GST Council agrees on five areas, differs on one
The Centre and states today disagreed on decisions reached at the first meeting of the GST Council on service tax assessment although they reached a consensus on area based exemption in the new tax regime.
● The second meeting of the all-powerful GST Council, headed by Finance Minister Arun Jaitley, agreed on five subordinate legislations dealing with issues ranging from registration to invoicing under the new Goods and Service Tax (GST) regime.
● It also agreed on the treatment of exemption from GST.
● Currently, the Centre gives exemption to 11 states mostly in North East and hilly regions from excise duty as also many states give the same as incentive for setting up industry.
● The council decided that under GST, which will subsume excise duty and VAT among other levies, taxes will have to be collected and it can be reimbursed from the annual budgets to the exempted categories.
● The second meeting of the GST Council finalised rules for registration, rules for payments, returns, refunds and invoices.
● With this as many as 6 issues have been settled by the Council, that has representatives of all the states, in two meetings in a span of one week.
जीएसटी परिषद् में कें एवं राज्यों के बीच आज मतभेद के संकेत दिखे। सेवा कर पर जीएसटी परिषद् की पहली बैठक के फैसले को लेकर दोनों ने असहमति जताई। हालांकि वे नई कर व्यवस्था में क्षेत्र आधारित छूट के बारे में आम सहमति पर पहुंच गए।
● वित्त मंत्री अरुण जेटली की अध्यक्षता वाली जीएसटी परिषद् की दूसरी बैठक में वस्तु एवं सेवा कर जीएसटी व्यवस्था में पंजीकरण से लेकर ‘इनवायसिंग’ से जुड़े विभिन्न मुद्दों से संबद्ध पांच अधीनस्थ कानूनों पर सहमति जताई गई।
● परिषद् ने जीएसटी से छूट के मामले में सहमति जताई।
● फिलहाल कें 11 राज्यों को उत्पाद शुल्क से छूट देता है। ये राज्य ज्यादातर पूर्वोत्तर और पहाड़ी राज्य हैं। साथ कई राज्य उद्योग लगाने के लिए इस प्रकार का प्रोत्साहन देते हैं।
● परिषद् ने निर्णय किया कि जीएसटी के तहत करों को एकत्रित करना होगा और इसका पुनर्भुगतान सालाना बजट से छूट श्रेणी में किया जा सकता है।
● हालांकि परिषद् की पिछले सप्ताह हुई बैठक के ब्योरे को मंजूरी देने को लेकर मतभेद दिखा। कम-से-कम दो राज्यों ने नई व्यवस्था में 11 लाख सेवा कर फाइल करने वाले कें के आकलन से जुड़े दस्तावेज को लेकर असहमति जताई।
● जीएसटी परिषद् की दूसरी बैठक में पंजीकरण के नियम, भुगतान, रिटर्न, रिफंड और इनवायंस के लिए नियमों को अंतिम रूप दिया गया।
● इसके साथ परिषद् ने 6 मुद्दों का निपटान किया। एक सप्ताह के भीतर परिषद् की दो बैठकों में सभी राज्यों का प्रतिनिधित्व था।
