NATIONAL:
Lok Sabha passed the 2019 Muslim Women (Protection of Rights on Marriage) Bill
• Lok Sabha passed the Muslim Women (Protection of Rights on Marriage) Bill, 2019 on 25 July. The Bill was introduced by the Law Minister Ravi Shankar Prasad. The bill is for the justice, respect and dignity of women.
• Provisions of th eBill: The Bill criminalises instant triple talaq among Muslims. It also approves a jail term of three years for the husband.
The bill will replace the ordinance passed by the previous government in February. It should be noted that around 20 Muslim countries in the world, including Pakistan and Malaysia, have banned the triple talaq.
Opposition:
The Bill was opposed by BJP ally Janata Dal (United). The party said that it will create distrust among a particular community.
The Companies Amendment Bill, 2019 introduced in Lok Sabha on 25 July
• The Companies (Amendment) Bill, 2019 has been introduced in Lok Sabha on 25 July. The Bill was introduced by the Union Finance Minister Nirmala Sitharaman.
• Provision of the Ordinance:
16 of the offences that are punishable with fine or imprisonment, or both has been recategorised as it empowers the adjudicating officers, who are appointed by the central government, may now levy penalties instead.
The ordinance prohibits a company from issuing shares at a discount, except in certain cases.
• It also says that a company can not commence business unless it files a declaration within 180 days of incorporation or files a verification of its registered office within 30 days of incorporation.
The companies must register charges such as mortgages on its property within 30 days of creation of charge.
Lok Sabha cleared the Unlawful Activities Prevention (Amendment) Bill, 2019
• Lok Sabha cleared theUnlawful Activities Prevention (Amendment) Bill, 2019. The Bill aims to end terrorism.
• Provisions of the Bill: The Bill will now empower the government to designate individuals as terrorists. If any person commits or participates in acts of terrorism or involved in terrorist, he/she can be designated as terrorist.
The Director-General of the National Investigation Agency (NIA) can now grant approval of seizure or attachment of property when the case is investigated by the agency.
• Bill was opposed: The amendments to the Bill was opposed saying that the legislation violates Article 21 and also lacks judicial review. Also, the opposition said that the intent of the Bill will be used to just detain people in jail and deny them a trial. The Bill was also termed as anti-federalism and anti-people.
BUSINESS AND ECONOMY:
RIL became the top Indian company in the latest Fortune Global 500 list
• Reliance Industries (RIL) has topped the Indian company to feature in the latest Fortune Global 500 list. RIL has moved 42 positions from its previous and has secured 106th ranking. The Indian company that stands next to RIL is the state-run Indian Oil Corporation (IOC). It has secured 117th rank.
RIL:
The profit of RIL has been increased from $62.3 billion to $82.3 billion in 2019. IOC has recorded a 17.7% growth in revenue from $65.9 billion to $77.6.
• Other Indian Companies in the list:
The other companies that are included in the Fortune Global 500 list are ONGC that ranked 160, State Bank of India that ranked 236, Tata Motors that ranked 265, Bharat Petroleum which ranked 275 and Rajesh Exports that ranked 495.
APPOINTMENTS AND RESIGNATION:
Priti Patel has been appointed as the Britains first Indian origin home secretary
• Priti Patel has been appointed as the Britain's first Indian-origin home secretary which is a part of Prime Minister Boris Johnson's top team on 25 July. She will replacePakistani-origin Sajid Javid. He has been transferred to the Treasury department as the first ethnic minority Chancellor of the Exchequer.
• About Priti Patel:
Patel was a prominent member from the Conservative Party leadership. She was a member of the Back Boris campaign. Since 24 July 2019, she has been Secretary of State for the Home Department. Also, a Member of Parliament for Witham in Essex since 2010. She was previously International Development Secretary from 2016 to 2017. Patel has also served as a junior Treasury minister. She has released a report on the British economy arguing for lower taxes and for a new Bank of England mandate more focused on asset price inflation and financial imbalances.
Congress leader Adhir Ranjan Chowdhury appointed PAC Chairman
• Congress party leader Adhir Ranjan Chowdhury appointed as the Chairman of the Public Accounts Committee (PAC).The post was held by Congress leader Mallikarjun Kharge .He recently concluded elections lost from Gulbarga constituency in Karnataka to BJP's Umesh Jadhav.Chowdhury along with former Union Ministers Satyapal Singh and Jayant Sinha elected as the members of PAC
• The other members elected to the committee from Lok Sabha are TR Baalu (DMK), Subhash Chandra Baheria, Sudheer Gupta, Darshana Vikram Jardosh, Ajay (Teni) Misra, Jagadambika Pal, Vishnu Dayal Ram, Ram Kripal Yadav (all BJP), Bhartruhari Mahtab (BJD), Rahul Ramesh Shewale (Shiv Sena), Rajiv Ranjan Singh (JD-U) and Balashowry Vallabbhaneni (YSRC Party).
SPORTS:
Boxing Legend Manny Pacquiao won WBA Super Welterweight title 2019
• Manny Pacquiao(40) won the WBA (World Boxing Association) welterweight championship 2019. He defeated Keith Thurman of US at the MGM Grand Garden Arena, United States. Two judges scored it 115-112 in favor of Pacquiao. The one judge scored it 114-113 to Thurman.
• The eight-division world champion Pacquiao improved to 62-7-2 score with 39 knockouts. He is currently serving as a senator of the Philippines won 12 major world titles as well as being the first boxer to win the lineal championship in five different weight classes.
• He won the “Best Fighter ESPY Award. He currently ranks No. 4 in Boxer's ranking of the greatest pound for pound boxers of all time.
राष्ट्रीय:
मुस्लिम महिला (विवाह अधिकार संरक्षण) विधेयक, 2019
• लोक सभा ने एक बार फिर मुस्लिम महिला (विवाह अधिकार संरक्षण) विधेयक, 2019 (Muslim Women (Protection of Rights on Marriage) Bill, 2019) पारित कर दिया है।
प्रमुख बिंदु
इस विधेयक में तीन तलाक को गैर-ज़मानती अपराध घोषित करते हुए पुरुषों के लिये तीन साल की जेल का प्रावधान किया गया है।
यह कानून महिला सशक्तीकरण से संबंधित है।
उल्लेखनीय है कि पाकिस्तान और मलेशिया सहित दुनिया के 20 मुस्लिम देशों ने तीन तलाक पर प्रतिबंध लगा दिया है।
मजिस्ट्रेट को पीड़िता का पक्ष सुनने के बाद सुलह कराने और ज़मानत देने का अधिकार होगा।
मुकदमे से पहले पीड़िता का पक्ष सुनकर मजिस्ट्रेट आरोपी को ज़मानत दे सकता है।
पीड़िता, उसके रक्त संबंधी और विवाह के बाद बने उसके संबंधी ही पुलिस में प्राथमिकी दर्ज करा सकते हैं।
पति-पत्नी के बीच यदि किसी प्रकार का आपसी समझौता होता है तो पीड़िता अपने पति के खिलाफ दायर किया गया मामला वापस ले सकती है।
मजिस्ट्रेट को पति-पत्नी के बीच समझौता कराकर विवाह बरकरार रखने का अधिकार होगा।
तीन तलाक की पीड़ित महिला मजिस्ट्रेट द्वारा तय किये गए मुआवज़े की भी हकदार होगी।
इस विधेयक की धारा 3 के अनुसार, लिखित या किसी भी इलेक्ट्रॉनिक विधि से एक साथ तीन तलाक कहना अवैध तथा गैर-कानूनी होगा।
लोकसभा में कंपनी संशोधन विधेयक 2019 पेश
• लोकसभा में बृहस्पतिवार को कंपनी संशोधन विधेयक 2019 पेश किया गया जो कंपनी संशोधन दूसरा अध्यादेश 2019 का स्थान लेने के लिए लाया गया है। विपक्षी दलों ने विधेयक पेश करने का विरोध करते हुए कहा कि इसे जल्दबाजी में लाया गया और सदस्यों को अध्ययन के लिए पूरा समय नहीं मिला।वित्त मंत्री निर्मला सीतारमण जैसे ही विधेयक पेश करने के लिये उठीं, वैसे ही तृणमूल कांग्रेस के सौगत राय ने इसका विरोध करते हुए कहा कि यह कार्यसूची में नहीं था।किसी सूची में इसकी जानकारी नहीं दी गई कि इस विधेयक को लाना है।उन्होंने कहा कि ऐसा लगता है कि सरकार जल्दबाजी में है।आसन को निर्देश देना चाहिए कि आज मंत्री विधेयक को वापस लें और कल पेश करें।कांग्रेस के अधीर रंजन चौधरी ने कहा कि सदन की कार्यवाही के संचालन की प्रक्रिया है और नियम है।उससे अलग होकर काम नहीं करना चाहिए।इस पर वित्त मंत्री निर्मला सीतारमण ने कहा कि यह कोई ऐसा विधेयक नहीं है जो बिना चर्चा के आया हो।इस बारे में 2 नवंबर 2018 को कंपनी संशोधन अध्यादेश आया था।4 जनवरी 2019 को लोकसभा ने इसके स्थान पर विधेयक को मंजूरी दी थी।यह विधेयक राज्य सभा में सूचीबद्ध था लेकिन इसे नहीं लिया जा सका।इसके कारण कंपनी संशोधन दूसरा अध्यादेश 2019 लाया गया।मंत्री ने कहा कि अब कंपनी संशोधन दूसरा अध्यादेश 2019 का स्थान लेने के लिए कंपनी संशोधन विधेयक 2019 लाया गया।सीतारमण ने कहा कि सदस्य अध्यादेश का विरोध करते हैं, तब अध्यादेश के स्थान पर यह विधेयक लाया गया है, यही सर्वश्रेष्ठ उपाय है।विधेयक के उद्देश्यों एवं कारणों के अनुसार इसके माध्यम से कंपनी अधिनियम 2013 की धारा 2 के खंड 41 का संशोधन करने की बात कही गई है जिससे केंद्र सरकार को कुछ कंपनियों को भिन्न भिन्न वित्तीय वर्ष रखने देने का अधिकार दिया गया है। इसमें कंपनियों के रजिस्टर से कंपनी का नाम हटाने के लिये कार्रवाई आरंभ करने के लिये पंजीयक को सशक्त करने वाले अधिनियम की धारा 12 का संशोधन करने की बात कही गयी है, यदि कंपनी इस अधिनियम के उपबंधों के अनुसार कोई कारोबार नहीं कर रही है।इसके तहत अधिनियम की सोलह धाराओं का संशोधन करने की बात कही गई है जिससे विशेष न्यायालय के भार को कम करने के लिये उक्त धाराओं में यथा उल्लिखित दंड को जुर्माने से बदलकर मौद्रिक दंड में बदला जा सके।
व्यापार और अर्थव्यवस्था:
फॉर्च्यून ग्लोबल 500 लिस्ट में IOC को पछाड़ RIL बनी सबसे ऊंची रैंकिंग वाली भारतीय कंपनी
• मुकेश अंबानी की अगुवाई वाली रिलायंस इंडस्ट्रीज 42 स्थानों की छलांग के साथ फॉर्च्यून ग्लोबल 500 सूची में भारत की सबसे ऊंची रैंकिंग वाली कंपनी बन गई है। अभी तक इस सूची में सार्वजनिक क्षेत्र की इंडियन आयल कॉरपोरेशन (आईओसी) फॉर्च्यून 500 इंडिया सूची में पहले स्थान पर थी। पहली बार यह सूची 2010 में जारी हुई थी।
फॉर्च्यून ने कहा, ‘इस साल रिलायंस इंडस्ट्रीज ग्लोबल 500 की सूची में 106वें स्थान पर है। इसने आईओसी को पीछे छोड़ा है जो 117वें पायदान पर है।’ वर्ष 2019 में रिलायंस इंडस्ट्रीज की आमदनी 32.1 प्रतिशत बढ़कर 82.3 अरब डॉलर पर पहुंच गई, जो 2018 में 62.3 अरब डॉलर थी। वहीं दूसरी ओर आईओसी की आमदनी इस दौरान 17.7 प्रतिशत बढ़कर 65.9 अरब डॉलर से 77.6 अरब डॉलर हो गई।
सालाना 7.2 फीसदी की दर से बढ़ी RIL की आमदनी
फॉर्च्यून ने कहा कि पिछले दस साल के दौरान रिलायंस इंडस्ट्रीज की आमदनी में सालाना 7.2 प्रतिशत की वृद्धि दर्ज हुई है। 2010 में यह 41.1 अरब डॉलर थी। वहीं इस अवधि में आईओसी की आमदनी सालाना आधार पर 3.64 प्रतिशत बढ़ी है। 2010 में यह 54.3 अरब डॉलर थी। रिलायंस इंडस्ट्रीज और आईओसी के अलावा इस सूची में शामिल अन्य भारतीय कंपनियां हैं- ऑयल ऐंड नैचुरल गैस कॉरपोरेशन (ओएनजीसी), भारतीय स्टेट बैंक (एसबीआई), टाटा मोटर्स, भारत पेट्रोलियम कॉरपोरेशन लि. (बीपीसीएल) और राजेश एक्सपोर्ट्स।

PAC का किया गया पुनर्गठन, कांग्रेस के अधीर रंजन चौधरी बनाये गए अध्यक्ष
• संसद की लोक लेखा समिति (पीएसी) का पुनर्गठन किया गया है और कांग्रेस सांसद अधीर रंजन चौधरी को इस महत्वपूर्ण समिति का अध्यक्ष नियुक्त किया गया है. लोकसभा सचिवालय से प्राप्त जानकारी के अनुसार, इस पुनर्गठित लोक लेखा समिति को 24 जुलाई 2019 से प्रभावी माना गया है और इसकी अवधि 30 अप्रैल 2020 को समाप्त होगी.
इस समिति में लोकसभा के 15 सदस्य तथा राज्यसभा के सात सदस्य हैं. लोकसभा सदस्यों में टी आर बालू, सुभाष चंद्र बहेरिया, सुधीर गुप्ता, दर्शना बिक्रम जरदोश, भृतहरि माहताब, अजय मिश्रा, जगदम्बिका पाल, विष्णु दयाल राम, राहुल रमेश शेवाले, राजीव रंजन सिंह, डॉ सत्यपाल सिंह, जयंत सिन्हा, बी बल्लभानेनी, राम कृपाल यादव शामिल है.
