Dr. Jitendra Singh unveils six initiatives of DoPT to mark Good Governance Day
The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh presided over the ‘Good Governance Day’ function, here today. He launched six major initiatives of the Department of Personnel and Training (DoPT), Ministry of Personnel, Public Grievances and Pensions on the occasion of Good Governance Day.Main features of the new initiatives are as follows:
● National Informatics Centre (NIC) had prepared ‘Guidelines for Indian Government Websites’ (GIGW) with a view to make government websites citizen centric and user friendly which has been circulated by the Department of AR & PG to all Government Ministries / Departments for adoption.
● The Cabinet Secretary to the Government of India had written to all the Secretaries in this regard and advised NIC to extend necessary technology support to facilitate the departments in revising, redesigning their websites to make them compliant to Guidelines for Indian Government websites to make them usable, citizen centric and universally accessible.
● CMF is a Content Management Framework developed by NIC, MeitY and is aligned to the mandate of PMO to standardize all the websites of Government of India under the Digital India Programme.
● This includes standardization of Content Architecture, User Interface Design and layout and along with certain important key features such as accessibility, responsive design etc., in order to simplify the information dissemination and access by common citizens even through hand held devices (i.e. mobiles, tablets etc) to the various government services.
● As per information available the websites of 23 Ministries / Departments have been mitigated using CMF and the websites of remaining departments are in pipeline.
● The revamped website of DoPT is bilingual and compliant with the ‘Guidelines for Indian Government Website (GIGW).
केंद्रीय पूर्वोत्तर क्षेत्र विकास (स्वतंत्र प्रभार), प्रधानमंत्री कार्यालय, कार्मिक, लोक शिकायत और पेंशन, परमाणु ऊर्जा और अंतरिक्ष राज्य मंत्री डॉ. जितेन्द्र सिंह ने आज यहां ‘सुशासन दिवस’ समारोह की अध्यक्षता की। उन्होंने सुशासन दिवस के अवसर पर कार्मिक, लोक शिकायत एवं पेंशन मंत्रालय के कार्मिक एवं प्रशिक्षण विभाग (डीओपीटी) की 6 बड़ी पहलों का अनावरण किया।नई पहलों की मुख्य विशेषताएं निम्नलिखित हैं :
● नेशनल इनफोर्मेटिक्स सेन्टर (एनआईसी) ने सरकारी वेबसाइटों को लोक केंद्रित एवं सुविधाजनक बनाने के उद्देश्य से ‘भारतीय सरकारी वेबसाइटों के लिए दिशा-निर्देश’ (जीआईजीडब्ल्यू) तैयार किया था जिसे लागू किए जाने के लिए सभी सरकारी मंत्रालयों/विभागों को एआर एवं पीजी विभाग द्वारा परिचालित किया गया है।
● भारत सरकार के कैबिनेट सचिव ने इस संबंध में सभी सचिवों को लिखा है और एनआईसी को विभागों की वेबसाइट में संशोधन करने, फिर से उनकी डिजाइन बनाने में सहायता देने के लिए आवश्यक प्रौद्योगिकी समर्थन देने का सुझाव दिया है जिससे कि उन्हें भारतीय सरकारी वेबसाइटों के लिए दिशा-निर्देशों के अनुरूप बनाया जा सके ताकि उन्हें अधिक उपयोगी, लोक केंद्रित तथा सार्वभौमिक रूप से सुविधाजनक बनाया जा सके।
● सीएमएफ एनआईसी, इलेक्ट्रानिक्स और सूचना प्रौद्योगिकी मंत्रालय द्वारा विकसित एक कंटेट प्रबंधन संरचना है और डिजिटल इंडिया कार्यक्रम के तहत भारत सरकार की सभी वेबसाइटों को मानकीकृत करने के प्रधानमंत्री कार्यालय के अधिदेश से संरेखित है।
● इसमें कंटेट ढांचे का मानकीकरण, यूजर इंटरफेस डिजाइन और लेआउट तथा एक्सिसबिलेटी, रिस्पोंसिव डिजाइन आदि जैसे कुछ विशेष महत्वपूर्ण प्रमुख फीचर्स शामिल हैं जिससे कि विभिन्न सरकारी सेवाओं में हाथ में रखे जाने वाले उपकरणों (मोबाइल, टेबलेट आदि) के द्वारा भी आम नागरिकों को सुविधा दी जा सके तथा सूचना प्रसार को सरल बनाया जा सके।
● उपलब्ध सूचनाओं के अनुसार 23 मंत्रालयों/विभागों की वेबसाइटों को सीएमएफ के उपयोग के द्वारा सरल बनाया गया है तथा शेष विभागों की वेबसाइटों पर भी काम चल रहा है।
● डीओपीटी की संशोधित वेबसाइट द्विभाषी और ‘भारतीय सरकारी वेबसाइटों के लिए दिशा-निर्देश’ (जीआईजीडब्ल्यू) के अनुरूप है।
