi is providing about 35-40 thousand plants every year to various institutions/states in the country.
● Union Agriculture Minister said that the National Research Centre on Litchi is working closely with other institutions of ICAR and agricultural universities of the state and the development centres of the Central and State Governments like National Horticulture Board, APEDA, National Horticulture Mission etc.
Swachh Bharat Mission to go all out for ‘Darwaza Band’
For promotion of toilet usage across the country’s villages, the Ministry of Drinking Water and Sanitation has come out with an aggressive new campaign called Darwaza Band starting tomorrow, May 30th, 2017.
● Iconic actor, Shri Amitabh Bachchan, who leads the campaign, is proposed to be joined by Union Minister for Drinking Water and Sanitation, Shri Narendra Singh Tomar, Chief Minister of Maharashtra Shri Devendra Fadnavis, Secretary, Ministry of Drinking Water and Sanitation, Shri Parameswaran Iyer, and other dignitaries at the formal launch event in Mumbai tomorrow.
● Champion functionaries from the State will also be awarded on the occasion.
● The campaign has been supported by the World Bank and is being rolled out countrywide immediately after the launch.
● It is designed to encourage behaviour change in men who have toilets but are not using them.
● The campaign also features actor, Ms Anushka Sharma, who will be seen encouraging women to stand up for this issue in their villages and assume a leadership role.

डीजीटी ने डिप्लोमा पाठ्यक्रमों को शुरू करने की घोषणा की
कौशल विकास एवं उद्यमिता मंत्रालय (एमएसडीई) के अंतर्गत प्रशिक्षण महानिदेशालय ने अकादमिक वर्ष 2017 के लिए कौशल तंत्र में पांच उच्चस्तरीय डिप्लोमा पाठ्यक्रम शुरू करने की घोषणा की है।
● वेल्डिंग टेक्नॉलॉजी, इंडस्ट्रियल इलेक्ट्रॉनिक्स एवं ऑटोमेशन, मैन्युफैक्चरिंग टेक्नॉलॉजी, ऑटोमोटिव टेक्नॉलॉजी एंड आईटी और नेटवर्किंग एवं क्लाउड कंप्युटिंग नामक पांच पाठ्यक्रमों को एनसीवीटी की उप समिति की बैठक में आज मंज़ूरी दे दी गई।
● देशभर में व्यावसायिक प्रशिक्षण के क्षेत्र में लंबे समय से उन्नत किस्म के पाठ्यक्रमों/विशेष पाठ्यक्रमों की आवश्यकता महसूस की जा रही थी।
● ये पाठ्यक्रम दो वर्ष की अवधि के हैं। इन पाठ्यक्रमों को उन्नत प्रशिक्षण संस्थानों (एडवांस ट्रेनिंग इंस्टीट्यूट) में अगस्त/सितंबर 2017 से शुरू किया जाएगा।
● ये पाठ्यक्रम कम्प्युटराइज़्ड न्युमैटिक कंट्रोल मशीनिंग, ऑटोमोटिव टेक्नॉलॉजी, वेल्डिंग, मेकाट्रोनिक्स, इंडस्ट्रियल इलेक्ट्रॉनिक्स एंड ऑटोमेशन जैसे कौशल विकास के विशेष क्षेत्रों में बेहतर प्रशिक्षण प्राप्त करने में प्रशिक्षुओं को सक्षम बनाएंगे। ये पाठ्यक्रम कौशल विकास प्रशिक्षण के वर्तमान दायरे का विस्तार भी करेंगे।
● प्रशिक्षण अवधि के एक चौथाई समय को नौकरी पर प्रशिक्षण के रूप में निर्धारित किया गया है, जिसके तहत प्रशिक्षुओं को अपने पाठ्यक्रम की कुल अवधि का एक चौथाई समय नौकरी के तौर इंडस्ट्री में गुजारना होगा।
केंद्रीय गृहमंत्री ने कुरूक्षेत्र विश्वविद्यालय के 30वें दीक्षांत समारोह को संबोधित किया
केंद्रीय गृहमंत्री श्री राजनाथ सिंह ने युवाओं को संदेश देते हुए कहा कि उन्हें जीवन के सभी परिस्थियों में मूल्यों का पालन करना चाहिए।
● ये मूल्य युवाओं को विजयी बनाएंगे और जीवन में कुछ भी प्राप्त करने के लिए सहायता प्रदान करेंगे। हरियाणा के कुरूक्षेत्र में स्थित कुरूक्षेत्र विश्वविद्यालय के 30वें दीक्षांत समारोह के अपने संबोधन में श्री राजनाथ सिंह ने आज कहा कि दीक्षांत का अर्थ है डिग्री प्राप्त करने हेतु अध्ययन की पूर्णता।
● परंतु यह शिक्षा की पूर्णता नहीं है, क्योंकि शिक्षा प्राप्त करना एक पद्धति है, जो जीवन पर्यंत चलती है। भारतीय संदर्भ में दीक्षांत का अर्थ है एक व्यक्ति द्वारा शैक्षिक योग्यता की प्राप्ति ताकि वह अपने ज्ञान और कौशल से समाज की सेवा कर सके।
● विश्व, लोगों को उनके मूल्यों तथा उनके द्वारा की गई समाज सेवा के लिए याद करता है।
● श्री राजनाथ सिंह ने कहा कि भारत विश्व गुरू बनना चाहता है, न कि एक महाशक्ति। विश्व गुरू के रूप में लोग भारत के साथ जुड़ेंगे क्योंकि इसमें उन्हें उनकी भलाई दिखेगी।
● उन्होंने भारत को विश्व गुरू बनाने में युवाओं के योगदान को स्वीकार करते हुए कहा कि उन्हें अपने विरासत से प्रेरणा लेनी चाहिए और उन्हें इस बात का गर्व होना चाहिए कि वे एक महान राष्ट्र के नागरिक हैं।
● हरियाणा के राज्यपाल तथा कुरूक्षेत्र विश्वविद्यालय के कुलाधिपति प्रो. कप्तान सिंह सोलंकी ने इस अवसर पर कहा कि शिक्षा के ज्ञान से जीवन में बदलाव आना चाहिए।
● हरियाणा के मुख्यमंत्री श्री मनोहर लाल ने कुरूक्षेत्र विश्वविद्यालय को राज्य में प्रथम स्थान प्राप्त करने के लिए बधाई दी।
स्वच्छ भारत मिशन के तहत शुरू किया जाएगा ‘दरवाज़ा बंद’ अभियान
देशभर के गांवों में शौचालयों के प्रयोग को बढ़ावा देने के लिए केन्द्रीय पेयजल एवं स्वच्छता मंत्रालय 30 मई 2017 से ‘दरवाज़ा बन्द’ नामक एक नए अभियान की शुरुआत करेगा।
● मुंबई में कल आधिकारिक कार्यक्रम के दौरान इस अभियान की शुरुआत की जाएगी, जिसमें सुप्रसिद्ध अभिनेता श्री अमिताभ बच्चन अभियान का नेतृत्व करेंगे।
● केन्द्रीय पेयजल एवं स्वच्छता मंत्री श्री नरेन्द्र सिंह तोमर, महाराष्ट्र के मुख्यमंत्री श्री देवेन्द्र फड़नवीस, केन्द्रीय पेयजल एवं स्वच्छता के सचिव श्री परमेश्वरन अय्यर और अन्य गणमान्य लोगों के इस कार्यक्रम में शामिल होने की उम्मीद है।
● इस अवसर पर स्वच्छता अभियान में योगदान देने वाले विभिन्न राज्यों के चैंपियनों को सम्मानित भी किया जाएगा।
● इस अभियान को विश्व बैंक से समर्थन प्राप्त है और इसकी औपचारिक शुरुआत होने के तुरंत बाद इसे देशभर में चलाया जाएगा।
● जिन लोगों के घरों में शौचालय है, इसके बावदूद वे इसका इस्तेमाल नहीं करते, उनके व्यवहार में परिवर्तन लाने के उद्देश्य से इस अभियान को तैयार किया गया है। इस अभियान की एक विशेषता प्रसिद्ध अभिनेत्री अनुष्का शर्मा का इसमें शामिल होना है।
● अनुष्का महिलाओं को इस मुद्दे के बारे में आगे बढ़कर आवाज़ उठाने के लिए प्रेरित करेंगी।
● श्री बच्चन स्वच्छ भारत मिशन के बड़े समर्थक रहे हैं और वर्तमान में जारी स्वच्छ भारत अभियान के साथ भी वह जुड़े हुए हैं। स्वच्छ भारत मिशन के केन्द्र में लोगों के व्यवहार में परिवर्तन लाना शामिल है, जिसके लिए देशभर में सूचना-शिक्षा-संचार (आईईसी) अभियान चलाए जा रहे हैं।
● संचार अभियानों को केन्द्र एवं राज्य दोनों स्तरों पर अपनाया गया है ताकि शौचालयों के प्रयोग को अधिक से अधिक बढ़ाने के क्रम में जागरूकता फैलाई जा सके। दरअसल इस अभियान का उद्देश्य खुले में शौच मुक्त भारत का निर्माण करना भी है।
प्रकाश जावड़ेकर ने रैगिंग से निपटने के लिए यूजीसी एप की शुरूआत की
केंद्रीय मानव संसाधन विकास मंत्री श्री प्रकाश जावडेकर ने आज नई दिल्ली में विश्वविद्यालय अनुदान आयोग (यूजीसी) द्वारा निर्मित एक 'एंटी रैंगिंग मोबाइल एप' की शुरूआत की।
● इस अवसर पर श्री जावड़ेकर ने कहा इस मोबाइल एप्लिकेशन से छात्रों को रैगिंग की समस्या से निपटने में मदद मिलेगी।
● मंत्री महोदय ने कहा कि इससे पहले रैगिंग की शिकायत दर्ज कराने के लिए वेबसाइट का सहारा लेना पड़ता था और हमारे रिकॉर्ड से पता चलता है कि समय पर की गई कार्रवाई से ऐसे मामलों में कमी आई थी, लेकिन अभी भी इस तरह की समस्याओं का पूरी तरह से सफाया करने की जरूरत है।
● श्री जावडेकर ने कहा कि मेरी जानकारी के अनुसार कॉलेज परिसरों में अधिकतर सीनियर छात्र अपने जूनियर छात्रों की मदद करते हैं और उनका मार्गदर्शन करते हैं। लेकिन कुछ रैंगिंग के मामले भी आते हैं जिन्हें पूरी तरह से खत्म करने की जरूरत है।
● उन्होंने कहा, “नए छात्र को दी जाने वाली मानसिक या शारीरिक यातना रैंगिंग है जिसकी अनुमति नहीं दी जायेगी, यह बिल्कुल स्वीकार्य नहीं है और इसीलिए यह एप इस तरह के अनुभव से गुजरने वाले युवाओं के लिए एक कारगर माध्य के रूप में कार्य करेगा।”
● मंत्री महोदय ने कहा कि यह एप एंड्रॉयड सिस्टम पर कार्य करेगा जहां छात्र तुरंत ही अपनी शिकायत दर्ज करा सकेंगे। तदानुसार इस पर तुरंत कार्रवाई शुरू की जायेगी।
वायु सेना स्टेशन सरसवा में शहीदी दिवस मनाया गया
देश की रक्षा में अपने प्राणों का बलिदान देने वाले शहीद सैनिकों के सम्मान में देशभर में शहीदी दिवस मनाया गया।
● 28 मई 1999 को करगिल ऑपरेशन के दौरान भारतीय वायुसेना के चार जवान भी विरोधियों से लोहा लेते हुए शहीद हो गए थे।
● इस दिन एमआई-17 हेलिकॉप्टर ने इस मिशन को पूरा करने के लिए उड़ान भरी थी। इसमें स्क्वॉड्रन लीडर राजीव पुंडीर (पायलट), फ्लाइट लेफ्टिनेंट एस मुहिलान (सह पायलट), सर्जेन्ट पीवीएनआर प्रसाद (फ्लाइट गनर) और सर्जेन्ट आरके साहु (फ्लाइट इंजीनियर) के तौर पर सवार थे।
● करगिल सेक्टर में टाइगर हिल पर रॉकेट हमला करने के दौरान, शत्रुओं ने हेलिकॉप्टर पर हमला कर इसे नीचे गिरा दिया था। इस घटना में ये चारों वायु सेना के योद्धा शहीद हो गए थे।
● उसके बाद से ही इन बहादुर शहीदों के सम्मान में इस दिन को इस स्टेशन पर प्रति वर्ष शहीदी दिवस के रूप में मनाया जाता है।
● इस वर्ष 28 मई को एयर ऑफिसर कमांडिंग और एयर फोर्स स्टेशन सरसवा के सभी वायु योद्धाओं ने करगिल में बलिदान देने वाले शहीदों को पुष्प अर्पित कर श्रद्धांजलि दी।
● इसी दौरान, इस स्टेशन के चार हेलिकॉप्टरों ने ‘मिसिंग मैन फॉर्मेशन’ के लिए आसमान में उड़ान भरी। शाम के समय कैंडल लाइट कार्यक्रम का भी आयोजन किया गया, जिसमें स्टेशन के सभी परिवार इकट्ठा हुए और इन योद्धाओं को श्रद्धांजलि अर्पित की।
भारत-मोरक्को संयुक्त आयोग की 5वीं बैठक आयोजित
भारत-मोरक्को संयुक्त आयोग की 5वीं बैठक (जेसीएम) का आयोजन 25 एवं 26 मई 2017 को रबात में किया गया। जेसीएम का शुभारंभ केन्द्रीय वाणिज्य एवं उद्योग राज्यमंत्री (स्वतंत्र प्रभार) श्रीमती निर्मला सीतारमण ने किया था।
● मोरक्को के उद्योग दिवस के अवसर पर मोरक्को सरकार के उद्योग, निवेश, व्यापार एवं डिजिटल अर्थव्यवस्था मंत्रालय द्वारा कैसाब्लांका में 25 मई को आयोजित कार्यक्रम में श्रीमती निर्मला सीतारमण मुख्य वक्ता थी।
● उन्होंने भारत के प्रगत संगणक विकास केन्द्र (सीडीएसी) और मोरक्को के इंस्टिट्यूट डेस पोस्टेस एट टेलिकम्युनिकेशन (आईएनपीटी) के साझा सहयोग से संचालित कैसाब्लांका स्थित सूचना प्रौद्योगिकी उत्कृष्टता केन्द्र का दौरा किया।
● उन्होंने मोरक्को सरकार के प्रमुख डॉ. साद अल ओथामी से मुलाकात की। उन्होंने मोरक्को के उपकरण, परिवहन, रसद और जल मंत्री श्री अब्देलकादेर अमारा और अर्थव्यवस्था एवं वित्त मंत्री श्री मोहम्मद बौसेद से द्विपक्षीय स्तर की वार्ता भी की।
● उन्होंने 26 मई 2017 को मोरक्को के उद्योग, निवेश, व्यापार और डिजिटल अर्थव्यवस्था मंत्री श्री मौले हाफिद अल अलामी से मुलाकात की। सभी गणमान्य लोगों से वार्ता के दौरान द्विपक्षीय संबंधी के आर्थिक पहलुओं पर केन्द्रित उत्कृष्ट राजनीतिक संबंधों पर विस्तार से चर्चा की गई।
● 26 मई 2017 को रबात में आयोजित 5वीं भारत-मोरक्को संयुक्त आयोग की बैठक में भारत के प्रसार भारती और मोरक्को के सोसाइट नैशनल दी रेडियोडिफ्युज़न एट दी टेलीविज़न (एसएनआरटी) के बीच प्रसारण सहयोग के लिए समझौता ज्ञापन पर हस्ताक्षर किए गए।
● प्रसार भारती की ओर से भारत के राजदूत डॉ. खेया भट्टाचार्य और एसएनआरटी के मुख्य कार्यकारी अधिकारी श्री फेयकल लराइची ने समझौता ज्ञापन पर हस्ताक्षर किए।
जीएसटी सुविधा प्रदाता के रूप में कार्य करेगा सीएससी
शीर्ष ग्राम स्तरीय उद्यमियों (वीएलई) को प्रशिक्षित करने और सीएससी के माध्यम से ग्रामीण भारत में जीएसटी योजनाओं के कार्यान्वयन को सक्षम बनाने के लिए आज ‘’जीएसटी सेवा प्रदाता के रूप में सीएससी’’ पर एक कार्यशाला का आयोजन किया गया।
● आम सेवा केंद्रों को एक जीएसटी सुविधा प्रदाता के रूप में प्रस्तावित किया गया। सीएससी व्यापारियों को पंजीकरण की मदद, रिटर्न दाखिल करने तथा जीएसटी के तहत विभिन्न आवश्यकताओं की पूर्ति के लिए मदद करेगा। ये देश भर में जीएसटी के कार्यान्वयन से संबंधित प्रशिक्षण आयोजित करेगा।
● केंद्रीय विधि और न्याय मंत्री, इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी मंत्री श्री रविशंकर प्रसाद ने इस कार्यक्रम का उद्घाटन किया। उन्होंने कहा कि ग्राम स्तर के उद्यमी डिजिटल भारत के लिए रैपिड एक्शन फोर्स हैं और उन्हें उम्मीद हैं कि ये सही मायनों में भारत में डिजिटल क्रांति के अग्रदूत बन सकते हैं और आर्थिक रूप से समावेशी डिजिटल समाज का निर्माण कर सकते हैं।
● भारत डिजिटल क्रांति के अवसर को छोड़ना नहीं चाहता, बल्कि इसका लक्ष्य इस क्रांति का अगुवा बनना है और इसके लिए सीएससी हमारी मदद करेगा।
● उन्होंने कहा कि ग्रामीण स्तर पर सभी सुविधाएं प्रदान करने के लिए वीएलई सरकार की रणनीति के महत्वपूर्ण घटक है और वह दिन दूर नहीं है, जब दूर-दराज के ग्राहकों तक पहुंचने के लिए निजी उद्यमी सीएससी की तरफ रूख करेंगे।
● इस पहल की रोजगार क्षमता के बारे में बात करते हुए उन्होंने कहा कि वर्तमान में 2,50,000 सीएससी के माध्यम से लगभग दस लाख लोगों को रोजगार मिल रहा है। यह आंकड़ा भविष्य में 25 लाख तक जा सकता है, क्योंकि निजी और सार्वजनिक दोनों क्षेत्रों में सेवाओं का विस्तार होगा।
● मंत्री महोदय ने कहा कि जीएसटी का अर्थ एक देश, एक कर है। उन्होंने कहा कि जीएसटी सुविधा प्रदाता सेवा वीएलई के लिए एक बड़ा सुनहरा अवसर है।
बिहार लीची उत्पादन में देश का अग्रणी राज्य है
केन्द्रीय कृषि एवं किसान कल्याण मंत्री श्री राधा मोहन सिंह ने कहा है कि केन्द्र सरकार का मुख्य उद्देष्य लीची के विकास एवं उत्पादन बढ़ाने के लिए शोध करके नई-नई किस्मों एवं तकनीकों का विकास करना तथा लीची संबंधी जानकारी को प्रसार विभाग को उपलब्ध कराना है।
● केन्द्रीय कृषि मंत्री ने यह बात मुसाहारी, मुजफ्फरपुर, बिहार में लीची प्रसंस्करण संयंत्र के उद्घाटन और सह प्रशिक्षण के अवसर पर कही।
● श्री राधा मोहन सिंह ने कहा कि बिहार लीची उत्पादन में देश का अग्रणी राज्य है, अभी बिहार में 32 हजार हेक्टेयर क्षेत्रफल से लगभग 300 हजार मीट्रिक टन लीची का उत्पादन हो रहा है।
● बिहार का देश के लीची के क्षेत्रफल एवं उत्पादन में लगभग 40 प्रतिशत का योगदान है। लीची के महत्व को देखते हुए 6 जून, 2001 को यहाँ राष्ट्रीय लीची अनुसंधान केन्द्र की स्थापना की गयी।
● श्री सिंह ने कहा कि बिहार के कुल क्षेत्रफल एवं उत्पादन में मुजफ्फरपुर जिले का योगदान बहुत अच्छा है परन्तु लीची उत्पादकता जो अभी लगभग 8.0 टन की है, उसे बढ़ाने की जरूरत है।
● इस दिशा में सभी सरकारी संस्थानों, सहकारी समितियों एवं किसानों को आगे आना होगा। केन्द्रीय कृषि मंत्री ने कहा कि यह खुशी की बात है कि भाभा परमाणु अनुसंधान केन्द्र एवं राष्ट्रीय लीची अनुसंधान केन्द्र के वैज्ञानिकों ने लीची फल को उपचारित करके तथा कम तापमान पर 60 दिनों तक भंडारित करके रखने में सफलता पायी हैं।
● जिसका एक प्रसंस्करण संयंत्र भी विकसित किया गया है। श्री सिंह ने कहा कि यह तकनीक निश्चित रूप से लीची उत्पादकों एवं व्यापारियों के लिए उपयोगी सिद्ध होगी । श्री सिंह ने कहा कि इस तकनीक को प्रभावशाली बनाने के लिए उत्पादकों को अच्छी गुणवत्ता के फल का उत्पादन करना होगा, जिसके लिए राष्ट्रीय लीची अनुसंधान केन्द्र, मुजफ्फरपुर ने अनेक तकनीकों का विकास किया है ।
● राष्ट्रीय लीची अनुसंधान केन्द्र, मुजफ्फरपुर प्रत्येक वर्ष लगभग 35-40 हजार पौधे देश के विभिन्न संस्थानों/राज्यों को उपलब्ध करा रहा है।
● केन्द्रीय कृषि मंत्री ने कहा कि राष्ट्रीय लीची अनुसंधान केन्द्र, आईसीएआर के अन्य संस्थानों तथा राज्यों के कृषि विष्वविद्यालयों एवं केन्द्र तथा राज्य सरकारों के विकास प्रतिष्ठानों जैसे-राष्ट्रीय बागवानी बोर्ड, एपीडा, राष्ट्रीय बागवानी मिशन आदि के साथ मिलकर कार्य कर रहा है।
