Centre to set up single tribunal to decide inter-state water disputes
The Union government has taken the call of setting up a single committee to hear all the inter-state river water disputes.
● The government has proposed the creation of one permanent Tribunal. It will be chaired by a retired judge of the Supreme Court.
● In comparison to earlier tribunals that took very long to deliver the final verdict, this tribunal will be expected to deliver its verdict within three years.
● Apart from this, the government has also proposed to set up a Dispute Resolution Committee (DRC) comprising experts and policy makers.
● The DRC will be expected to handle the water disputes before they go to the Tribunal.
● The DRC will be formed by the centre at the request of a state. Most disputes will be expected to be solved at the DRC level itself.
केंद्र सरकार ने 16 दिसंबर 2016 को सभी अंतरराज्यीय नदी जल विवादों को के निपटान हेतु एक स्थायी न्यायाधिकरण के गठन हेतु मंजूरी प्रदान की.
● सरकार एक स्थायी न्यायाधिकरण के सृजन का प्रस्ताव किया है।
● यह उच्चतम न्यायालय के एक सेवानिवृत्त न्यायाधीश की अध्यक्षता में किया जाएगा।
● इस न्यायाधिकरण का उद्देश्य नदियों संबंधी विवादों को समय रहते तेजी से निपटाना है.
● जल संसाधन मंत्रालय के अनुसार इस स्थायी न्यायाधिकरण का प्रमुख सुप्रीम कोर्ट के सेवानिवृत्त न्यायाधीश को बनाया जायेगा.
● यदि आवश्यकता हुई तो पीठें भी गठित की जायेंगी तथा विवाद सुलझने पर उस पीठ का अस्तित्व भी समाप्त हो जायेगा.
● डीआरसी पानी विवादों का निपटारा करने के लिए ट्रिब्यूनल के पास जाएगी।
● डीआरसी के अनुरोध पर केंद्र द्वारा गठित किया जाएगा।
● जहां राज्य डीआरसी के फैसले से संतुष्ट नहीं है, उन्हें ट्रिब्यूनल दृष्टिकोण करने के लिए अनुमति दी जाएगी।
● ट्रिब्यूनल के फैसले स्वचालित रूप से अधिसूचित हो जाएगा।
