CJI drops SC judge Justive M B Lokur from e-panel
Chief Justice TS Thakur has dropped Supreme Court judge Justice Madan B Lokur as chairman of the apex court's e-Committee and substituted him with retired Rajasthan HC chief justice Sunil Ambwani.
● The e-Committee was set up in 2004 to provide a guide map for use of information technology and administrative reforms in Indian judiciary.
● It was also asked to provide assistance to the CJI in formulating a national policy on computerisation of judiciary.
● Justice Lokur was appointed judge-in-charge on July 26, 2012.
● Justice Ambwani was appointed chief justice of Rajasthan high court in March 2015 and retired on August 21, 2015.
● Under Justice Lokur, the national e-Committee had made significant contributions to make courts litigant friendly and lower the cost of trial.
● The e-Committee, in consultation with high courts, got video conferencing facilities installed in 95% of the 830 locations.
● This will reduce cost of transportation of accused persons from jail to court as the trial can continue through video conferencing between the court and the jail.
● It is estimated to save government's Rs 100 crore every year.
चीफ जस्टिस टीएस ठाकुर ने शीर्ष अदालत के ई-समिति के अध्यक्ष के रूप में सुप्रीम कोर्ट के न्यायाधीश न्यायमूर्ति मदन बी लोकुर को हटा दिया और उन्हें सेवानिवृत्त करके राजस्थान उच्च न्यायालय के मुख्य न्यायाधीश न्यायमूर्ति सुनील अंबवानी के साथ प्रतिस्थापित किया।
● ई-समिति को भारतीय न्यायपालिका में सूचना प्रौद्योगिकी और प्रशासनिक सुधारों के उपयोग के लिए एक गाइड मैप प्रदान करने के लिए 2004 में स्थापित किया गया था।
● इसे न्यायपालिका के कम्प्यूटरीकरण पर एक राष्ट्रीय नीति तैयार करने में मुख्य न्यायाधीश को सहायता प्रदान करने के लिए कहा गया था।
● न्यायमूर्ति लोकुर को 26 जुलाई 2012 को न्यायाधीश प्रभारी नियुक्त किया गया।
● न्यायमूर्ति अम्बवानी को मार्च 2015 में राजस्थान उच्च न्यायालय के मुख्य न्यायाधीश नियुक्त किया गया और 21 अगस्त, 2015 को वो सेवानिवृत्त हुए ।
● न्यायमूर्ति लोकुर के तहत, राष्ट्रीय ई-समिति ने अदालतों को अनुकूल बनाने के लिए और परीक्षण की लागत कम करने के लिए महत्वपूर्ण योगदान दिया था।
● ई-समिति, ने उच्च न्यायालय के परामर्श से वीडियो कांफ्रेंसिंग की सुविधा 830 स्थानों में से 95% में स्थापित की थी।
● इससे अदालत से आरोपियों को लाने ले जाने में लागत में कमी आएगी , इससे अदालत और जेल के बीच वीडियो कॉन्फ्रेंसिंग के माध्यम से काम जारी रख सकते हैं।
● इससे हर साल सरकार के 100 करोड़ रुपये की बचत का अनुमान है।
