Cabinet approves establishment of the International Rice Research Institute (IRRI), South Asia Regional Center (ISARC) at campus of National Seed Research and Training Center (NSRTC) in Varanasi
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the establishment of the International Rice Research Institute (IRRI), South Asia Regional Center (ISARC) at campus of National Seed Research and Training Center (NSRTC) in Varanasi.
● Under the proposal, a Centre of Excellence in Rice Value Addition (CERVA) will be set up in Varanasi.
● This will include a modern and sophisticated laboratory with capacity to determine quality and status of heavy metals in grain and straw.
● The Centre will also undertake capacity building exercises for stakeholders across the rice value chain.
● This Center will be the first international Center in the eastern India and it will play a major role in harnessing and sustaining rice production in the region.
● It is expected to be a boon for food production and skill development in the eastern India and similar ecologies in other South Asian and African countries.
Cabinet approves Joint Declaration of Intent (JDI) between India and Germany on cooperation in the field of Health
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its ex-post facto approval for signing a Joint Declaration of Intent (JDI) between India and Germany on cooperation in the field of Health.
● The JDI was signed on 1st June, 2017.
● The JDI covers the following areas of cooperation.
● postgraduate education;
● training of medical personnel;
● pharmaceuticals & pharmacoeconomics; and
● health economics.
● A Working Group will be set up to further elaborate the details of cooperation and to oversee the implementation of this JDI.
Cabinet approves Development of Four Laning of Solapur-Bijapur Section of New NH-52 in Maharashtra and Karnataka
The Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi has given its approval for 4 Laning of Solapur-Bijapur Section of New NH-52 (formerly NH-13) in Maharashtra and Karnataka.
● The development of 4 Laning of about 110 km. is estimated to cost approximately Rs.1889 crore including the cost of land acquisition and pre-construction activity.
● At present, the existing road is two- lane and passes through congested towns of Solapur, Takli and Nandani in Maharashtra and Zalki, Horti and Bijapur in Karnataka.
● It connects Southern India with Northern India and its development will serve as an alternative route to North South Corridor of the National Highways Development Programme.
● The development to four- lane of this road with bypasses at Solapur, Bijapur and construction of six flyovers would greatly reduce travel time and Vehicle Operating Costs as well as help in expediting the improvement of infrastructure in Maharashtra and Karnataka states.
● This road is part of the high-density traffic corridor Banglore-Chitradurga-Bijapur-Solapur-Aurangabad-Dhule-indore-Gwalior.
Cabinet approves SASEC Road Connectivity Investment Program - Tranche 2
The Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi has given its approval for upgradation and widening of 65 kms of Imphal-Moreh Section of NH-39 in Manipur at a cost of Rs. 1630.29 crores.
● Manipur being a landlocked state with almost 90% of the area under difficult terrain presently has only road transport as a means of mass transport system within the state.
● Hence development of the road infrastructure is of paramount importance to improve connectivity and progress of the State and to ensure that the administrative set up reaches the isolated and remote habitats.
● The project will improve connectivity between Imphal with the eastern part of the state.
● Based on the existing and projected traffic requirements the NH-39 will be widened to 4 lane between Lilong village and Wanging village, while the stretch between Wanting village to Khang Khang will be upgraded to 2 lane with paved shoulder.
MOU signed between Department of Defence Production and MIDHANI
Mishra Dhatu Nigam Limited (MIDHANI), a miniratna, Schedule ‘B’ Defence Public Sector Undertaking under the Department of Defence Production, Ministry of Defence signed Memorandum of Understanding (MoU) for the financial year 2017-18 with the Ministry.
● The annual MoU was signed by Secretary (Defence Production) Shri Ashok Kumar Gupta on behalf of the Ministry and Chairman and Managing Director, MIDHANI Dr. D K Likhi.
● The MoU outlines targets and various performance parameters for the company.
● The revenue from operations as per the MoU has been targeted at ₹ 780 crore which is significant improvement over the previous years.
India to host Theatre Olympics ‘The Biggest Theatre Celebration of the World
Dr Mahesh Sharma, Minister of State (Independent charge) for Culture and Tourism has announced here today that 8th edition of the greatest carnival of Theatre in the World will take place in India for the first time ever from February 17 – April 08, 2018 simultaneously in various cities across the country.
● Addressing a Press Conference here today in the presence of Shri Ratan Thiyam, Chairperson, NSD Society & Prof. Waman Kendre, Director, National School of Drama, the Minister said that there will be 500 plays & 700 ambience performances from across the world and Allied activities like exhibitions, seminars, symposia, interactive discussions and workshops with well-known academicians, authors, actors, designers and directors will be held.
● He said that the Leading luminaries of world theatre will take part.
● In a development that puts India firmly among the top nations in the world theatre map, the country is all set to host the next edition of the prestigious Theatre Olympics.
● Established in 1993, the Theatre Olympics is the foremost international theatre festival, presenting the finest productions of well-known theatre practitioners from around the world.
● The Theatre Olympics, being held in India for the first time, is being organised by National School of Drama, under the aegis of Ministry of Culture.
● The country’s tryst with the biggest celebration of theatre in the world will take place from February 17 till April 08, 2018 and will be held in 15 cities across India.
Railway initiated Rail cloud project
Indian Railway has started a strategic IT initiative, christened IR-OneICT, for enterprise wide digital single platform with an aim to improve customer satisfaction, improve revenue and effective, efficient and safe operations.
● To achieve the goal of single digital platform for IR a few foundational projects need to be implemented first, establishment of RainCloud is one such project.
● Cloud Computing is the emerging technology for faster and on demand commensurate deployment of Server resources which result in reduced cost. Accordingly, RailCloud Phase-I has been sanctioned at the cost of Rs. 53.55 Cr under PH-17, DF(3) in FY 17-18. Potential benefits to Railways after implementation of RailCloud are:
● Faster and on-demand deployment of application- RailCloud will pave the way for swifter deployment of application (within 24 hrs as compared to conventional time running into weeks and months). At the same time the cloud hardware and environment will be available for rigorous testing of the new applications.
● Optimum use of Servers and storage- The technology enables maximising the usage of the available server and storage resulting in accommodation of bigger data and more applications within same server space.
● Utilization of existing infrastructure as part of Cloud- The existing resources available with railway will be subsumed in RailCloud thereby ensuring that expenditure is minimized in acquiring new resources.

Subhash Chandra Garg, IAS (RJ:83) assumes office as the New Secretary, Department of Economic Affairs, Ministry of Finance.
Shri Subhash Chandra Garg, IAS (RJ:1983) today assumed office as the new Secretary, Department of Economic Affairs, Ministry of Finance. Shri Garg was Executive Director, World Bank, Washington D.C. in his immediate preceding posting.
● Shri Garg has widespread administrative experience in more than 30 years of service during which he held various important assignments including the Administrative postings in his home State of Rajasthan.
● Shri Garg has also worked in the Central Government in various capacities. He was posted as Director, Department of Economic Affairs (DEA), Ministry of Finance from May, 2000 to September, 2003.
● Later he took over as Joint Secretary, Department of Expenditure, Ministry of Finance and continued to hold that position till May, 2005.
● He has also worked in the Cabinet Secretariat where he held the position of Joint Secretary/Additional Secretary from February, 2012 to December, 2013.

वाराणसी में बीज अनुसंधान और प्रशिक्षण केन्द्र परिसर में अंतरराष्ट्रीय चावल अनुसंधान संस्थान का दक्षिण एशिया क्षेत्रीय केन्द्र स्थापित करने को मंत्रिमंडल की मंजूरी
प्रधानमंत्री नरेन्द्र मोदी की अध्यक्षता में मंत्रिमंडल की आज यहां हुई बैठक में वाराणसी में राष्ट्रीय बीज अनुसंधान एवं प्रशिक्षण केन्द्र (एनएसआरटीसी) परिसर में अंतरराष्ट्रीय चावल अनुसंधान संस्थान (आईआरआरआई) का दक्षिण एशिया क्षेत्रीय केन्द्र (अाईएसएआरसी)स्थापित करने के प्रस्ताव को मंजूरी दी गई ।
● इसके तहत वाराणसी में चावल में मूल्य संवर्द्धन के लिए एक उत्कृष्टता केन्द्र स्थापित किये जाने का प्रस्ताव है। इसमें एक आधुनिक प्रयोगशाला भी होगी जिसमें चावल और पुआल में भारी घातुओं की गुणवत्ता और स्तर का पता लगाने की क्षमता होगी ।
● यह केन्द्र चावल के विभिन्न उत्पादों की श्रृंखला को सशक्त बनाने के लिए हितधारकों के क्षमता विकास केन्द्र के रूप में भी कार्य करेगा।
● पूर्वी भारत में यह पहला अंतरराष्ट्रीय केन्द्र होगा जो इस क्षेत्र में सतत चावल उत्पादन और कौशल विकास के क्षेत्र में वरदान साबित होगा। इसके साथ ही दक्षिण एशिया और अफ्रीकी देशों के लिए भी यह खाद्यान उत्पादन और कौशल विकास के क्षेत्र में अहम भूमिका निभाएगा।
● केन्द्र के लाभ यह केन्द्र भारत की समृद्ध जैव विविधता का इस्तेमाल कर चावल की उन्नत किस्में विकसित करने में मददगार होगा। करेगा। यह देश में प्रति हेक्टेयर अधिक उपज प्राप्त करने के साथ ही उनमें पोषक तत्वों में वृद्धि में भी सहायक बनेगा।
● इससे देश के खाद्य एंवम पौष्टिक सुरक्षा के मुद्दों को सुलझाने में मदद मिलेगी। यह देश में उत्पादों की विभिन्न श्रृंखलाओ वाली उत्पादन प्रणाली को सहारा देगा। यह उपज के नुकसान को कम करने और उपज के मूल्य सर्वधन के जरिए किसानों की आय बढ़ाने में सहायक बनेगा।
● इससे पूर्वी भारत के किसान सबसे ज्यादा लाभान्वित होंगे। दक्षिण एशिया और अफ्रीकी देशेां के किसानों को भी इसका लाभ मिलेगा।
मंत्रिमंडल ने भारत और जर्मनी के बीच स्वास्थ्य के क्षेत्र में सहयोग पर आधारित संयुक्त घोषणापत्र को मंजूरी दी
प्रधानमंत्री श्री नरेंद्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल ने आज भारत और जर्मनी के बीच स्वास्थ्य के क्षेत्र में सहयोग पर आधारित संयुक्त घोषणा पत्र हस्ताक्षर के लिए पूर्व-प्रभाव से अपनी मंजूरी दे दी है!
● इस संयुक्त घोषणापत्र पर 01 जून, 2017 को हस्ताक्षर किए गए थे।
● इस संयुक्त घोषणापत्र में सहयोग के निम्नलिखित क्षेत्र शामिल हैं:-
● स्नातकोत्तर शिक्षा,
● चिकित्सा कार्मिकों का प्रशिक्षण,
● औषधि और औषधि अर्थशास्त्र, और
● स्वास्थ्य अर्थशास्त्र।
● इस संयुक्त घोषणा पत्र से जुड़े सहयोग के क्षेत्र को और भी अधिक विस्तृत बनाने और इसके कार्यान्वयन की निगरानी के लिए एक कार्यसमूह गठित किया जाएगा।
मंत्रिमंडल ने महाराष्ट्र और कर्नाटक में शोलापुर-बीजापुर सेक्शन पर नये राष्ट्रीय राजमार्ग-52 के चार लेन विकसित करने की मंजूरी दी
प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता में आर्थिक मामलों की मंत्रिमंडल समिति ने महाराष्ट्र और कर्नाटक में शोलापुर-बीजापुर सेक्शन पर नये राष्ट्रीय राजमार्ग-52 (पूर्व में एनएच 13) के चार लेन को विकसित करने की मंजूरी दे दी है।
● करीब 110 किलोमीटर लंबे 4 लेन वाले इस राजमार्ग के विकास पर करीब 1889 करोड़ रूपये लागत आएगी। इसमें भूमि अधिग्रहण और निर्माण पूर्व क्रिया-कलापों की लागत भी शामिल है।
● यह सड़क वर्तमान में दो लेन की है और महाराष्ट्र के भीड़-भाड़ वाले शोलापुर, ताकली और नंदनी तथा कर्नाटक में जल्की, होर्ती और बीजापुर से गुजरती है। यह दक्षिण भारत को उत्तर भारत से जोड़ती है।
● इस सड़क को चार लेन में विकसित करने से यह राष्ट्रीय राजमार्ग विकास कार्यक्रम के उत्तर-दक्षिण गलियारे के लिए एक वैकल्पिक मार्ग बन सकेगा।
● इस सड़क के विकसित हो जाने, शोलापुर और बीजापुर पर बाईपास बनने तथा 6 फ्लाइओवरों के निर्माण से यात्रा समय बचेगा और वाहनों की संचालन लागत कम होने के साथ-साथ महाराष्ट्र और कर्नाटक राज्यों में बुनियादी ढांचे के सुधार में तेजी आएगी।
● यह सड़क सघन यातायात वाले बंगलुरु-चित्रदुर्ग-बीजापुर-शोलापुर-औरंगाबाद-धुले-इंदौर-ग्वालियर यातायात गलियारे का हिस्सा है।
मंत्रिमंडल ने एसएएसईसी सड़क संपर्क निवेश कार्यक्रम भाग-2 को मंजूरी दी
प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता में मंत्रिमंडल की आर्थिक मामलों की समिति ने मणिपुर में 1630.29 करोड़ रुपये की लागत से एनएच-39 के 65 किलोमीटर लंबे इम्फाल-मोरेह सेक्शन को उन्नत तथा चौड़ा बनाने के कार्यक्रम को मंजूरी दी है।
● मणिपुर चारों तरफ से जमीन से घिरा राज्य है और इसका 90 प्रतिशत हिस्सा कठिन क्षेत्र में है। राज्य में आवाजाही का माध्यम केवल सड़क परिवहन है।
● इसलिए राज्य की प्रगति और अलग-थलग पड़ी तथा दूरदराज की आबादी तक प्रशासनिक व्यवस्था सुनिश्चित करने के लिए सड़क संरचना संपर्क में सुधार सर्वाधिक महत्वपूर्ण है।
● परियोजना से इम्फाल और राज्य के पूर्वी क्षेत्र के बीच संपर्क बढ़ेगा। वर्तमान और भविष्य की परिवहन आवश्यकताओं के आधार पर एनएच-39 को लिलोंग गांव तथा वनगिंज गांव के बीच 4 लेन तक चौड़ा बनाया जाएगा। वनगिंज गांव से खोंगखांग तक के हिस्से को पक्के आधार के साथ 2 लेन में उन्नत किया जाएगा।
● यह परियोजना दक्षिण एशिया उप-क्षत्रीय आर्थिक सहयोग (एसएसईसी) सड़क संपर्क निवेश कार्यक्रम के अंतर्गत एडीबी की ऋण सहायता से विकसित की जा रही है। कार्यक्रम का उद्देश्य बांग्लादेश, नेपाल, भूटान और भारत (बीबीआईएन-देशों) में सड़क संरचना को उन्नत बनाना है।
● परियोजना गलियारा एशियाई उच्च मार्ग संख्या-1 (एएच01) का हिस्सा भी है और यह यह पूर्व में भारत के द्वार का काम करता है। इस तरह क्षेत्र में व्यापार वाणिज्य और पर्यटन को बढ़ावा मिलेगा।
रक्षा उत्पादन विभाग और मिश्र धातु निगम लिमिटेड के बीच सहमति पत्र पर हस्ताक्षर
रक्षा मंत्रालय के रक्षा उत्पादन विभाग के अंतर्गत सार्वजनिक क्षेत्र के उपक्रम अनुसूची ‘बी’ के मिनी रत्न, मिश्र धातु निगम लिमिटेड (एमआईडीएचएएनआई) ने मंत्रालय के साथ वित्त वर्ष 2017-18 के लिए एक सहमति पत्र पर हस्ताक्षर किये हैं।
● सहमति पत्र पर मंत्रालय की ओर से सचिव (रक्षा उत्पादन) श्री अशोक कुमार गुप्ता और एमआईडीएचएएनआई के प्रबंध निदेशक डॉ. डी.के. लीखी ने हस्ताक्षर किए।
● सहमति पत्र में कंपनी के लिए लक्ष्य और विभिन्न प्रदर्शन मापदंड तय किए गए है।
● सहमति पत्र के अनुसार संचालन के लिए राजस्व का लक्ष्य 780 करोड़ रुपये है जो पिछले वर्ष की तुलना में काफी अच्छा है।
भारत विश्व के सबसे बड़े 8वें थियेटर ओलंपिक्स की मेजबानी करेगा
संस्कृति और पर्यावरण राज्य मंत्री (स्वतंत्र प्रभार) डॉ. महेश शर्मा ने आज भारत द्वारा फरवरी 2017- अप्रैल 08, 2018 तक विश्व के सबसे बड़े थियेटर समारोह 8वें थियेटर ओलंपिक्स की मेजबानी की घोषणा की। यह थियेटर कार्निवल देश के विभिन्न भागों में एक साथ होगा।
● आज यहां संवाददाताओं को संबोधित करते हुए डॉ. महेश शर्मा ने कहा कि कार्निवल में विश्व के 500 नाटक और 700 एंबीयेंस प्रदर्शन होंगे। इसके अतिरिक्त प्रदर्शनियां, सेमीनार, गोष्टियां, सक्रिय संवाद तथा शिक्षाविदों, लेखकों, अभिनेताओं, डिजाइनरों तथा निर्देशकों के साथ कार्यशाला भी आयोजित की जाएगी।
● उन्होंने कहा कि विश्व नाट्य मंच की प्रमुख हस्तियां इसमें भाग लेंगी। इस अवसर पर एनएसडी सोसाइटी के अध्यक्ष श्री रतन थियम और राष्ट्रीय नाट्य विद्यालय के निदेशक प्रो. वामन केंद्रे उपस्थित थे।
● भारत को विश्व थियेटर के मानचित्र पर सबसे ऊपर रखने के लिए देश प्रसिद्ध थियेटर ओलंपिक्स के अगले संस्करण की मेजबानी के लिए तैयार है।
● 1993 में स्थापित थियेटर ओलंपिक अग्रणी राष्ट्रीय थियेटर समारोह है और इसमें जाने-माने थियेटर कर्मियों की बेहतरीन कृतियों को प्रस्तुत किया जाता है।
● भारत में पहली बार आयोजित होने वाले थियेटर ओलंपिक का आयोजन संस्कृति मंत्रालय का राष्ट्रीय नाट्य विद्यालय कर रहा है। विश्व का सबसे बड़ा यह थियेटर समारोह 17 फरवरी से 8 अप्रैल, 2018 तक भारत के 15 शहरों में एक साथ आयोजित किया जाएगा।
● नई दिल्ली में थियेटर ओलंपिक के भव्य उद्घाटन समारोह के आयोजन की घोषणा भी की गई। इस समारोह में सैंकड़ों कलाकार अपनी कला दिखाएंगे।
● समापन समारोह मुम्बई में होगा। थियेटर ओलंपिक 2018 8वां संस्करण है और इसमें अधिक से अधिक संख्या में अंतर्राष्ट्रीय थियेटरों को दिखाया जाएगा।
● इसमें प्रदर्शनियां, सेमीनार, गोष्टियां, सक्रिय संवाद तथा शिक्षाविदों, लेखकों, अभिनेताओं, डिजाइनरों तथा निर्देशकों के साथ कार्यशाला जैसे एंबीयेंस प्रदर्शन होंगे।
रेल मंत्रालय ने रेल क्लाउड परियोजना की शुरुवात की
भारतीय रेलवे ने रणनीतिक आईटी पहल की है, जिसका उद्देश्य ग्राहक की संतुष्टि में सुधार करना, राजस्व बढ़ाना और प्रभावी, कुशल और सुरक्षित संचालन करना है।
● रेलवे के लिए एकल डिजिटल मंच के लक्ष्य को हासिल करने के लिए कुछ मौलिक परियोजनाओं को लागू करना जरूरी था और रेल क्लाउड की स्थापना इस तरह की परियोजना है।
● क्लाउड कम्प्यूटिंग तेजी से और मांग पर सर्वर संसाधनों को स्थापित करने के लिए उभरती हुई प्रौद्योगिकी है जिसके परिणामस्वरूप लागत कम होती है।
● तदनुसार रेल क्लाउड चरण-1 को 53.55 करोड़ रुपये की लागत पर मंजूरी दी गई। रेल क्लाउड लागू होने के बाद रेलवे को होने वाले संभावित लाभ इस प्रकार हैः-
● एप्लीकेशन का तेजी से और मांग पर फैलाव- रेल क्लाउड एप्लीकेशन के तेजी से फैलाव (परम्परागत समय, सप्ताहों और महीनों की तुलना में 24 घंटे के भीतर) का मार्ग प्रशस्त करेगा, साथ ही क्लाउड हार्डवेयर और परिवेश नए एप्लीकेशन के परीक्षण के लिए उपलब्ध होगा।
● सर्वर और स्टोरेज का अधिकतम इस्तेमाल- इस प्रौद्योगिकी से उपलब्ध सर्वर और स्टोरेज का अधिकतम इस्तेमाल हो सकेगा, जिसके परिणामस्वरूप उसी सर्वर की जगह पर अधिक आंकड़े और अधिक एप्लीकेशन समा सकेंगे।
● क्लाउड के हिस्से के रूप में वर्तमान बुनियादी ढांचे का इस्तेमाल- रेलवे के पास उपलब्ध वर्तमान संसाधनों को रेल क्लाउड में मिला दिया जाएगा, ताकि नए संसाधन प्राप्त करने में होने वाले खर्च को कम किया जा सके।
● त्वरित मापनीयता और लचीलापन- सर्वर और स्टोरेज की जगह मांग के अनुसार ऊपर-नीचे होगी, इससे सिस्टम अधिक मांग वाले घंटों में कम खर्च के साथ मांग को पूरा कर सकेगा।
सुभाष चन्द्र गर्ग, आईएएस (राजस्थान:83) ने वित्त मंत्रालय में आर्थिक मामलों के विभाग में सचिव का पदभार संभाला
श्री सुभाष चन्द्र गर्ग, आईएएस (राजस्थान:1983) ने आज वित्त मंत्रालय में आर्थिक मामलों के विभाग में नये सचिव के रूप में कार्यभार संभाला।
● इससे पहले श्री गर्ग विश्व बैंक, वाशिंगटन डीसी में कार्यकारी निदेशक के पद पर थे।
● श्री गर्ग का 30 साल से अधिक का प्रशासनिक अनुभव है।
● इस दौरान अपने गृह राज्य राजस्थान में उन्होंने प्रशासनिक पदों सहित कई महत्वपूर्ण पदों पर कार्य किये हैं।
● श्री गर्ग ने विभिन्न हैसियत से केन्द्र सरकार में भी काम किया है।
● वे मई 2000 से सितंबर 2003 तक वित्त मंत्रालय में आर्थिक मामलों के विभाग में निदेशक के पद भी काम कर चुके हैं।
● उसके बाद श्री गर्ग वित्त मंत्रालय के व्यय विभाग में संयुक्त सचिव के पद मई 2005 तक रहे।
● उन्होंने केन्द्रीय सचिवालय में भी काम किया है जहां वे फरवरी 2012 से दिसंबर 2013 तक संयुक्त सचिव/अपर सचिव के पद पर थे।
