Ministry of Steel Organises Second Steel Consumers’ Council Meeting in Bhubaneswar
The Second Meeting of the National Steel Consumers’ Council, on the theme of “Current Status of Steel Industry and the Way Forward’’ will be held under the Chairmanship of the Union Steel Minister Shri Chaudhary Birender Singh in Bhubaneswar on 16th June,2017 .
● The function of the Steel Consumer Council is to advise Government on matters relating to supply, availability, quality and the market trends of iron and steel.
● India is currently the third largest steel producer in the world; while the domestic steel consumption remains at only 60 Kgs per capita which is quite less in comparison to the world average of 208 kgs.
● There has been continued thrust from the Ministry of Steel to boost domestic steel consumption by exploring versatile steel uses. Recently, the Union Cabinet has approved the policy for providing preference to Domestically Manufactured Iron & Steel Products in Government procurement.
● The meeting comes at a good time to address all steel related issues.
Task Force on Innovation
Innovation is widely recognized as a central driver of economic growth and development. The Global Innovation Index (GII) aims to capture the multi-dimensional facets of innovation. India improved its innovation rank to reach 66th position from 81st (in 2015).
● This improvement in India’s rank came after 5 years of continuous drop in its ranking. Recognizing India’s potential to reach great heights in innovation and creativity, a Task Force on Innovation was set up on the directions of Ms. Nirmala Sitharaman, the Commerce & Industry Minister, Government of India.
● The Task Force on Innovation had the mandate of assessing India’s position as an innovative country, suggest measures to enhance the innovation ecosystem in India and thus improve India’s ranking in the GII. The Team, comprising of government officials and experts from private organisations & academia, has come up with its report which gives specific measures the measures to improve India’s rank.
● The report comprises recommendations and suggestions to improve India’s rank on all 82 indicators mentioned in GII 2016 report. It also points out the national and international models, programs or schemes which may be adopted and/ or replicated and scaled up to further improve India’s position in a particular indicator.
● In addition to this, the report analyses the methodology used in GII-2016 and calls for a need to re-examine and suitably modify the methodology in order to reflect true position of countries.
States shortlisted by NITI for transformative change in Health and Education
NITI Aayog has initiated a unique and novel initiative to catalyse transformational change in key Social Sectors. Under SATH (Sustainable Action for Transforming Human Capital), NITI Aayog and its knowledge partners will provide strategic, technical and implementation support to three states for each sector.
● A Committee comprising of Member, NITI Aayog , Sh Bibek Debroy, CEO, Amitabh Kant, Advisers of NITI Aayog and representatives of Health and Education Ministry spent two days assessing and vetting presentations by 14 States for each of the two social sectors.
● The States showcased the initiatives undertaken by them thus far, their willingness to accelerate improvement and justified why they should be selected for the institutional support being offered by NITI Aayog under the program.
● Transformative change in social sector is challenging as the pace is slow, as compared to the infrastructure sector. The issues are multi-layered and complex, involving both governance and building capacity of human capital.
● NITI Aayog has taken up this challenge and has decided to deep dive into handholding the States through a time bound and outcome oriented process. After final selection of the States, a Program Management Unit to push for efficiency and efficacy in governance structures and service delivery will be available at the State level for a period of 30 months.
● It is expected that these 36 months of focussed attention and support from the premier think tank will lead to a marked transformation and will also provide a model for other States to replicate and adapt.
Centre To Open Passport Service Centres In Head Post Offices
The Centre has decided to open passport service centres in all the 800 district head post offices across the country in two years' time to increase people's access to the facility, especially in remote areas.
● Making the announcement here today, minister of state for External Affairs V K Singh said, "150 post office passport seva kendras are being opened this year and within two years all the 800 head post offices in all the districts would be in place."
● "We have decided to ensure that no citizen is made to travel long distances for a passport. People in far-flung areas of the country find it difficult to obtain passports and redress passport-related grievances," Mr Singh said.
● The step has been initiated through a joint effort by the ministry of external affairs and the department of posts to deliver passport-related services to the people.
● Passport seva kendras have already been launched in several district head post offices in various parts of the country.
Yogi Adityanath opens new airport terminal at Gorakhpur
Uttar Pradesh Chief Minister Yogi Adityanath on Wednesday inaugurated a new terminal at the Gorakhpur airport.
● The Chief Minister, whose Lok Sabha constituency is Gorakhpur, said the terminal would provide better and more facilities to passengers.
● Adityanath recalled how the Gorakhpur airport was first opened for commercial flights in the late 1980s but later closed down. He said due to his efforts, Sahara Airlines started flights from Gorakhpur in 2000.
● Now Air India and Spice Jet have also started operating from Gorakhpur airport and more private airlines are likely to follow.

SBI Launched Prime Credit Card
State Bank of India, the country’s largest bank, plans to take its credit card venture SBI Card, public over the medium term, a top official said.
● SBI Card, the second-largest credit card issuer in the country, is also looking to become the industry leader over the next one year.
● “We definitely have plans to take SBI Card public. Much of it would depend on the completion of transaction that would raise our stake to 74 per cent in SBI Card.
● The intent to go in for initial public offering is there,” Dinesh Khara, Managing Director (Associates and Subsidiaries), SBI, told.
● Plans are also afoot to merge the two entities comprising the SBI Card joint venture with GE.
● This would happen after GE’s exit. SBI hopes that the transaction involving GE’s exit and it raising stake to 74 per cent will get over in the next quarter (July-September).

Indian warships arrive for bilateral maritime exercise
Three Indian warships sailed into Fremantle to participate in a week-long naval exercise off the Western Australian coast.
● Exercise Australia India (AUSINDEX) is a regular bilateral maritime exercise aimed at developing a deeper understanding and cooperation between the two navies.
● Commander Australian Fleet, Rear Admiral Stuart Mayer, said AUSINDEX 17 was a concrete example of India and Australia working more closely together to increase maritime security.
● “Australian and India share a commitment to a stable and prosperous Indian Ocean region,” Rear Admiral Mayer said.
● “AUSINDEX is a terrific opportunity to increase our interoperability and enhance the professional interaction of two great navies.
● “Amidst a very busy operational program for the Indian Navy, I am pleased to welcome their ships to Fremantle and look forward to a challenging and rewarding sea program.

इस्पात मंत्रालय भुवनेश्वर में इस्पात उपभोक्ता परिषद की दूसरी बैठक आयोजित करेगा
राष्ट्रीय इस्पात उपभोक्ता परिषद की दूसरी बैठक केन्द्रीय इस्पात मंत्री श्री चौधरी बीरेन्द्र सिंह की अध्यक्षता में भुवनेश्वर में 16 जून 2017 को होगी।
● इसकी थीम ‘इस्पात उद्योग की वर्तमान स्थिति और आगे की राह’ है। इस्पात उपभोक्ता परिषद सरकार को लोहे और इस्पात की आपूर्ति, उपलब्धता, गुणवत्ता और बाजार के रुझानों से संबंधित मसलों पर सलाह देती है।
● विश्व में भारत इस्पात का तीसरा बड़ा उत्पादक है, जबकि भारत की घरेलू स्टील खपत सिर्फ 60 किलो प्रति व्यक्ति है जो कि विश्व औसत 208 किलो के मुकाबले काफी कम है।
● स्टील मंत्रालय घरेलू स्टील खपत को बढ़ाने के लिए स्टील के तरह-तरह के इस्तेमाल को बढ़ावा देने के लिए निरंतर प्रेरित करता रहता है।
● हाल ही में, केन्द्रीय मंत्रिमंडल ने एक नीति को मंजूरी दी जिसमें सरकारी खरीद में लोहे के घरेलू उत्पादकों और स्टील उत्पादों को प्राथमिकता दी गई है। इस बैठक में स्टील से जुड़े सभी मुद्दों पर बातचीत हो सकेगी।
● स्टील उद्योग के विकास में उड़ीसा के सार्वजनिक क्षेत्र की महत्वपूर्ण भूमिका रही है। उड़ीसा जैसे राज्य, देश में स्टील की ग्रामीण खपत के बड़े संभावित केन्द्र हो सकते हैं।
● भारत में स्टील बनाने के लिए उड़ीसा एक अनुकूल जगह हो सकती है। राज्य की प्रतिभावान आबादी और उसके भौगोलिक लाभ भी हो सकते हैं। सम्मेलन के लिए उड़ीसा के भुवनेश्वर का चयन देश में स्टील उत्पादन में इस राज्य के अहम योगदान को ध्यान में रखते हुए आदर्श चयन है।
● यह बैठक घरेलू स्टील खपत, घरेलू स्टील उद्योग परिदृश्य, वैश्विक स्टील रुझान और निर्माण कार्यों में स्टील के इस्तेमाल के लाभ की चर्चा के लिए एक मंच प्रदान करेगी। इस बैठक में विभिन्न मंत्रालयों के प्रतिनिधि, कई उद्योग संघ, लोहे और स्टील उद्योग के उत्पादक और उपभोक्ता, भवन निर्माता और उससे जुड़े उद्योग, उद्योग विशेषज्ञ और अग्रणी घरेलू स्टील निर्माता शामिल होंगे।
नीति आयोग ने स्वास्थ्य और शिक्षा के क्षेत्र में पूर्ण बदलाव के लिए राज्यों की संक्षिप्त सूची तैयार की।
नीति आयोग ने एक विशिष्ट और नवीन कार्यक्रम शुरू किया है, जिसके अंतर्गत आयोग महत्वपूर्ण सामाजिक क्षेत्रों में रूपांतरकारी बदलावों को उत्प्रेरित करने में मदद करेगा।
● एसएटीएच/साथ (सस्टेनेबल एक्शन फॉर ट्रासफोर्मिंग ह्युमन कैपिटल) यानी मानव पूंजी को रूपांतरित करने के लिए स्थायी कार्रवाई, के अंतर्गत, नीति आयोग और इसके ज्ञान संबंधी भागीदार प्रत्येक क्षेत्र के लिए तीन राज्यों को कार्यनीतिक, तकनीकी और कार्यान्वयन संबंधी जानकारी हासिल करने में मदद करेंगे।
● इस बारे में नीति आयोग की एक समिति ने 14 राज्यों के प्रतिवेदनों का पुनरीक्षण किया ताकि प्रत्येक दो सामाजिक क्षेत्रों में मदद के लिए उनका चयन किया जा सके। समिति में नीति आयोग के सदस्य श्री बिबेक देबराय, मुख्य कार्यकारी अधिकारी अमिताभ कांत, नीति आयोग के परामर्शदाता और स्वास्थ्य एवं शिक्षा मंत्रालय के प्रतिनिधि शामिल थे।
● समिति की बैठक में दो दिन तक विचार-विमर्श किया गया। राज्यों ने इन क्षेत्रों में अब तक किए गए उपायों और सुधार लाने की इच्छा ज़ाहिर की और कार्यक्रम के अंतर्गत नीति आयोग द्वारा प्रस्तावित नीतिगत सहायता प्रदान किए जाने के बारे में अपना-अपना पक्ष रखा।
● नीति आयोग ने इस चुनौती को स्वीकार करते हुए यह निर्णय किया कि वह एक समयबद्ध और परिणामोन्मुखी प्रक्रिया के ज़रिए राज्यों की मदद करने के गंभीर प्रयास करेगा।
● राज्यों के अंतिम चयन के बाद एक कार्यक्रम प्रबंधन एकांश 36 महीने के लिए राज्य स्तर पर तैनात की जायेगी ताकि सरकारी ढांचे और सेवा वितरण क्षेत्र में सक्षमता और प्रभावोत्पादकता बढ़ायी जा सके।
● स्वास्थ्य क्षेत्र में पांच राज्यों को संक्षिप्त सूची में शामिल किया गया है, जिनमें से तीन राज्यों को अंतिम रूप से चुना जाना है। ये हैं-उत्तर प्रदेश, बिहार, असम, कर्नाटक और गुजरात।
● इसी प्रकार शिक्षा क्षेत्र में संक्षिप्त सूची में शामिल राज्यों में मध्य प्रदेश, ओडिसा, छत्तीसगढ़, झारखंड और आंध्र प्रदेश शामिल हैं। इन दोनों क्षेत्रों में राज्यों को समयबद्ध रूप में ध्यान संकेन्द्रित करने, प्रशासनिक सुधारों और अंतिम परिणामों को मूर्त रूप देने का वायदा करना होगा, ताकि अंतिम रूप से उनका चयन किया जा सके।
नवाचार पर कार्य दल गठित
नवाचार को आर्थिक विकास और प्रगति का केन्द्रीय वाहक माना जाता है। वैश्विक नवाचार सूचकांक (जीआईआई) का उद्देश्य नवाचार के बहु आयाम के पक्ष को हासिल करना है। भारत की रैंकिंग नवाचार सूचकांक में 81 वें स्थान (2015 में) से सुधर कर 66 वें स्थान पर पहुंच गई है।
● भारत की रैंकिंग में यह सुधार लगातार 5 वर्ष की रैंकिंग गिरावट के बाद आया है। नवाचार और रचनात्मकता में भारत की रैकिंग बेहतर होने की संभावना को ध्यान में रखते हुए भारत सरकार की वाणिज्य और उद्योग मंत्री निर्मला सीतारमण के निर्देश पर नवाचार कार्य दल का गठन किया गया था।
● नवाचार कार्य दल का काम नवाचार देशों में भारत की स्थिति का आकलन करना और भारत के नवाचार पारिस्थितिक तंत्र को सुधारने के लिए युक्तियां सुझाना था ताकि जीआईआई में भारत की रैंकिंग में सुधार संभव हो सके।
● इस टीम में सरकारी अधिकारियों और निजी संस्थानों के विशेषज्ञों तथा शैक्षणिक समुदाय ने मिलकर भारत की रैंकिंग में सुधार के लिए विशिष्ट युक्तियों के साथ रिपोर्ट दी।
● रिपोर्ट में 2016 की जीआईआई रिपोर्ट के सभी 82 सूचकों को ध्यान रखते हुए भारत की रैंकिंग में सुधार के लिए सिफारिश और सुझावों का उल्लेख किया गया था।
● राष्ट्रीय और अंतर्राष्ट्रीय मॉडलों को भी चुना गया, कार्यक्रम और योजनाओं को भी अपनाया गया तथा भारत की स्थिति में सुधार के लिए विशेष सूचक पर भी जोर दिया गया। इसके अतिरिक्त, जीआईआई-2016 में इस्तेमाल पद्धति का भी विश्लेषण इस रिपोर्ट में किया गया है।
केंद्र सरकार ने देश के प्रत्येक जिले के मुख्य डाकघर में पासपोर्ट सुविधा केन्द्र की घोषणा की
केंद्र सरकार ने देश के प्रत्येक जिले के मुख्य डाकघर में पासपोर्ट सुविधा केन्द्र खोलने की घोषणा की है. पासपोर्ट सुविधा केन्द्र वर्ष 2019 तक देश के प्रत्येक मुख्य डाकघर में उपलब्ध कराए जाएंगे.
● विदेश राज्यमंत्री वी के सिंह के अनुसार इस वर्ष 150 पोस्ट ऑफिस सेवा केंद्र खोले जा रहे हैं और दो साल के अंदर सभी 800 प्रधान डाकघरों में ये सेवा आरंभ कर दी जाएगी.
● इस बार बजट में केंद्रीय वित्त मंत्री अरुण जेटली ने इस योजना की घोषणा की.
● यह सुविधा देश के सभी जिलों के डाकघरों में उपलब्ध कराई जानी है जिसके तहत पोस्ट ऑफिस में ही पासपोर्ट के आवेदनों को प्रोसेस करके डिलिवरी की जाएगी.
● इसके लिए विदेश मंत्रालय पासपोर्ट एक्ट के तहत मिले अधिकार डाक विभाग के साथ साझा कर रहा है.
● केंद्र सरकार का उद्देश्य किसी भी नागरिक को पासपोर्ट हेतु निकट ही सुविधा उपलब्ध कराना है.
● केंद्र सरकार के इस फैसले को अमलीजामा पहनाने के लिए विदेश मंत्रालय और डाक विभाग मिलकर काम कर रहे हैं.
● देश के अलग-अलग हिस्सों के प्रधान डाकघरों में पहले से ही कई जगह पासपोर्ट सेवा केंद्र स्थापित किए जा चुके हैं.
● इस सेवा के लिए खासतौर पर ग्रामीण क्षेत्रों में लोगों की पहुंच को आसान बनाना है.
उत्तरप्रदेश के मुख्यमंत्री योगी आदित्य नाथ ने गोरखपुर में एयरपोर्ट टर्मिनल का लोकार्पण किया
उत्तरप्रदेश के मुख्यमंत्री योगी आदित्य नाथ ने गोरखपुर में सिविल एयरपोर्ट टर्मिनल का लोकार्पण किया.
● सिविल एयरपोर्ट टर्मिनल पर 22.5 करोड़ की लागत आई है.
● मुख्यमंत्री योगी आदित्य नाथ के अनुसार यूपी में वायु सेवा का विस्तार किया जा रहा है.
● बेहतर वायु सेवा के साथ शहरों को हवाई मार्ग से जोड़ रहे हैं.
● विमान सेवा शुरू होने से क्षेत्र के विकास को गति मिलेगी.
● मुख्यमंत्री बनने के बाद योगी आदित्यनाथ बुधवार को चौथी बार गोरखपुर पहुंचे. टर्मिनल के लोकार्पण के बाद योगी ने डॉ. भीमराव अंबेडकर की मूर्ति का अनावरण किया.
● गोरखपुर से मुंबई के लिए भी जल्द उड़ान भरी जा सकेगी. पड़ोसी देश नेपाल की राजधानी काठमांडू से भी गोरखपुर से उड़ान सेवा जल्द शुरू की जाएगी.
एसबीआई कार्ड ने प्राइम क्रेडिट कार्ड लांच किया
क्रेडिट कार्ड जारी करने वाली प्रमुख कंपनी एसबीआई कार्ड ने 13 जून 2017 को प्राइम कार्ड लॉन्च किया.
● इसके धारकों को आकर्षक ऑफर की पेशकश के लिए विमानन कंपनी विस्तारा, बिग बास्केट, पिज्जा हट, ट्राइडेंट होटल्स, रिलायंस रिटेल, प्रायोरिटी पास के साथ साझेदारी की घोषणा की है.
● एसबीआई कार्ड्स ऐंड पेमेंट सर्विसिज प्राइवेट लिमिटेड (एसबीआई कार्ड) के इस कार्ड को भारतीय स्टेट बैंक के प्रबंध निदेशक दिनेश खारा और कंपनी के मुख्य कार्यकारी अधिकारी विजय जसूजा ने जारी किया.
● यह कार्ड युवाओं और शहरी व्यवसायियों को ध्यान में रखकर जारी किया गया है.
● एसबीआई कार्ड प्राइम को नव-धनाढ्य ग्राहकों की जीवनशैली के अनुरूप तैयार किया गया है.
● इसके जरिए किए जाने वाले दैनिक खर्च पर विशेष सुविधाएं दी जाएंगी और इसी के लिए कई कंपनियों के साथ साझेदारी की गई है.
भारतीय वॉरशिप द्विपक्षीय नौसेनिक युद्धाभ्यास के लिए ऑस्ट्रेलिया पहुंचे
भारतीय नौसेना के तीन जहाज 13 जून 2017 को सप्ताह भर चलने वाले नौसेनिक युद्धाभ्यास में भाग लेने के लिए पश्चिमी ऑस्ट्रेलिया पहुंचे. इस नौसेनिक युद्धाभ्यास का नाम ऑसीइंडेक्स-17 है.
● भारतीय नौसेनिक जहाज ज्योति, शिवालिक एवं कामोर्ता ऑस्ट्रेलिया में 13 जून से 17 जून तक रहेंगे.
● रॉयल ऑस्ट्रेलियन नेवी की ओर से एचएमए शिप्स न्यूज़कैसल, वॉलर एंड क्लीयरेंस डाइविंग टीम फोर भाग लेंगेभारतीय नेवी के जहाजों का उद्देश्य शांतिप्रिय देशों के साथ सामंजस्यपूर्ण संबंध स्थापित करना तथा समुद्री क्षेत्र में सुरक्षित माहौल स्थापित करना है.
● इसका एक अन्य उद्देश्य भारत एवं ऑस्ट्रेलिया के द्विपक्षीय संबंधों को मजबूत करना भी है.
● हार्बर में रुकने के दौरान विभिन्न गतिविधियों जैसे ऑफिशियल कॉल, बोर्ड जहाजों पर औपचारिक स्वागत समारोह, भारतीय नौसैनिक कर्मियों के लिए निर्देशित पर्यटन एवं दोनों देशों के नौसेनिकों के मध्य बातचीत.
