Ram Vilas Paswan inaugurates National Consultation meeting of the State Secretaries and Controllers of Legal Metrology in New Delhi
Ram Vilas Paswan, the Union Minister of Consumer Affairs, Food & Public Distribution said that right measurement is a powerful instrument for a sustainable growth of the industry and trade, and it also contributes towards the social progress of the country.
● Shri Paswan that the wrong or imprecise measurement builds mistrust, and is often a source of safety hazard. Shri Paswan stated it in his inaugural address on the occasion of National Consultation meeting of the State Secretaries and Controllers of Legal Metrology.
● National Consultation meeting was convened by the Department of Consumer Affairs, Ministry of Consumer Affairs Food and Public Distribution at Vigyan Bhawan in New Delhi today.
● Shri Paswan further stated that common consumer is still finding that accuracy of some of the critical instruments used in daily lives suffer from inaccuracies.
● There are doubts expressed sometimes regarding the accuracy of the petrol pumps, and weigh bridges used in agricultural mandis.
● Some manufacturers still disregard the provisions of packaged commodities rules. While appreciating the efforts of the state's, Shri Paswan advised the Department of consumer Affairs and States in coordination to enhance their efforts to improve consumer confidence in the system and create deterrence in the minds of the manufactures who indulge in unfair practices or pushing substandard products into the market.
● Shri Paswan also mentioned some of the significant steps taken by the Ministry In the last two years in a proactive manner to strengthen legal metrology.
● Some of the recent initiatives focused on action against charging more than MRP, declaring dual MRP and we are also contemplating changes to our packaged commodities rules.
Trivendra Singh Rawat sworn in as Uttarakhand chief minister
BJP leader Trivendra Singh Rawat was sworn in as Uttarakhand chief minister on Saturday after a massive victory in the assembly elections last month.
● Governor K K Paul administered the oath of office and secrecy to 56-year-old Rawat, and nine ministers at a ceremony at the Parade Grounds in Dehradun. The ceremony was attended by Prime Minister Narendra Modi, BJP chief Amit Shah and other national and state party leaders.
● Rawat, a former RSS pracharak, is the fifth BJP chief minister in Uttarakhand.
● Satpal Maharaj, Harak Singh Rawat, Madan Kaushik, Arvind Pandey, Subodh Uniyal, Yashpal Arya and Prakash Pant have been made Cabinet ministers.
● Rekha Arya and Dhan Singh Rawat took oath as ministers of state.
● The BJP decimated the Congress in the Assembly election, winning 57 of the 70 seats.
● Coupled with his administrative and organisational skills and experience, Rawat’s loyalty to the party and RSS ideology catapulted him to the top post in the state.
● Rawat was appointed the BJP’s national secretary in 2013. He was later made joint in-charge of the party’s affairs in Uttar Pradesh in 2014.
● He was BJP in-charge of Jharkhand ahead of the crucial assembly election, a responsibility he discharged well to further strengthen the party leadership’s trust in him.
Indian Oil to sell 24 percent stake in India JV to Lubrizol Corporation
The Cabinet today approved sale of state-owned Indian Oil Corporation's (IOC) 24 per cent stake in Lubrizol India Pvt Ltd to Lubrizol Corporation, USA for an undisclosed sum.
● "The sale will enable IOC to have long term association with its joint venture partner and...Lubrizol India Pvt Ltd (LIPL) to have access to the latest global additive technologies developed by Lubrizol Corporation, USA," an official statement said.
● LIPL, where the US firm holds the remaining 76 per cent stake, is in the lube additives business.
● "The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, today gave its in-principle approval to permit IOC to sell its 24 per cent equity in one of its joint venture companies, Lubrizol India Private Limited (LIPL) to Lubrizol Corporation, USA (LC), the other joint venture partner," the statement said.
India to push use of LNG for vehicles
India will start using liquefied natural gas (LNG) as a vehicle fuel after the Transport Ministry gave its approval.
● The Road, Transport and Highways Ministry has given a green light to the use of LNG as fuel for vehicles with dispensers at gas stations expected to be installed soon, reports New India Express.
● "We have given approval to LNG as an automobile fuel and now its standards would be defined by different Ministries including the Petroleum," said Union Minister Nitin Gadkari.
● He also said that the Indian government considered LNG as a “clean and future” fuel and that it would promote its use, as it would be good for the environment and it would reduce India´s oil imports.

New Zealand river becomes first in world to be given legal status of a person
A river in New Zealand has become the first in the world to be recognised as a living entity with its own rights and values and given the legal status of a person.
● The Whanganui River, located in the north island of New Zealand, has a special and spiritual importance for the Maori people.
● The New Zealand Parliament has just passed a bill which gives the river the ability to represent itself through human representatives, one appointed by a Maori community, known as Iwi, and one by the Crown, New Zealand news service Newshub reports.
● The new status of the Whanganui River, or Te Awa Tupua, is believed to be unique in the world.
● The Maori people recognise the river as part of the living mountains and the sea.
● Chris Finlayson, who negotiated the treaty, said the Whanganui Iwi had fought for recognition of the people’s relationship with the river since the 1870s.
Mercer released the results of the 19th annual Quality of Living Survey
Mercer on 14 March 2017 released the results of the 19th annual Quality of Living Survey. In the survey, while Vienna occupies the first place for overall quality of living for the 8th year running, Hyderabad was adjudged as the best Indian city in terms of living standards.
● The European cities that figured in the top 10 list are Zurich (2), Munich (4), Düsseldorf (6), Frankfurt (7), Geneva (8), Copenhagen (9) and Basel, a newcomer to the list, in 10th place.
● The only non-European cities in the top ten are Auckland (New Zealand) and Vancouver (Canada). They were placed at the 3rd and 5th position respectively.
● The survey also includes a city infrastructure ranking that assesses each city’s supply of electricity, drinking water, telephone and mail services.
● Singapore tops the city infrastructure ranking, followed by Frankfurt and Munich. Baghdad (230) and Port au Prince (231) rank last for city infrastructure.
● In the infrastructure rankings, Mumbai was ranked the highest at 141, which was followed by Kolkata (149) and Pune (151).

Jwala Gutta appointed SAI governing body member
India's most successful doubles specialist Jwala Gutta has been appointed a member of the governing body of Sports Authority of India (SAI).
● The 14-time national champion said she is looking forward to play her role in the development of sports in the country.
● The two-time Olympian Jwala, who has won the bronze medal at the 2011 World Championship, said: "The first meeting will be held on March 28th in Jawaharlal Nehru stadium in New Delhi and I am really looking forward to it. I don't yet know the details of my responsibilities but I will do my best."
● Jwala is a 2010 Delhi Commonwealth Games champion and a silver medallist at the 2014 Glasgow Games in women's doubles.

First fluorescent frog found in Argentina
The first naturally fluorescent frog was discovered recently in Argentina -- almost by chance.
● Argentine and Brazilian scientists at the Bernardino Rivadavia Natural Sciences Museum made the discovery while studying the metabolic origin of pigments in a tree-frog species common to South America.
● Under normal light the frog's translucent skin is a muted yellowish-brown color with red dots, but when the scientists shone an ultraviolet light on it, it turned a celestial green.
● According to one of them, Carlos Taboada, the case is "the first scientific record of a fluorescent frog."
● It also "generates new questions about visual communication in amphibians," he said.
● The team studied some 200 more examples to ensure the phenomenon was not due to the frog's captivity, and detected the fluorescent properties in all the specimens.

राम विलास पासवान ने राज्यों के सचिवों और विधिक मापविज्ञान नियंत्रकों की केंद्र सरकार के साथ राष्ट्रीय परामर्शी बैठक का उद्घाटन किया
राम विलास पासवान, केंद्रीय उपभोक्ता मामले, खादय एंव सार्वजनिक वितरण मंत्री ने कहा है कि उद्योग एवं व्यापार के सतत विकास के लिए सही पैमाइश एक शक्तिशाली साधन है और यह देश की सामाजिक प्रगति में भी योगदान देता है।
● गलत या अशुद्ध पैमाइश से अविश्वास पैदा होता है और यह अकसर सुरक्षा बाधा का स्रोत है। अत: मात्रात्मक आश्वासन की संस्कृति का संवर्धन- उपभोक्ता संरक्षण तथा आंतरिक व्यापार का प्राथमिक मुद्दा है।
● राम विलास पासवान ने यह बात आज नई दिल्ली में आयोजित राज्यों के सचिवों और विधिक मापविज्ञान नियंत्रकों की केंद्र सरकार के साथ राष्ट्रीय परामर्शी बैठक के उद्घाटन के असवर पर कही। इस बैठक का आयोजन केंद्रीय उपभोक्ता मामले के विभाग द्वारा किया गया था।
● पासवान ने इस अवसर पर कहा कि एक विधायी ढांचा होना चाहिए, हालांकि उसकी प्रभावकारिता उसके यथोचित कार्यान्वयन पर निर्भर करती है।
● आज भी आम उपभोक्ता अपने दैनिक जीवन में प्रयोग में आने वाले बी.पी. मीटर्स और भार तोलक मशीन जैसे कुछेक महत्वपूर्ण उपकरणों में मौजूद अशुद्धियों से पीडि़त है। कभी-कभी पेट्रोल पम्पों और कृषि मंडियों में प्रयोग किए जाने वाले धर्मकांटों की सत्यता पर भी संदेह किया जाता है।
● कुछेक विनिर्माता आज भी पैकबंद वस्तु नियमों के उपबंधों की अवहेलना करते हैं। राज्यों के प्रयासों की प्रशंसा करते हुए श्री पासवान ने उपभोक्ता मामले विभाग और राज्यों को सुझाव दिया कि वे प्रणाली में उपभोक्ताओं के विश्वास को बेहतर बनाने के प्रयासों को बढ़ाने के लिए और अनुचित व्यौहारों में लिप्त या बाजार में अवमानक उत्पादों को भेजने वाले विनिर्माताओं के दिमाग में डर पैदा करने के लिए एकजुट होकर कार्य करें।
● पासवान ने विधिक मापविज्ञान को मजबूत बनाने के लिए पिछले दो वर्षों के दौरान मंत्रालय द्वारा अग्रसक्रिय रूप से उठाए गए महत्वपूर्ण कदमों का भी उल्लेख किया। हाल ही में की गई कुछ पहलें, अधिकतम खुदरा मूल्य से अधिक प्रभार लेने, दोहरे अधिकतम खुदरा मूल्य की घोषणा करने के विरुद्ध कार्रवाई करने पर केन्द्रित हैं और हम पैकबंद वस्तुएं नियम में भी कुछ बदलाव करने के बारे में विचार कर रहे हैं।
उत्तराखंड के नए मुख्यमंत्री बने त्रिवेंद्र सिंह रावत, 9 मंत्रियों ने भी ली शपथ
देहरादून के परेड ग्राउंड में त्रिवेंद्र सिंह रावत ने उत्तराखंड राज्य के नौवें मुख्यमंत्री के रूप में शपथ ली।राज्यपाल कृष्णकांत पॉल ने उन्हें पद एवं गोपनीयता की शपथ दिलाई।
● त्रिवेंद्र सिंह रावत राष्ट्रीय स्वयंसेवक संघ (आरएसएस) के कार्यकर्ता के रूप जाने जाते हैं। उनके साथ नौ अन्य मंत्रियों ने भी शपथ ली।
● उत्तराखंड राज्य के मुख्यमंत्री पद के शपथ समारोह में प्रधानमंत्री नरेंद्र मोदी और भारतीय जनता पार्टी (भाजपा) के अध्यक्ष अमित शाह, केन्द्रीय मंत्री राजनाथ सिंह के साथ-साथ राष्ट्रीय जनतांत्रिक गठबंधन (राजग) सरकार के अन्य मंत्रियों व नेताओं भी शामिल होने की संभावना है।

न्यू जीलैंड संसद ने एक नदी को 'जिंदा' माना, दिए कानूनी अधिकार
न्यू जीलैंड में एक नदी को कानूनी तौर पर जीवित मान लिया गया है। इस नदी को एक जिंदा व्यक्ति होने का कानूनी दर्जा दिया गया है और इसके मुताबिक अधिकार भी दिए गए हैं।
● न्यू जीलैंड के उत्तरी द्वीप पर स्थित वाननुई नदी माओरी जनजाति के लोगों के लिए काफी अहमियत रखती है। इस नदी के साथ माओरी जनजाति के लोगों की आध्यात्मिक आस्थाएं जुड़ी हैं। यह पहला मौका है जब दुनिया में किसी नदी को जीवित व्यक्ति का दर्जा मिला है।
● न्यू जीलैंड की संसद ने एक बिल पास कर वाननुई नदी को एक जीवित व्यक्ति का दर्जा दिया है। नदी अब अपने प्रतिनिधियों के द्वारा अपना पक्ष भी रख सकती है। एक प्रतिनिधि को माओरी जनजाति के लोग और दूसरे प्रतिनिधि को यहां की राजशाही चुनेगी।
● माओरी जनजाति के लोग पहाड़ों और समुद्र की तरह इस नदी को भी जिंदा मानते हैं।
● 1870 के दशक से ही माओरी जनजाति के लोग वाननुई नदी के साथ अपने अनूठे संबंधों को पहचान और स्वीकृति दिए जाने की कोशिश कर रहे हैं।
● इन कोशिशों को अब जाकर यह अनोखा पड़ाव हासिल हुआ है कि संसद ने इसे एक जीवित व्यक्ति के समान मानते हुए कानूनी अधिकार दिए हैं। वाननुई नदी न्यू जीलैंड की तीसरी सबसे लंबी नदी है।
बैडमिंटन खिलाड़ी ज्वाला गुट्टा भारतीय खेल प्राधिकरण की सदस्य नियुक्त
भारत की सबसे सफल डबल्स में ज्वाला गुट्टा को भारतीय खेल प्राधिकरण (एसएआई) की सदस्य नियुक्त किया गया है. 14-बार की राष्ट्रीय चैंपियन ज्वाला ने कहा कि वह देश में खेल के विकास में उनकी भूमिका निभाने के लिए उत्सुक हैं.
● ज्वाला गुट्टा ने कहा कि मैं एसएआई सदस्य नियुक्त होने पर वास्तव में काफी खुश हूं. मुझे दो दिन पहले एक कॉल आया जब उन्होंने मुझे इसके बारे में बताया. मैं हमेशा खेल के विकास के लिए कुछ करना चाहती थी.

इंडियन ऑयल कॉरपोरेशन लिमिटेड लुब्रियाजोल इंडिया प्राइवेट लिमिटेड की 24 फीसदी इक्विटी को लुब्रियाजोल कॉरपोरेशन, अमेरिका को बेचने की मंजूरी प्रदान की
आर्थिक मामलों की कैबिनेट समिति (सीसीईए) ने नई दिल्ली में 15 मार्च 2017 को इंडियन ऑयल कॉरपोरेशन लिमिटेड (इंडियनऑयल) ने मेसर्स लुब्रियाजोल इंडिया प्राइवेट लिमिटेड (एलआईपीएल) की 24 फीसदी इक्विटी को लुब्रियाजोल कॉरपोरेशन, अमेरिका (एलसी) को बेचने की मंजूरी प्रदान की. सीसीईए की बैठक की अध्यक्षता प्रधानमंत्री नरेन्द्र मोदी ने की.
● इस बिक्री से लुब्रियाजोल कॉरपोरेशन के साथ इंडियनऑयल का दीर्घकालिक संपर्क स्थापित होगा.
● इंडियन ऑयल कॉरपोरेशन (इंडियन ऑयल) भारत का सबसे बड़ा व्यावसायिक उद्यम है. वर्ष 2015-16 हेतु इसका बिक्री टर्नओवर 3,99,601 करोड़ रु. (61 बिलियन अमेरिकी डॉलर) और लाभ 10,399 करोड़ रु. (1,589 मिलियन अमेरिकी डॉलर) था.
● भारत की प्रमुख राष्ट्रीय तेल कंपनी होने के कारण वर्तमान में 33,000 सशक्त कार्यबल के साथ इंडियन ऑयल भारत की ऊर्जा मांगों को आधी सदी से भी अधिक समय से पूरा करता आ रहा है.
● इसके व्यावसायिक हितों में पूरा हाइड्रोकार्बन वैल्यू– चेन जिसमें– रिफाइनिंग, पाइपलाइन परिवहन, पेट्रोलियम उत्पादों का विपणन, कच्चे तेल एवं गैस की खोज और उत्पादन एवं प्राकृतिक गैस एवं पेट्रोकेमिकल्स का विपणन शामिल है.
मर्सर ने वार्षिक क्वालिटी ऑफ लिविंग सर्वे के नतीजे जारी कर दिए
मर्सर ने 14 मार्च 2017 को 19वां वार्षिक क्वालिटी ऑफ लिविंग सर्वे के नतीजे जारी कर दिए. मर्सर द्वारा क्वालिटी ऑफ लिविंग के लिए किए गए सर्वे में वियना लगातार आठवें वर्ष पहले स्थान पर बना हुआ है जबकि लिविंग स्टैंडर्ड्स के मामले में हैदराबाद को सर्वश्रेष्ठ भारतीय शहर चुना गया.
● मर्सर द्वारा किए गए क्वालिटी ऑफ लिविंग सर्वे में शीर्ष 10 यूरोपीय शहरों में – ज्यूरिख (2), म्यूनिख (4), डसेलडोर्फ (6), फ्रैंकफर्ट (7), जिनेवा (8), कोपेनहेगन (8), और बासेल हैं. सूची में शामिल होने वाला बासेल शहर को नया स्थान प्रदान किया गया है, यह 10वें पायदान पर है.
● शीर्ष दस में शामिल होने वाले गैर– यूरोपीय देश हैं ऑक्लैंड (न्यूजीलैंड) और वैंकुवर (कनाडा). ये क्रमशः तीसरे और पांचवें पायदान पर हैं.
● सर्वे में शहर के बुनियादी ढांचे की रैंकिंग भी शामिल की गयी है, जिसमें शहर में बिजली की आपूर्ति, पेयजल, टेलीफोन और मेल सेवाओं का आकलन किया गया है.
● शहर के बुनियादी ढांचे की रैंकिंग (सिटी इंफ्रास्ट्रक्चर रैंकिंग में सबसे ऊपर सिंगापुर है, इसके बाद फ्रैंकफर्ट और म्यूनिख हैं. इस श्रेणी में बगदाद (230) और पोर्ट औ प्रिंस (231) सबसे नीचले पायदान पर हैं.

अर्जेंटीना में पहला फ्लोरेसेंट मेंढ़क मिला
वैज्ञानिकों के एक समूह ने अर्जेंटीना में सैंटा फे के पास दुनिया का पहला फ्लोरेसेंट मेंढ़क खोज निकाला है. सामान्य रौशनी में मेंढ़क हरा, पीला और लाल रंग का दिखता है लेकिन अंधेरे में यह तेज नीला और हरा रंग उत्सर्जित करता है.
● वैज्ञानिकों ने पाया कि दक्षिण अमेरिकी पोल्का डॉट वाले ट्री फ्रॉग फ्लोरेसेंट अणुओं का प्रयोग वैसे ही करते हैं जैसे अन्य पशु।
● यह खोज 13 मार्च 2017 को प्रोसीडिंग्स ऑफ द नेशनल एकेडमी ऑफ साइंसेस में प्रकाशित की गई थी.
● शोधकर्ताओं ने जब पोल्का डॉट ट्री फ्रॉग्स पर अल्ट्रावायलेट फ्लैशलाइट डाली तो वे यह देखकर आश्चर्यचकित हो गए कि इन मेंढ़कों ने फीके लाल की बजाए तीव्र हरापन लिए नीला चमक प्रदान किया.
● शोधकर्ता बिलिवर्डिन नाम के पिग्मेंट के कारण इन मेंढ़कों से लाल प्रतिदीप्ति प्राप्त करने की उम्मीद कर रहे हैं.
● पशुओं के लसीका ऊतक, त्वचा और ग्रंथियों के स्राव में तीन अणु– हीलोइन– एल1, हीलोइन– एल2, और हीलोइन– जी1, पाए गए जो हरे रंग की प्रतिदीप्ति के कारक हैं।
● अणुओं में गोलाकार संरचना और हाइड्रोकार्बन की श्रृंखला होती है. ऐसे ही अणु पौधों में पाए जाते हैं.
केंद्र सरकार ने एलएनजी का प्रयोग वाहन ईंधन के रूप में करने को मंजूरी प्रदान कर दी
केंद्र सरकार ने तरलीकृत प्राकृतिक गैस (एलएनजी) का प्रयोग वाहन ईंधन के रूप में करने को मंजूरी प्रदान कर दी है. केंद्रीय सड़क परिवहन व राजमार्ग मंत्री नितिन गडकरी ने जल्द ही देश भर में पेट्रोल पंपों की तरह नए एलएनजी गैस पंप स्थापित किए जाने की घोषणा की.
● इस बारे में पेट्रोनेट एलएनजी के साथ समझौता किया गया है. केंद्र सरकार की इस स्वीकृति के बाद पेट्रोलियम मंत्रालय सहित विभिन्न मंत्रालय इसके मानक परिभाषित करेंगे.
● परिवहन व राजमार्ग मंत्री नितिन गडकरी के अनुसार एलएनजी सस्ता व भविष्य का ईंधन है और केंद्र सरकार इसके प्रयोग को बढ़ावा दे रही है.
● देश की सबसे बड़ी प्राकृतिक गैस वितरक गेल इंडिया लिमिटेड ने अमेरिकी कंपनी डब्ल्यूजीएल से 25 लाख टन गैस खरीद का अनुबंध किया. यह अनुबंध 20 साल तक गैस खरीद हेतु किया गया।
● पेट्रोलियम एवं प्राकृतिक गैस राज्यमंत्री धर्मेंद्र प्रधान ने अमेरिका के ऊर्जा मंत्री रिक पेरी से अमेरिका से एलएनजी के आयात तथा ऊर्जा क्षेत्र में भारतीय निवेश की संभावना पर चर्चा की.
