Cabinet approves ordinance to pay salaries via cheques
The Centre approved the promulgation of an ordinance on Wednesday to enable industries to pay wages by cheque or by direct credit into bank accounts.
● Union Minister of State for Labour and Employment Bandaru Dattatreya said wage payment through the banking system would only be optional, until State governments or the Centre come up with a notification for specific industries.
● Mr. Dattatreya had introduced the Payment of Wages (Amendment) Bill, 2016 in the Lok Sabha on December 15, but it couldn’t be cleared owing to the impasse in Parliament.
● The present law states that all payment of wages should be in cash, with a provision asking employers to obtain written permission of the worker to pay either by cheque, or by crediting the wages to his or her bank account.

केंद्र सरकार ने कारोबारियों द्वारा पारिश्रमिक का भुगतान इलेक्ट्रानिक तरीके तथा चेक से करने के लिए अध्यादेश को मंजूरी दी. नियोक्ताओं के पास मजदूरी का भुगतान नकद में करने का भी विकल्प होगा.
● अध्यादेश केवल छह महीने के लिये ही वैध होता है. सरकार को इस अवधि में इसे संसद में पारित कराना होता है.
● वेतन भुगतान (संशोधन) विधेयक 2016 में मूल कानून की धारा छह में संशोधन का प्रस्ताव करता है जिससे की नियोक्ता अपने कर्मचारियों को चैक या इलेक्ट्रानिक रूप से सीधे उसके बैंक खातों में भेज सके.
● श्रम मंत्री बंडारू दत्तात्रेय ने इससे संबंधित विधेयक लोकसभा में पेश किया था.
● विधेयक में कहा गया है कि यह नई प्रक्रिया डिजिटल तथा कम नकदी वाली अर्थव्यवस्था के उद्देश्य को पूरा करती है.
● कानून में राज्य स्तर पर संशोधन के जरिए आंध्र प्रदेश, उत्तराखंड, पंजाब, केरल और हरियाणा ने पहले ही चेक और इलेक्ट्रॉनिक तरीके से वेतन भुगतान का प्रावधन कर दिया है.
● केंद्र सरकार वेतन भुगतान के बारे में हवाई परिवहन सेवाओं, रेलवे, खान, तेल क्षेत्र तथा स्वयं के प्रतिष्ठानों के मामले में नियम बना सकती है. दुसरे मामलों में राज्यों को फैसला करना होता है.
