Centre Announces Notification of Prevention of Cruelty to Animals (Pet Shop) Rules, 2016
The Government has issued the notification for the Prevention of Cruelty to Animals (Pet Shop) Rules, 2016 here today.
● In an interaction with media persons here today, the Minister of State (Independent Charge) in Ministry of Environment, Forest and Climate Change, Shri Anil Madhav Dave said that this is meant to regulate pet shops.
● It will be mandatory for all pet shop owners to register themselves with the State Animal Welfare Board of the respective State Governments/Union Territories.
● Such shops will be registered only after inspection by the representatives of State Board, a veterinary practitioner and a representative of Society for Prevention of Cruelty to Animals.
● The rules define space requirement for birds, cats, dogs, rabbits, guinea pig, hamster, rats and mice in the pet shops.
● It defines the basic amenities, power back-up, general care, veterinary care and other operational requirement for animals kept in pet shops.
● It is mandatory to maintain proper records of sale, purchase, death of animals in pet shop, sick animals etc.
● Every pet shop owner is required to submit yearly report to the State Board regarding animals, sold, traded, bartered, brokered, given away, boarded or exhibited during previous year, or any other information asked for by the State Board.
सरकार ने यहां पशु क्रूरता निवारण (पालतू पशु की दुकान) नियम, 2016 की अधिसूचना की घोषणा कर दी है।
● पर्यावरण, वन एवं जलवायु परिवर्तन राज्य मंत्री (स्वतंत्र प्रभार) श्री अनिल माधव दवे ने मीडियाकर्मियों को संबोधित करते हुए कहा कि यह पालतू पशुओं की दुकान (पैट शॉप्स) को विनियमित करने के लिए है।
● प्रत्येक पालतू पशु दुकान के मालिक को अपने राज्य/केंद्र शासित प्रदेश के पशु कल्याण बोर्ड में खुद को पंजीकृत कराना होगा।
● राज्य बोर्ड, एक वेटरिनेरी प्रैक्टिशनर और पशु क्रूरता निवारण सोसायटी के एक प्रतिनिधि द्वारा निरीक्षण के बाद ही दुकान पंजीकृत हो पाएगी।
● इस नियम में दुकान में पक्षियों, बिल्लियों, कुत्तों, खरगोश, गिनी पिग, हम्सटर, चूहों के लिए स्थान को परिभाषित किया गया है।
● इसके अलावा इसमें बुनियादी सुविधाओं, बिजली बैक-अप, सामान्य देखभाल, पशु चिकित्सा देखभाल और पशुओं के रखरखाव के लिए अन्य आवश्यकताओं को भी परिभाषित किया गया है। (v) पशुओं की दुकान में उनकी बिक्री, उनकी मृत्य, उनके बीमार होने का पूरा रिकॉर्ड रखना भी अनिवार्य बनाया गया है।
● प्रत्येक पालतू पशु की दुकान के मालिक को पिछले वर्ष के दौरान पशुओं की खरीद, बिक्री व अन्य महत्वपूर्ण जानकारी का ब्योरा और राज्य बोर्ड द्वारा पूछी गई अहम जानकारी को पूरी सालाना रिपोर्ट के रूप में जमा कराना होगा।
● नियमों का उल्लंघन: प्रस्तावित नियमों के पूरा न होने पर दुकान का पंजीकरण रद्द कर दिया जाएगा। साथ ही पशुओं की जब्त कर पशु कल्याण संगठन या फिर बोर्ड से मान्यता प्राप्त रेस्क्यू सेंटर को सौंप दिया जाएगा।
