INTERNATIONAL NEWS

US to become India’s top trading partner, surpasses China:

• The United States has surpassed China to become India’s top trading partner. According to the Commerce Ministry data, the bilateral trade between the US and India stood at nearly 88 billion dollars in 2018-19 fiscal. During the period, India’s trade with China was at 1 billion dollars.

• Similarly, during April-December 2019-20, the bilateral trade between the US and India stood at 68 billion dollars against a nearly 65 billion dollars trade with China in the same period.

ASKDISHA : AI based chatbot launched by Indian Railway:

• Indian Railways had introduced the services of Artificial Intelligence based ASKDISHA chatbot in October 2018 for the benefit of the users of the ticketing website www.irctc.co.in and tourism website www.irctctourism.com of its PSU, Indian Railways Catering & Tourism Corporation Limited (IRCTC).

• The ASKDISHA Chatbot was initially launched in English language but in order to further enhance the customer services rendered and to further strengthen the services of the chatbot, IRCTC has now powered voice enabled ASKDISHA to converse with customers in Hindi language also in the e-ticketing site www.irctc.co.in. The customers can now ask queries to ASKDISHA in Hindi language by voice as well as text.

• The first-of-its-kind initiative by IRCTC is aimed at facilitating accessibility by answering users’ queries pertaining to various services offered to railway passengers. Since its initial launch, more than 150 million passengers have been benefited by ASKDISHA with 10 billion interactions for seeking help on reservation of tickets, cancellation, enquiry of refund status, fare, PNR search, train running status, enquiry about retiring rooms and tourism products.

• IRCTC plans to launch ASKDISHA in more languages along with many other additional features in the near future.

‘Thal Sena Bhawan’: New Army Headquarters foundation Laid by Rajnath Singh:

• Defence Minister Rajnath Singh laid the foundation stone of a new army headquarters building in Delhi Cantonment recently. This complex will be named as ‘Thal Sena Bhawan’. It will be constructed over 39 acres of land.

• Defence Minister Rajnath Singh said that this army building will represent the Indian soldiers. He also said that these soldiers wanted India to become capable and empowered. Now their sacrifice has made India a powerful country and this building is dedicated to them. He also said that the building was needed for many years.

• This army building, to be built in 7.5 lakh square meters that will have 6014 offices that will include 1684 offices for military and civilian officers and 4330 offices for sub-staff. The new Army headquarters will also provide employment opportunities to the youth of India. It will be constructed as per the Green Rating for Integrated Habitat Assessment (GRIHA) norms.

‘Happiness Class’ to be attended by Melania Trump:

• US First Lady Melania Trump along with the US President Donald Trump, on their maiden visit to India, will attend a ‘Happiness Class’ at a Government School based in Delhi. Arvind Kejriwal led AAP Government’s flagship scheme of ‘Happiness Curriculum’ has won commendations from different corners of the globe.

• What is Happiness Curriculum?

Happiness Curriculum was launched in 2018 as a scheme to reinvent school education sector in Delhi Government Schools. With school education in India primarily focused on competitive testing model, which lays prime emphasis on scoring marks in order to succeed; AAP Government felt the need to provide a more fulfilling education and learning experience. In line with this, Happiness Curriculum was launched which aims at promoting development of cognition, language, literacy, numeracy and the arts. This in turn aids the mental growth well-being and happiness of students.

‘Krishi Maha-Kumbh’ : Chhattisgarh organises agricultural festival to cater to future farming practices:

• A three-day mega agricultural festival organised in Raipur called ‘Krishi Maha-Kumbh’ was inaugurated by Chief Minister Bhupesh Baghel. Also known as the National Agriculture Festival, this mela boasted of going beyond the traditional dominant practices of farmers by encouraging the agrarian community to experiment with non-conventional farm activities, adopt modern technologies and secure quality organic produce.

Goa carnival : World famous carnival to begin in Panaji:

• The world-famous Goa Carnival will begin in the capital Panaji. The festival, which displays Goan art and culture, is celebrated with fun, frolic, pomp and splendor.

• The mood in Panaji city is quite festive and all the preparations are done for the float parade that is going to take place. The floats carry different messages and themes and there is also a band of music and troupes of artists on each float vehicle.

4 railway stations in Uttar Pradesh get new names:

• A move aimed at reviving the identity of the ancient city, Allahabad Junction will now be Prayagraj Junction, Allahabad City will now be known as Prayagraj Rambag, Allahabad Chhioki has been changed to Prayagraj Chheoki and the name of Prayagghat has been changed to Prayagraj Sangam.

• The names of the stations were changed by the central and the state government.

Mobile app for employees launched by Indian Railways:

• Indian Railways, Railway Board Chairman Vinod Kumar Yadav launched the HRMS (Human Resource Management System) mobile app, in which the employees can see the data related to their service and communicate with the administration for any changes.

• The app has been developed by the Centre for Railway Information System (CRIS).

• The mobile app allows employees to view their historical data since their date of joining, including details related to increments, promotions, awards, transfers, postings, leave, training and retirement benefits.

• Scanned copies of their physical service record are also available in the app, which is an important milestone in computerisation of HR related functionalities in Indian Railways.

Central government approves merger of Bharti Infratel, Indus Towers: Sources:

• The Department of Telecom (DoT) on approved the merger of the country’s largest mobile tower company Indus Towers with Bharti Infratel,

• The combination of Bharti Infratel and Indus Towers will create a pan-India tower company with over 163,000 towers, operating across all 22 telecom service areas.

• The combined entity will be the largest tower company in the world outside China. Bharti Infratel and Vodafone hold 42 per cent stake each in Indus.

• Vodafone Idea holds 11.15 per cent stake in the mobile tower firm.

• As per the plans, the combined company, which would fully own the respective businesses of Bharti Infratel and Indus Towers, would change its name to Indus Towers Ltd and will continue to be listed on Indian stock exchanges.

Microsoft collaborated with SBI Foundation to upskill youth with disabilities for BFSI jobs:

• Microsoft has collaborated with SBI Foundation to create opportunities in the banking and financial services and insurance (BFSI) sector, for youth with disabilities.

• Under the initiative, the two organisations will upskill 500 youth for BFSI jobs across Bengaluru, Mumbai, Chennai, Hyderabad and Delhi-NCR. The programme will be driven in collaboration with various government agencies, industry skilling bodies and non-profits. As a part of this effort, both the companies will develop an AI-powered marketplace that will enable the BFSI industry to better connect with people having disabilities (to upskill them).

Dr. Niti Kumar receives SERB Women Excellence Award-2020:

• Dr. Niti Kumar, Senior Scientist of Molecular Parasitology and Immunology Division, CSIR-CDRI, Lucknow, has received the SERB Women's Excellence Award-2020. She will be awarded by the President of India, Ram Nath Kovind during the National Science Day celebration at Vigyan Bhawan on February 28, 2020.

• The award is given to women scientists under the age of 40, who have received honors from various national academies. Women researchers will be assisted by Science and Engineering Research Board of the Department of Science and Technology, Government of India, with a grant of Rs 5 lakh per year for 3 years.

• Dr. Niti Kumar’s research group is trying to understand the protein quality control machinery in malaria parasites to explore alternative drugs for malaria. Dr. Niti Kumar has received several awards and honors like Innovative Young Biotechnologist Award (DBT-IYBA 2015), INSA Medal for Young Scientist (2010) by Indian National Academy of Sciences and Marie Curie Early Stage Research Fellowship by European Union under 6th Framework Programme (2005-2006).

• What is SERB?

Science and Engineering Research Board (SERB) is a constitutional body works under the Department of Science and Technology (DoST), Government of India. It was established in 2009 through an Act of the Parliament of India.

Shooters now permitted by Home Ministry to keep upto 12 firearms for shooting practice:

• The Union Home Ministry has amended Arms Act, 1959 and the Arms Rules, 2016 to increase the number of firearms and ammunition kept by the Indian shooters for their practice during the year. As per the Home Ministry, shooting is an important Olympic sport in India and Indian shooters have excelled in international competitions.

• Key Amendments in Arms Act, 1959

According to the new rules, international medalists and renowned shooters are now allowed to have additional weapons up to a total of twelve under the exempted category. Earlier they were allowed to keep only seven weapons.
In case a shooter is renowned in one event, he will be allowed to keep a maximum of eight weapons. If he is renowned in two events then he can keep maximum ten weapons. Earlier, the permit was four and seven respectively.
If a shooter is known in more than two events, then he will now be allowed to keep a maximum of twelve firearms unlike earlier seven.
For junior target shooters or aspiring shooters, the Home Ministry has decided to amend the rules to allow them to possess two firearms of any category, as against earlier one.
The shooters will now also be entitled to possess two firearms as normal citizens under provisions of the Arms Act, 1959.

• Key Amendments in Arms Rules, 2016

The Home Ministry has amended the provision under Rule 40 of the Arms Rules, 2016, as per which, the quantity of ammunition that can be purchased by the shooters for practice during a year has been increased considerably.
Under the amended provisions, the quantity of ammunition that shooters can purchase for .22 LR rifle/pistol has been increased to 5000 instead of 1000, for Pistol/Revolver the quantity has been increased to 2000 instead of 600 and for shotgun calibers, the quantity has been increased to 5000 instead 500.
The Ministry has also made other necessary amendments in the Arms Rules, 2016 by amending the Arms Act, 1959, under the Arms (Amendment) Act, 2019.
The amendments clarify that no license will be required for Indian citizens for acquisitions and possession of small arms falling under the category of curio.
However, the shooters will be required to carry appropriate licenses, as prescribed to use, carry or transport such small arms. No ammunition can be sold for use without the endorsement of such firearms in the prescribed license of the owner.
Further, the maximum number of firearms to be possessed by any person has been reduced to two from earlier three.
Those who have three firearms have been given the facility to retain any two of them and deposit the remaining firearm by December 13, 2020.

• Malaysian PM Mahathir Mohamad Resigns: Mahathir Mohamad – the Prime Minister of Malaysia, submitted his resignation to the country’s king, Sultan Abdullah Sultan Ahmad Shah on February 24, 2020, as per media reports.

• Mahathir’s PPBM has also pulled out of the ruling Pakatan Harapan (Alliance of Hope) coalition, throwing the country into renewed political turmoil. The resignation of 94-year-old veteran politician and two-time Prime Minister comes following an on-going rift with his presumptive successor Anwar Ibrahim. Following his resignation as the PM, Mahathir also resigned as the chairman of PPBM.

• Resignation of Malaysian PM Mahathir Mohamad comes in the wake of long going battle in the ruling coalition which comprises many stakeholders. The key parties in the Pakatan Harapan coalition include Mahathir’s Parti Pribumi Bersatu Malaysia i.e. PPBM or United Indigenous Party of Malaysia; Anwar Ibrahim‘s Parti Keadilan Rakyat (PKR) and Democratic Action Party (DAP) which commands ethnic Chinese as its vote bank.

USIBC appoints Vijay Advani as new Chairman of Global Board:

• The US-India Business Council (USIBC) has appointed Vijay Advani as new Chair of its Global Board of Directors. Prior to this, he served as Executive Chairman of the Board in January 2020. The council also announced two new members of the Global Board of Directors Lockheed Martin International Senior Vice President Tim Cahill and GE South Asia President & CEO Mahesh Palashikar. 'थल सेना भवन’:राजनाथ सिंह द्वारा नए सेना मुख्यालय की नींव रखी गई:

• रक्षा मंत्री राजनाथ सिंह ने हाल ही में दिल्ली छावनी में एक नए सेना मुख्यालय भवन की आधारशिला रखी। इस परिसर का नाम 'थल सेना भवन' होगा। इसका निर्माण 39 एकड़ से अधिक भूमि पर किया जाएगा।

• रक्षा मंत्री राजनाथ सिंह ने कहा कि यह सेना भवन भारतीय सैनिकों का प्रतिनिधित्व करेगा। उन्होंने यह भी कहा कि ये सैनिक चाहते थे कि भारत सक्षम और सशक्त बने। अब उनके बलिदान ने भारत को एक शक्तिशाली देश बना दिया है और यह इमारत उन्हें समर्पित है। उन्होंने यह भी कहा कि इमारत को कई सालों तक जरूरत थी।

• दूरसंचार विभाग (DoT) ने देश की सबसे बड़ी मोबाइल टावर कंपनी इंडस टावर्स को भारती क्राल के साथ विलय को मंजूरी दे दी,

• भारती इंफ्राटेल और इंडस टावर्स के संयोजन से सभी 22 दूरसंचार सेवा क्षेत्रों में संचालित 163,000 से अधिक टावरों के साथ एक पैन-इंडिया टॉवर कंपनी बनाई जाएगी।

• संयुक्त इकाई चीन के बाहर दुनिया की सबसे बड़ी टॉवर कंपनी होगी। भारती इंफ्राटेल और वोडाफोन के पास सिंधु में 42 फीसदी हिस्सेदारी है।

• वोडाफोन आइडिया के पास मोबाइल टावर फर्म में 11.15 प्रतिशत हिस्सेदारी है।

• SERB क्या है?

निशानेबाजों को अब गृह मंत्रालय ने गोलीबारी की 12 आग्नेयास्त्रों को निशाने पर रखने के लिए अनुमति दी है:

• केंद्रीय गृह मंत्रालय ने वर्ष के दौरान अपने अभ्यास के लिए भारतीय निशानेबाजों द्वारा रखी जाने वाली आग्नेयास्त्रों और गोला-बारूद की संख्या बढ़ाने के लिए शस्त्र अधिनियम, 1959 और शस्त्र नियम, 2016 में संशोधन किया है। गृह मंत्रालय के अनुसार, भारत में शूटिंग एक महत्वपूर्ण ओलंपिक खेल है और भारतीय निशानेबाजों ने अंतरराष्ट्रीय प्रतियोगिताओं में उत्कृष्ट प्रदर्शन किया है।

• शस्त्र अधिनियम, 1959 में मुख्य संशोधन

नए नियमों के अनुसार, अंतरराष्ट्रीय पदक और प्रसिद्ध निशानेबाजों को अब छूट वाले वर्ग के तहत कुल बारह तक अतिरिक्त हथियार रखने की अनुमति है। पहले उन्हें केवल सात हथियार रखने की अनुमति थी।
एक घटना में एक शूटर प्रसिद्ध होने की स्थिति में, उसे अधिकतम आठ हथियार रखने की अनुमति होगी। यदि वह दो घटनाओं में प्रसिद्ध है तो वह अधिकतम दस हथियार रख सकता है। पहले यह परमिट क्रमश: चार और सात था।
यदि एक शूटर को दो से अधिक घटनाओं में जाना जाता है, तो उसे अब पहले के सात की तुलना में अधिकतम बारह आग्नेयास्त्र रखने की अनुमति होगी।
जूनियर टारगेट शूटरों या आकांक्षी निशानेबाजों के लिए, गृह मंत्रालय ने नियमों में संशोधन करने का फैसला किया है ताकि उन्हें पहले के मुकाबले किसी भी श्रेणी की दो आग्नेयास्त्र रखने की अनुमति मिल सके।
शूटर अब सशस्त्र अधिनियम, 1959 के प्रावधानों के तहत सामान्य नागरिकों के रूप में दो आग्नेयास्त्रों के अधिकारी होंगे।

• शस्त्र नियम, 2016 में मुख्य संशोधन

गृह मंत्रालय ने शस्त्र नियम, 2016 के नियम 40 के तहत प्रावधान में संशोधन किया है, जिसके अनुसार एक वर्ष के दौरान निशानेबाजों द्वारा खरीदे जा सकने वाले गोला-बारूद की मात्रा में काफी वृद्धि की गई है।
संशोधित प्रावधानों के तहत, गोला-बारूद की मात्रा जो शूटर 22 के लिए खरीद सकते हैं ।22 LR राइफल / पिस्तौल को 1000 के बजाय 5000 तक बढ़ा दिया गया है, पिस्टल / रिवाल्वर के लिए मात्रा 600 के बजाय 2000 और शॉटगन कैलिबर के लिए बढ़ा दी गई है। मात्रा को 500 के बजाय बढ़ाकर 5000 कर दिया गया है।
मंत्रालय ने शस्त्र अधिनियम, 1959 में शस्त्र अधिनियम (संशोधन) अधिनियम, 2019 में संशोधन करके शस्त्र नियम, 2016 में अन्य आवश्यक संशोधन भी किए हैं।
संशोधन स्पष्ट करते हैं कि भारतीय नागरिकों को क्यूरियो की श्रेणी में आने वाले छोटे हथियारों के अधिग्रहण और कब्जे के लिए कोई लाइसेंस की आवश्यकता नहीं होगी।
हालांकि, निशानेबाजों को ऐसे छोटे हथियारों का उपयोग करने, ले जाने या परिवहन करने के लिए निर्धारित लाइसेंस लेने की आवश्यकता होगी। मालिक के निर्धारित लाइसेंस में ऐसी आग्नेयास्त्रों के समर्थन के बिना उपयोग के लिए कोई गोला-बारूद नहीं बेचा जा सकता है।
आगे, किसी भी व्यक्ति के पास होने वाली आग्नेयास्त्रों की अधिकतम संख्या को पहले के तीन से घटाकर दो कर दिया गया है।
जिनके पास तीन आग्नेयास्त्र हैं, उनमें से किसी दो को बनाए रखने और शेष आग्नेयास्त्र को 13 दिसंबर, 2020 तक जमा करने की सुविधा दी गई है।

आवेदन और पदनाम

मलेशियाई पीएम महाथिर मोहम्मद ने इस्तीफा दिया:

• मलेशियाई पीएम महाथिर मोहम्मद के इस्तीफे: महाथिर मोहम्मद - मलेशिया के प्रधान मंत्री ने मीडिया रिपोर्टों के अनुसार, 24 फरवरी, 2020 को देश के राजा, सुल्तान अब्दुल्ला सुल्तान अहमद शाह को अपना इस्तीफा सौंप दिया।

Haryana government to open Atal Kisan-Majdoor canteens to provide meals

The aim of the move is to provide affordable and cheap meals to farmers and labourers at a concessional rate of Rs.10 per plate.25 Atal Kisan-Majdoor canteens will be established in 2020 in the state.

• The Department of Telecommunications (DoT) has launched the ‘5G Hackathon’ in association with the government of India, academia and industry stakeholders.

• The aim of 5G Hackathon is shortlisting India’s focused cutting edge ideas that can be converted into workable 5G products and solutions.

• The 5G technology provides quantum leap over 4G in terms of speed, peak data rate, latency, spectrum efficiency, and connection density. The Hackathon will convert innovating ideas into products and solutions in different verticals and develop India specific use cases around 5G.

• The 5G Hackathon is open to developers, students, start-ups, SMEs, academic institutions and registered companies in India and Non-resident Indians (NRIs). All Stakeholders can participate as individuals or as a team to present use cases for the 5G network in the Indian context.

Swachh Bharat Mission II phase to cost Rs 52,000 crore, gets cabinet nod

• The Centre has approved the second phase of Swachh Bharat Mission (Rural), which will be implemented on a mission mode between 2020-21 and 2024-25.

• An estimated budget of Rs 52,497 crore has been allocated for the project, to be shared between the centre and the state.

• The Phase II will focus on Open Defecation Free Plus (ODF Plus), which includes ODF sustainability and solid and liquid waste management (SLWM).

• Fund sharing pattern between the Centre and States will be respectively as given below:

o 90:10 for North-Eastern States and Himalayan States and UT of J&K

o 60:40 for other States

o 100:0 for other Union Territories

दूरसंचार विभाग ने लॉन्च किया '5 जी हैकाथॉन':

• दूरसंचार विभाग (DoT) ने भारत सरकार, शिक्षाविदों और उद्योग हितधारकों के साथ मिलकर 5G हैकाथॉन ’लॉन्च किया है।

• 5 जी हैकाथॉन का उद्देश्य भारत के केंद्रित अत्याधुनिक विचारों को सूचीबद्ध करना है, जिन्हें व्यावहारिक 5 जी उत्पादों और समाधानों में परिवर्तित किया जा सकता है।

• 5 जी तकनीक गति, शिखर डेटा दर, विलंबता, स्पेक्ट्रम दक्षता और कनेक्शन घनत्व के मामले में 4 जी से अधिक मात्रा में छलांग प्रदान करती है। हैकथॉन अलग-अलग वर्टिकल में उत्पादों और समाधानों में नवोन्मेषी विचारों को परिवर्तित करेगा और 5 जी के आसपास भारत के विशिष्ट उपयोग के मामलों को विकसित करेगा।

Pakistan will remain on the FATF Grey list till June 2020

• The decision was taken by the anti-money laundering watchdog after the conclusion of the February 16-21 group meetings and plenary in Paris. The Financial Action Task Force (FATF) in October decided to keep Pakistan on its Grey List for failure to curb funnelling of funds to terror groups Lashkar-e-Taiba, Jaish-e-Mohammed and others.

What is the Financial Action Task Force (FATF)?

The Financial Action Task Force (FATF) is an inter-governmental body established in 1989 by the Ministers of its Member jurisdictions. The objectives of the FATF are to set standards and promote effective implementation of legal, regulatory and operational measures for combating money laundering, terrorist financing and other related threats to the integrity of the international financial system. The FATF is, therefore, a “policy-making body” which works to generate the necessary political will to bring about national legislative and regulatory reforms in these areas.

Centre releases Rs 19,950 cr as GST compensation to states, UTs

The Central Government has released 19,950 crore rupees as GST compensation to states. The amount was released to states. With this release of GST compensation, the Central Government has released a total of over 1.20 lakh crore rupees towards GST compensation to the states during current fiscal.

Fourth Anniversary of Shyama Prasad Mukherji Rurban Mission to be observed on 21st feb

• On 21st February 2016, Prime Minister Narendra Modi had launched the Mission with the vision to deliver catalytic interventions to rural areas on the threshold of growth.

• The Mission aims at transforming these Rurban clusters by stimulating local economic development, enhancing basic services and creating well planned Rurban clusters. This will lead to the holistic development of the region and encourage integrated and inclusive rural development.

• Under the mission, 300 Rurban clusters are envisaged to be developed in a time-bound manner.

3. Manipur: India’s tallest pier bridge build by Northeast Frontier Railway.

• The Northeast Frontier Railway Construction Organisation has built India’s tallest railway pier bridge 100 m tall equivalent to a 33-storey building, across Makru river in the Tamenglong district of Manipur. The Rs 283.5-crore bridge with a span of 555 m is part of the 111-km Jiribam-Tupul-Imphal new broad gauge line. It has 47 tunnels, the longest being 10.28 km.

• A bridge pier is a type of structure that extends to the ground below or into the water. It is used to support bridge superstructure and transfer the loads to the foundation. The bridge piers can be constructed to be substantially attractive and strong in order to withstand both vertical and horizontal loads.

Lithium reserve found near Bengaluru

• The Researchers of India’s Atomic Energy Commission have found lithium reserves of 14,100 tonnes in Mandya, Bengaluru, Karnataka. Lithium is a rare metal used for manufacturing batteries for electric vehicles.

• India currently imports all its lithium needs and lithium batteries worth $1.2 billion for the year 2019 from $384 million in 2017.

• These reserves will be useful to promote clean-energy vehicles in India and the Government has a plan to implement $1.4 billion to make India a manufacturing hub for electric vehicles.

• India has set up Khanij Bidesh India Limited to source and acquire mines in Argentina (Buenos Aires), Bolivia (Sucre) and Chile (Santiago).

India needs to invest USD 109 billion to halve its road accident fatalities in next decade: World Bank

India needs to invest an estimated extra USD 109 billion in road safety over the next decade to halve its crash fatalities, the World Bank stated in a report released on a day when at least 35 people were killed in four separate accidents in the country.

The bank stated such an investment will bring economic benefits equivalent annually to 7 per cent of the GDP.

OBITUARY

Former FICCI president V L Dutt passes away.

Former Federation of Indian Chambers of Commerce & Industry (FICCI) president V L Dutt passed away. He headed FICCI in 1991-92. He was the chairman of the India Vietnam Joint Business Council of FICCI. He graduated from the Business Institute of Management, London. He served as the chairman of The KCP Group of companies.

Computer scientist, Larry Tesler passes away

• Larry Tesler, the computer scientist who introduced the cut, copy and paste commands passed away. The scientist was born in the Bronx, New York, in 1945, and worked in the genesis stage of computers in the 1960s, aiming to make them more accessible and intuitive.

• In 1973, Tesler joined Xerox’s Palo Alto Research Center (PARC) and this is where he developed to cut, copy and paste. These concepts were instrumental in the development of text editors and early computer operating systems.

• Tesler worked for blue-chip firms including Apple, Amazon and Yahoo. He appropriately began his Silicon Valley career at photocopying company Xerox’s Palo Alto Research Center (Parc) before being recruited by Apple’s founder, Steve Jobs.

Kala Kumbh exhibition, New Delhi : Organized by Ministry of Textiles:

• The Ministry of Textiles organized “Kala Kumbh” exhibition in New Delhi. It is an exhibition to promote Geographical Indication (GI) craft and heritage of India.

• The exhibitions are planned in various major cities like Bengaluru, Mumbai, Kolkata, and Chennai. The exhibitions are sponsored by the Export Promotion Council for Handicrafts (EPCH).

• The GI tag is used on handicrafts which correspond to a specific geographical location or origin (e.g., a town, region, or country). As of August 2019, 178 GI handicraft products were registered from all over India.

Cabinet approves formation of non-statutory body for a term of three years:

• The government constitutes a 22nd law commission as per the requirement.

• It was originally formed in 1955.The commission is reorganized for three years.

• The term of the 21st Law Commission ended on August 31, 2018.The Law Commission is a non-statutory body.

• Responsibilities of 22nd Law Commission

• It will identify laws that are no longer needed or are irrelevant and can be repealed immediately.

• The 22nd Law Commission will examine the existing laws and suggest ways for reforms. It will also suggest the necessary laws to implement the Directive Principles mentioned in the Preamble of the Constitution.

• It will take all necessary measures to use law and legal processes in the service of poor people.

• The law commission will revise the laws of general importance to simplify them and remove anomalies, ambiguities, and inequities.

Central Consumer Protection Authority to be set up by Govt by first week of April:

• Food Minister Ram Vilas Paswan has stated the Central Consumer Protection Authority (CCPA) will be set up by the first week of April this year.

• The CCPA to be set up under Consumer Protection Act 2019, will address issues related to consumer rights, unfair trade practices, misleading advertisements and impose penalties for selling spurious and adulterated products.

Phase two of Swachh Bharat Mission Grameen approved:

• Union Cabinet has approved the 2nd Phase of the Swachh Bharat Mission Grameen till 2024-25.

• The program will work towards ensuring that no one is left behind and everyone uses a toilet.

• The 2nd phase of the mission will be implemented in a mission mode with a total estimated budgeted financial implication of 52 thousand 497 crore rupees.

• The 2nd phase of the mission will focus on Open Defecation Free Plus (ODF Plus), which includes ODF sustainability and Solid and Liquid Waste Management (SLWM).

Symposium on Emerging Opportunities for Indian Textiles and Crafts:

BS-VI Fuel: India To Switch To World’s Cleanest Petrol, Diesel From April 1:

• India will switch to the world’s cleanest petrol and diesel from April 1 as it leapfrogs straight to Euro-VI emission compliant fuels from Euro-IV grades now.

• This has been achieved in just three years and not seen in any of the large economies around the globe.

• India will join the select league of nations using petrol and diesel containing just 10 parts per million of sulphur as it looks to cut vehicular emissions that are said to be one of the reasons for the choking pollution in major cities.

• State-owned oil refineries spent about 35,000 crore rupees to upgrade plants that could produce ultra-low sulphurBS-VI has a sulphur content of just 10 ppm and emission standards are as good as CNG..

• The Special Economic Zones, SEZ continue to take the lead in expanding the exports for the country.

en in the midst of a volatile global economy, SEZs in India have shown resilience and have achieved 100 billion dollar worth of exports so far.

• Sectors that saw healthy growth in this financial year include gems and jewelry, trading and Logistics, leather and footwear, non-conventional energy, textiles and garments.

• Petrochemicals constitute a major segment of SEZ exports, however, growth was muted in this segment this year which may be attributed to the softening of global crude prices.

MSME loan: Gujarat govt partners with SBI to facilitate MSME:

• The Gujarat government signed an MoU with State Bank of India (SBI) to facilitate approval of loans to entrepreneurs in the MSME sector with ease and within a short time-frame.

• As per the MoU, the top public sector lender will provide working capital to entrepreneurs seeking to start new micro, small and medium enterprises (MSME) within a short time -frame after providing theoretical approval within 15 days of making an application.

• The MoU was signed between principal secretary M K Das and SBI Ahmedabad circle general manager Ramesh Kumar Agarwal.

• The SBI decided to help MSME entrepreneurs in Gujarat looking at their high recovery rate.

Mobile App ”Yodhavu” Launched in Kerala to Combat Drug Menace:

• Kerala Chief Minister Pinarayi Vijayan launched “Yodhav” (Warrior) mobile app (application) at Kochi, Kerala.

• Through this app, the public can inform police about drug abuse and its distribution.

• The application was introduced by the Kochi city police and the informer’s identity could be kept secret.

Permanent Commission to Women Officers In Army:

CDS Gen Bipin Rawat announces to create Peninsula Command

• Chief of Defence Staff, General Bipin Rawat said on February 17, 2020, that the Navy is planning to form the Peninsula Command on the Eastern and Western Command.

• General Bipin Rawat was talking to the media. He said that India wants to establish two to five theater commands in the country. He clarified that IAF’s Air Defence Command will be released by the beginning of 2021 while peninsula command will be established soon.

• General Bipin Rawat said that a study has been ordered to start the Air Defence Command under the chairmanship of the Vice Chief of Air Force. It will be helpful in situations like aerial attacks.

Indian Railways zone becomes 1st in India to have energy-neutral stations

• Indian Railways takes a huge leap towards environmental sustainability. The Indian Railways South Central Railways (SCR) zone has become the first zonal railway in the country to have functional “energy neutral” railway stations on the network.

• The anticipated energy generation from these energy neutral stations is coming to be around 3 lakh units annually. The SCR zone expects that solar power generated at these stations will lead to savings of Rs 13 lakh per year.

• The total capacity of all the solar panels installed at the 13 energy neutral stations is 99 kWp

All India Conference of Central Administrative Tribunal 2020 held in New Delhi

• The annual All India Conference of the Central Administrative Tribunal (CAT) was held in New Delhi.

• The one day conference was attended by Judicial and Administrative Members from all 17 Benches of CAT from across the country, members of the CAT Bar Association and eminent Jurists, who deliberated on key issues related to the functioning of the Tribunal and priorities for 2020.

• The Conference was presided over by Union Minister for Law and Justice, Shri Ravi Shankar Prasad.

Maharashtra starts first intercity electric bus service

• The first intercity electric bus service between Mumbai and Pune was started on February 14, 2020. Union Transport Minister Nitin Gadkari inaugurated this electric bus service.

• This bus has a seating capacity of 43 people. This bus can cover a distance of 300 km on a single charge.

• The Government of India will also start this type of bus service in other parts of Maharashtra. This bus will be run under the public-private partnership model.

प्रमुख रक्षा अध्यक्ष (सीडीएस) जनरल बिपिन रावत ने सोमवार को कहा कि भारत में पश्चिमी और उत्तरी सीमाओं पर भविष्य की सुरक्षा चुनौतियों से निपटने के लिए दो से पांच ‘थियेटर कमान’ होंगी और ऐसी पहली कमान 2022 तक प्रभाव में आने की संभावना है। सीडीएस ने कहा कि भारतीय नौसेना की पूर्वी और पश्चिमी कमानों का विलय कर बनने वाली प्रस्तावित ‘पेनिनसुला कमान’ 2021 के अंत तक आकार ले सकती है, वहीं जम्मू कश्मीर में सुरक्षा संबंधी चुनौतियों को एक विशेष थियेटर कमान संभालेगी। जनरल रावत ने चुनिंदा पत्रकारों के एक समूह से बातचीत में सैन्य आधुनिकीकरण की अपनी योजना साझा की। उन्होंने कहा कि 114 लड़ाकू विमानों सहित बड़े सैन्य सौदों की क्रमबद्ध तरीके से खरीदारी की नयी पहल को अंतिम रूप दिया जा रहा है। सरकार ने जनरल रावत को 31 दिसंबर को प्रमुख रक्षा अध्यक्ष नियुक्त किया था। सरकार के इस फैसले का मकसद तीनों सेनाओं के बीच तालमेल स्थापित करना और भविष्य की सुरक्षा चुनौतियों से प्रभावी तरीके से निपटने के लिए सैन्य कमानों का पुनर्गठन करना है। उन्होंने कहा कि वायु सेना उप प्रमुख के नेतृत्व में एक दल वायु रक्षा कमान स्थापित करने के लिए अध्ययन कर रहा है और उसे 31 मार्च तक अध्ययन पूरा करने के लिए कहा गया है। जनरल रावत ने कहा, ‘‘इसके बाद अध्ययन को लागू करने के लिए आदेश जारी किये जाएंगे। हम अगले साल की पहली छमाही में वायु रुक्षा कमान को आकार दे देंगे।’’ प्रायद्वीप कमान के संदर्भ में उन्होंने कहा कि यह अगले साल के अंत तक बनने की संभावना है।जनरल रावत ने कहा कि भारत की पहली थियेटर कमान 2022 तक बनाने का उद्देश्य है। उन्होंने कहा, ‘‘हम जम्मू कश्मीर के लिए अलग थियेटर कमान बनाने की योजना बना रहे हैं जिसमें अंतरराष्ट्रीय सीमा का क्षेत्र शामिल होगा।’’

भारतीय रेलवे ज़ोन ऊर्जा-तटस्थ स्टेशनों के लिए भारत में पहला स्थान बना

• भारतीय रेलवे ने पर्यावरणीय स्थिरता के लिए एक बड़ा कदम उठाया है। भारतीय रेलवे दक्षिण मध्य रेलवे (SCR) ज़ोन देश का पहला ज़ोनल रेलवे बन गया है जिसके पास नेटवर्क पर कार्यात्मक "ऊर्जा तटस्थ" रेलवे स्टेशन हैं।

• इन ऊर्जा तटस्थ स्टेशनों से प्रत्याशित ऊर्जा उत्पादन लगभग 3 लाख यूनिट सालाना हो रहा है। एससीआर क्षेत्र को उम्मीद है कि इन स्टेशनों पर सौर ऊर्जा से प्रति वर्ष 13 लाख रुपये की बचत होगी।

नई दिल्ली में केन्द्रीय प्रशासनिक अधिकरण 2020 का अखिल भारतीय सम्मेलन संपन्न हुआ

केन्द्रीय प्रशासनिक अधिकरण (कैट) का वार्षिक अखिल भारतीय सम्मेलन आज नई दिल्ली में आयोजित किया गया। एक दिवसीय सम्मेलन में देश भर से कैट के सभी 17 बेंचों के न्यायिक और प्रशासनिक सदस्यों, कैट बार एसोसिएशन के सदस्य और प्रख्यात न्यायविद शामिल हुए, जिन्होंने 2020 के लिए अधिकरण की कार्यप्रणाली और प्राथमिकताओं के से संबंधित प्रमुख मुद्दों पर विचार-विमर्श किया।

कैट के काम से संबंधित दो तकनीकी सत्रों में कैट के न्यायिक और प्रशासनिक सदस्यों ने विचार-विमर्श किया, जिसमें संरचनात्मक और संस्थागत मुद्दे, अन्य कानूनी प्रणालियों में प्रशासनिक न्यायाधिकरणों के कामकाज और अधिकरण के कामकाज की कार्यप्रणाली शामिल है। सत्रों की पहचान और निपटान की दर में सुधार के लिए उपायों की पहचान, सदस्यों की सेवा की स्थिति और अधिकरण के बेंच के ढांचागत पहलू पर भी विचार-विमर्श किया गया।

देश की पहली इंटरसिटी इलेक्ट्रिक बस शुरू, 43 सवारी वाली बस मुंबई-पुणे के बीच चलेगी

देश की पहली इंटरसिटी इलेक्ट्रिक बस शुरू की गई है। यह मुंबई-पुणे के बीच चलेगी। केंद्रीय परिवहन मंत्री नितिन गडकरी ने शनिवार को इस इलेक्ट्रिक बस सेवा का उद्घाटन किया। उन्होंने कहा- वह 4-5 साल में देश के हाईवे पर इलेक्ट्रिक बस बड़ी संख्या में चलते हुए देखना चाहते हैं। इस लग्जरी बस में 43 लोग बैठक सकेंगे।

यह एक बार चार्ज होने पर 300 किलोमीटर तक चल सकती है। इसे 1300 ई बसों को संचालन करने वाली कंपनी प्रसन्ना पर्पल मोबिलिटी सॉल्यूशन चला रही है। कंपनी ऐसी बसों को दूसरे शहरों के लिए शुरू करने वाली है।

इस साल 10 हजार ई बसें खरीदीं जाएंगी

गडकरी ने कहा, इस साल राज्य सरकारें और निजी ऑपरेटर लगभग 10,000 ई-बसें खरीदने वाले हैं। लिहाजा वे भी, इलेक्ट्रिक हाईवे के निर्माण की योजना बना रहे हैं। केंद्र सरकार ने देश में ई-वाहन को बढ़ावा देने के लिए कई कदम उठाये हैं। ई-वाहनों पर सब्सिडी दी जा रही है। इनका रजिस्ट्रेशन और रोड चार्ज भी माफ किया गया है।

भारत और नॉर्वे समुद्री प्रदूषण पर काबू पाने के लिए द्विपक्षीय सहयोग मजबूत करेंगे

भारत और नार्वे ने पर्यावरण और जलवायु परिवर्तन, विशेष रूप से, समुद्री प्रदूषण के क्षेत्र में द्विपक्षीय सहयोग को सुदृढ़ करने का फैसला किया है।

पर्यावरण, वन और जलवायु परिवर्तन मंत्री प्रकाश जावड़ेकर और नार्वे के पर्यावरण मंत्री स्वेनंग रोतेवत्न की गुजरात के गांधीनगर में महात्मा मंदिर में द्विपक्षीय बैठक के बाद जारी एक संयुक्त बयान में कहा गया है कि भारत ने समुद्र में प्लास्टिक कचरे की समस्या से निपटने के लिए नार्वे के साथ महासागर संवाद शुरू किया है। श्री जावड़ेकर ने कहा कि 2020 पर्यावरण के लिए अच्‍छा वर्ष रहेगा।

दोनों देशों ने आने वाले दशक में पर्यावरण पर तेजी से वैश्विक कार्रवाई सुनिश्चित करने के तौर तरीकों पर विचार-विमर्श किया। भारत और नार्वे ने सतत विकास वाली समुद्री अर्थव्यवस्था पर समूहों का गठन किया है। संयुक्त बयान में जलवायु परिवर्तन की चुनौतियों से निपटने के संयुक्त प्रयासों, पर्यावरण के क्षेत्र में विकास और अनुसंधान तथा प्रौद्योगिकी साझा करने का उल्लेख है।

एवेन्यू सुपरमार्ट्स के संस्थापक राधाकृष्ण दमानी भारत के दूसरे सबसे अमीर आदमी बन गए हैं। उनकी नेटवर्थ डॉलर 17.8 बिलियन (1.27 लाख करोड़ रुपये) है। पहले नंबर पर उनके पड़ोसी मुकेश अबानी हैं जो की अल्टामाउंट रोड पर ही रहते हैं। अंबानी एशिया के सबसे अमीर व्यक्तियों की सूची में शामिल हैं।

इससे पहले बीते बुधवार को दमानी 5वें सबसे अमीर शख्स बने थे। एवेन्यू सुपरमार्ट्स में उनके परिवार के 80 प्रतिशत शेयर हैं। फोर्ब्य इंडिया टाइम बिलेनियर्स इंडेक्ट दिखाता है कि पिछले हफ्ते सुपरमार्ट्स ने शेयर होल्डिंग घटाई थी। जिसके बाद कंपनी के शेयर में 0.5 प्रतिशत का उछाल आया और उनकी संपत्ति में 400 करोड़ का इजाफा हुआ।

इसके साथ ही दमानी ने एचसीएल के शिव नडार (डॉलर 16.5 बिलियन), उदय कोटक (डॉलर 14.9 बिलियन), गौतम अडानी (डॉलर 14.1 बिलियन) और लक्ष्मी मित्तल (डॉलर 12.1 बिलियन) को पीछे छोड़ दिया। शनिवार को मुकेश अंबानी की नेटवर्थ डॉलर 57.4 बिलियन (4.98 लाख करोड़ रुपये) थी।

अरविंद केजरीवाल ने तीसरी बार दिल्ली के मुख्यमंत्री पद की शपथ ली। उनके बाद मनीष सिसोदिया, सत्येंद्र जैन, गोपाल राय, कैलाश गहलोत, इमरान हुसैन और राजेंद्र पाल गौतम ने मंत्री पद की शपथ ली। कांग्रेस की शीला दीक्षित के बाद केजरीवाल तीसरी बार मुख्यमंत्री पद की शपथ लेने वाले दूसरे नेता हैं। उन्होंने कहा कि मैं सबका मुख्यमंत्री हूं। कोई भी काम हो तो सीधे मेरे पास आएं। दिल्ली को आगे बढ़ाने के लिए प्रधानमंत्री का आशीर्वाद चाहता हूं।

PM मोदी ने वाराणसी में 'काशी एक रूप अनेक' कार्यक्रम का किया शुभारंभ

प्रधानमंत्री नरेंद्र मोदी ने आज अपने संसदीय क्षेत्र वाराणसी में कई परियोजाओं का शिलान्यास और लोकार्पण किया। इसी चरण में उन्होंने सांस्कृतिक, कला और हस्तशिल्प प्रदर्शनी "काशी एक रूप अनेक" का उद्घाटन किया। इस दौरान उनके साथ मुख्यमंत्री योगी आदित्यनाथ और राज्यपाल आनंदीबेन पटेल मौजूद रहीं।

उन्होंने कहा, उत्तर प्रदेश से उत्पादों को ऑनलाइन उपलब्ध कराने और राष्ट्रीय और अंतर्राष्ट्रीय बाजारों तक पहुंच बनाने के प्रयास से देश को लाभ होगा। मुझे जानकारी मिली है कि पिछले 2 वर्षों में उत्तर प्रदेश इंस्टीट्यूट ऑफ डिज़ाइन (यूपीआईडी) ने राज्य के 30 जिलों में 3500 शिल्पकारों और बुनकरों को डिज़ाइन-संबंधित कलाकृति में सहायता प्रदान की है। साथ ही शिल्प उत्पादों में वृद्धि के लिए, 1000 कारीगरों को टूल-किट दी गई है।

देश में पहली बार, एक राष्ट्रीय रसद नीति तैयार की जा रही है। यह सिंगल विंडो ई-लॉजिस्टिक्स बाजार के निर्माण की ओर ले जाएगा। पीएम मोदी ने कहा, बदलती दुनिया, बदलते समय, बदलती मांग के अनुसार इन उत्पादों में भी ज़रूरी बदलाव करें। इसके लिए इन पारंपरिक उद्योगों से जुड़े साथियों को ट्रेनिंग, आर्थिक मदद, नई तकनीक और मार्केटिंग की सुविधा देनी बहुत ज़रूरी है।

2019 में विश्व रक्षा खर्च में 4% की वृद्धि, 10 वर्षों में सबसे अधिक: IISS रिपोर्ट

लंदन स्थित थिंक टैंक इंटरनेशनल इंस्टीट्यूट फॉर स्ट्रैटेजिक स्टडीज (IISS) द्वारा प्रकाशित "मिलिट्री बैलेंस" नामक एक नई रिपोर्ट के अनुसार, पिछले वर्ष की तुलना में 2019 में वैश्विक रक्षा खर्च में 4% की वृद्धि हुई।

अंतर्राष्ट्रीय थिंक टैंक के अनुसार, यह वैश्विक वृद्धि 10 वर्षों में सबसे अधिक वार्षिक वृद्धि है।

सेबी ने नगरपालिका बांड विकास समिति का किया गठन

बाजार नियामक भारतीय प्रतिभूति और विनिमय बोर्ड (सेबी) ने सुजीत प्रसाद की अध्यक्षता में नगरपालिका बांड विकास समिति (Municipal Bonds Development Committee) का गठन किया है। यह समिति नगरपालिका ऋण प्रतिभूतियों के उभरने से संबंधित नीतिगत मामलों पर सुझाव देगी और नगरपालिकाओं को इस तरह के बांड जारी करने की सुविधा प्रदान करेगी।

इस समिति में नगर निगम के वकील, पेशेवर और कारोबारियों के प्रतिनिधि शामिल होंगे। ये पैनल, नगरपालिका ऋण प्रतिभूतियों के प्राथमिक और द्वितीयक बाजार के विनियमन और विकास से संबंधित मुद्दों पर सेबी को सलाह देगा।

वित्त आयोग ने रक्षा और आंतरिक सुरक्षा पर समूह का गठन किया

पंद्रहवें वित्त आयोग ने रक्षा और आंतरिक सुरक्षा पर एक समूह का गठन किया है, जो निम्नानुसार है -

i) अध्यक्ष - श्री एन.के. सिंह, 15वें वित्त आयोग के अध्यक्ष।

ii) सदस्य – श्री ए.एन. झा, 15वें वित्त आयोग के सदस्य।

iii) सदस्य - गृह मंत्रालय के सचिव ।

iv) सदस्य - रक्षा मंत्रालय के सचिव ।

v) सदस्य - वित्त मंत्रालय के सचिव (व्यय)।

रक्षा और आंतरिक सुरक्षा पर गठित इस समूह का शासनादेश यह परीक्षण करना होगा कि ‘क्या रक्षा और आंतरिक सुरक्षा के वित्तपोषण के लिए एक अलग तंत्र स्थापित किया जाना चाहिए, और यदि ऐसा है, तो इस तरह के तंत्र का संचालन कैसे किया जा सकता है।

भारत ने 2020 विश्व स्नोशो चैम्पियनशिप में 3 पदक जीते

• कश्मीर के तीन भारतीय एथलीटों ने 15 से 16 फरवरी 2020 तक जापान के मियोको में आयोजित 2020 विश्व स्नोशो चैम्पियनशिप में अपने-अपने वर्ग में पदक जीते हैं।

• India’s reinsurance company, General Insurance Corporation of India (GIC Re) has received the license from Central Bank of the Russian Federation (Bank of Russia) to commence reinsurance business in Russia.

• The license enables the subsidiary to commence transacting domestic and international reinsurance business in Russia based on the capital invested by the Corporation.

• GIC of India is a state owned enterprise in India. It was the sole reinsurance company in the Indian insurance founded in 22 November 1972. GIC Re has its registered office and headquarters in Mumbai.

ISRO G Narayanan to head space PSU NSIL

• Veteran space scientist G Narayanan has been named the chairman of Indian Space Research Organisation’s newly formed commercial entity New Space India Ltd (NSIL).

• Narayanan, who hails from Kerala’s Palakkad, had earlier worked as first secretary (space) at the Indian embassy in Paris.

• The Indian Space Research Organisation is the space agency of the Government of India and has its headquarters in the city of Bengaluru. Its vision is to “harness space technology for national development while pursuing space science research & planetary exploration”.

• Sports Minister Kiren Rijiju has announced Khelo India winter games 2020 which will be held in the Union Territory of Ladakh later this month followed by a similar event in the Union Territory of Jammu and Kashmir in March.

• Khelo India Ladakh Winter Games will feature an open ice hockey championship, figure skating, and speed skating, and the competition will be conducted at the block, district, and UT levels with the expected participation of about 1700 athletes.

SEBI introduces a system to track client securities

• The Securities and Exchange Board of India (SEBI) has developed the in-house capabilities to track the movement of client securities collected by the broker as collateral online.

• It will raise alerts with exchanges if diversion of clients’ securities is noticed.

• So far, three ‘mismatch reports’ has been forwarded to the stock exchanges for reconciliation with members.

Scientists discovered the nearest known planet “2MASS 1155-7919 b”

• The scientists from Rochester Institute of Technology has discovered the nearest-known ‘baby giant planet’ which is named as “2MASS 1155-7919 b”.

• The scientists has used the data from Gaia space observatory to find the baby giant planet.The newly discovered baby giant planet which is named as “2MASS 1155-7919 b” lies about 330 light-years from our solar system.

• The planet is closer to Earth and is located in the Epsilon Chamaeleontis Association.This planet orbits a star that is about 5 million years old. The planet has only ten times the mass of Jupiter.

Noted fashion designer and Padma Shri awardee Wendell Rodricks passed away.

• Wendell Rodricks was awarded the Padma Shri in 2014 and was a recipient of Chevalier de I’Ordre des Arts et Lettres (Knight of the order of arts and letters) in 2015.
