Google launches 'Bolo' app to help children read in Hindi, English
• Google has launched a new app called Bolo, which aims to help students with their reading and comprehension skills and will help them read out aloud in English and in Hindi.
• The app features an animated character 'Diya', who encourages children to read stories aloud and helps if the child is unable to pronounce a word.
• Bolo will also be a free app and relies on Google’s speech recognition and text-to-speech technology.
Southern Railway gets a boost; Kerala to get a new coaching terminal in Nemom
• Minister of Railways & Coal, Shri Piyush Goyal laid the foundation stone for New Coaching Terminal at Nemom and unveiled WAP-7HS passenger locomotive through video conferencing here today. Centre to launch work from home jobs in the IT sector
• The government is working on a scheme to push work-from-home jobs in the IT sector by offering financial incentives to both employees and employers. Incentivising work-from-home jobs through policy-level initiatives can help in creating jobs in the ITES domain while increasing the available talent pool for the sector.
• This will create employment opportunities in the IT/ITES industry, especially for women and differently-abled persons. Currently, the scheme is proposed for a three-year period till March 31, 2022, with an outlay of about Rs.270 crore to create about 50,000 work-from-home jobs.
• The initiative is likely to be launched as phase II of the IT Ministry’s India BPO Promotion Scheme that incentivises firms to set up operations in tier-2 and tier-3 cities in the country. The scheme, launched in 2016, had an outlay of about Rs. 500 crore with an objective to create about 1.45 lakh jobs.
BANKS AND ECONOMY:
DBS plans to triple balance sheet size in 5 years as a WoS
• Singapore’s DBS Bank plans to grow its balance sheet size threefold in five years. DBS recently started operations in India as a wholly owned subsidiary (WoS). The bank is expected to close the financial year with a balance sheet size of Rs.50,000 crore.
• In 2018, the bank infused Rs.1,800 crore capital while transforming itself into a WoS. The total capital of the bank now stands at Rs.7,700 crore, with a capital adequacy ratio of more than 19%. The loan book, which is about Rs. 20,000 crore, is predominantly made up of corporate loans while the share of retail is less than 10%. The deposit base of the bank is about Rs. 30,000 crore.
• DBS aims to grow the retail so that it contributes 30% of the income and profitability over the next few years.

• Arata Isozaki, a prominent Japanese architect renowned for his versatility and transnational approach to design, has won his field's highest accolade, the Pritzker Architecture Prize.

President Ram Nath Kovind to give Nari Shakti awards on International Womens Day

Kummanam Rajasekharan Resigns as Mizoram Governor
• Mizoram Governor Kummanam Rajasekharan stepped down from his post. Governor of Assam, Prof. Jagdish Mukhi, has been given temporary charge of the Aizawl Raj Bhavan.
• Mr. Rajasekharan, who was former State president of the BJP in Kerala, sworn in as Governor of Mizoram in May 2018.
INTERNATIONAL:
China hikes defence budget to USD 177.61 billion, turns second highest spender
• China has increased its defence budget by 7.5 per cent for this year, hiking it to USD 177.61 billion from last year's USD 175 billion.
• It is over three times India's defence budget.
• With this increase, China becomes the highest defence spender on defence after the United States.
• India's defence budget this year was increased by 6.87 per cent to Rs 3.18 lakh crore against last year's allocation of Rs 2.98 lakh crore.
France reiterates support for India’s permanent seat in reformed UNSC
• France, which assumed the March Presidency of the United Nations Security Council (UNSC), has reiterated its support for India as the permanent member of the powerful UN organ. It said that the UNSC’s enlargement is the first crucial part towards its reform.
• India has been calling for the reform of the UN Security Council along with Brazil, Germany, and Japan for long, emphasizing that it rightly deserves a place at the UN high table as a permanent member.
• It also stressed that the UN cannot be recognised as a centre of gravity for multilateralism throughout the world unless it can step up partnerships and focus should also be made on openness to civil society, business world, NGOs and trade unions, which are all stakeholders that breathe life into the UN.

Yomif Kejelcha sets world indoor mile record with a time of 3min 47.01sec
• Ethiopia's Yomif Kejelcha smashed the world indoor mile record with a time of 3min 47.01sec at the Bruce Lehane Invitational in Boston. The 21-year-old broke a record of a mark of 3:48.45 set by Morocco's Hicham El Gerrouj on February 12, 1997.
• It was third time lucky for Kejelcha, who narrowly missed out on breaking world indoor records in his two previous races. He finished just 0.01 outside the world indoor mile record at the Millrose Games with a time of 3:48.46, and was then beaten to the world indoor 1,500m record in Birmingham one week later when compatriot Samuel Tefera won in 3:31.04.

HIV remission achieved via stem cell transplantation
• In a significant development, a person with HIV infection has been reported to be experiencing remission for the last 18 months after antiretroviral therapy (ART) was stopped following stem-cell transplantation in London. Remission is when HIV RNA (ribonucleic acid) is undetectable in blood. ART is used for treating HIV.
• The person with HIV was diagnosed with advanced Hodgkin’s lymphoma, a form of cancer, in 2012. To treat cancer, stem cells which give rise to blood cells were transplanted from a donor who had two mutant copies of a co-receptor for HIV infection. This exercise was carried out in London. The co-receptor (CCR5) is used by the HIV virus to gain entry into host cells in humans. But a mutant does not allow the virus to enter the host cells and hence makes the person resistant to HIV infection.

गूगल ने हिंदी, अंग्रेजी में पढ़ने वाले बच्चों की मदद के लिए 'बोलो' ऐप लॉन्च किया
• Google ने बोलो नामक एक नया ऐप लॉन्च किया है, जिसका उद्देश्य छात्रों को उनके पढ़ने और समझने के कौशल के साथ मदद करना है और उन्हें अंग्रेजी और हिंदी में जोर से पढ़ने में मदद करेगा।

रेल मंत्रालय और केरल सरकार के बीच ज्वाइंट वेंचर
• रेलवे योजनाओं को लागू करने के लिए रेल मंत्रालय और केरल सरकार के बीच में ज्वाइंट वेंचर हुआ है। गुरुवार को केरल में रेलवे के बुनियादी ढांचे के विकास के लिए रेल मंत्रालय और केरल सरकार के बीच एक संयुक्त उद्यम समझौते पर हस्ताक्षर किए गए।
• इस अवसर पर रेल मंत्री सुरेश प्रभाकर प्रभु ने कहा कि राज्य सरकारों के साथ संयुक्त उद्यम (जेवी) समझौतों पर हस्ताक्षर किया जाना रेल मंत्रालय का एक दूरदर्शी कदम है, जिसके जरिये रेलवे राज्य में रेल संबंधी बुनियादी ढांचे के विकास के लिए राज्य सरकारों के साथ मिलकर आवश्यक कदम उठाना चाहती है. उन्होंने कहा कि इस तरह का संयुक्त उद्यम समझौता राष्ट्र के विकास के लिए सहकारी संघवाद का सर्वोत्तम उदाहरण है जिसकी परिकल्पना प्रधानमंत्री ने की है
KCR सरकार का फैसला, अब SIT करेगी डाटा चोरी मामले की जांच
• तेलंगाना राज्य सरकार ने डाटा चोरी मामले की जांच को लेकर सनसनीखेज फैसला लिया है। केसीआर सरकार ने इस मामले की जांच के लिए सिट (स्पेशल इन्वेस्टीगेशन टीम) गठित कर संबंधित आदेश जारी कर दिया है। साथ ही जांच अधिकारियों को इस मामले में अब तक की जांच से संबंधित रिपोर्ट सिट के हवाले करने के निर्देश दे दिए हैं।
• सीट की टीम में साइबर क्राइम डीसीपी रोहिणी, कामारेड्डी की पुलिस अधीक्षक श्वेता रेड्डी, डीएसपी रवि कुमार, एसीपी श्रीनिवास सहित दो अन्य इंस्पेक्टर होंगे। संयुक्त पुलिस कमिशनरेटों की परिधि में अब तक हुई जांच की रिपोर्ट सिट को सौंपी जाएगी। डीजीपी कार्यालय में ही सिट के लिए विशेष चैंबर आवंटित किए जाने की संभावना है।
आईटी सेक्टर में होंगी इस साल एक लाख नौकरियां
• इस साल आईटी सेक्टर में एक लाख नई नौकरियों के मौके होंगे. इसकी वजह आईटी उद्योग की तेज ग्रोथ है। यह आठ फीसदी से अधिक है। केंद्रीय आईटी एवं कानून मंत्री रविशंकर प्रसाद ने यह जानकारी दी है।
• देश में बढ़ती बेरोजगारी से जूझ रहे युवाओं के लिए रोजगार के मोर्चे पर यह अच्छी खबर है। देश भर की आईटी कंपनियां अगले 6-8 महीने में बड़े पैमाने पर नौकरियां देने वाली हैं।
• प्रसाद ने ट्विटर पर कहा कि इसके साथ ही देश में आईटी उद्योग में काम करने वाले लोगों की संख्या करीब 40 लाख तक पहुंच जाएगी. साल 2017 में भी आईटी उद्योग ने देश में एक लाख से अधिक लोगों को रोजगार दिया था। • सॉफ्टवेयर कंपनियों के संगठन नैस्कॉम के अनुसार, साल 2018-19 में आईटी कंपनियों का निर्यात बढ़कर 137 अरब डॉलर पर पहुंच जायेगा. पिछले साल यह 126 डॉलर था। एक लाख नए जॉब के साथ ही देश के समग्र आईटी-बीपीओ उद्योग का आकार 14-16 अरब डॉलर तक बढ़ जायेगा।
बैंक और अर्थव्यवस्था
DBS की योजना 5 साल में एक बैलेंस शीट के आकार को तीन गुना करने -
• सिंगापुर की डीबीएस बैंक ने पांच साल में अपनी बैलेंस शीट का आकार तीन गुना बढ़ाने की योजना बनाई है। DBS ने हाल ही में पूर्ण स्वामित्व वाली सहायक कंपनी (WoS) के रूप में भारत में परिचालन शुरू किया। बैंक को 50,000 करोड़ रुपये की बैलेंस शीट के साथ वित्तीय वर्ष बंद करने की उम्मीद है।
• 2018 में, बैंक ने खुद को WoS में तब्दील करते हुए 1,800 करोड़ रुपये की पूंजी का निवेश किया। बैंक की कुल पूंजी अब रु 7,700 करोड़ है, जिसकी पूंजी पर्याप्तता अनुपात 19% से अधिक है। ऋण पुस्तिका, जो लगभग रु20,000 करोड़, मुख्य रूप से कॉर्पोरेट ऋण से बना है, जबकि खुदरा का हिस्सा 10% से कम है। बैंक का जमा आधार लगभग रु 30,000 करोड़ ।
• डीबीएस का उद्देश्य खुदरा को बढ़ाना है ताकि यह अगले कुछ वर्षों में आय और लाभप्रदता का 30% योगदान दे।

अराता आइसोजकी ने प्रित्जकर आर्किटेक्चर प्राइज जीता-
• एक प्रमुख जापानी वास्तुकार अराता इज़ोज़की, जो अपनी बहुमुखी प्रतिभा और डिजाइन के लिए अंतरराष्ट्रीय दृष्टिकोण के लिए प्रसिद्ध हैं, उन्होंन अपने क्षेत्र का सर्वोच्च प्रशंसा पुरस्कार, प्रित्जकर वास्तुकला पुरस्कार जीता है।
• वह प्रित्जकर पुरस्कार प्राप्त करने वाले 46 वें व्यक्ति और आठवें जापानी वास्तुकार हैं।
राष्ट्रपति राम नाथ कोविंद ने प्रदान किये नारी शक्ति पुरस्कार
• राष्ट्रपति राम नाथ कोविंद ने 08 मार्च 2019 को महिला सशक्तीकरण में विशेष योगदान करने के लिए 44 महिलाओं और संस्थानों को नारी शक्ति पुरस्कार 2018 प्रदान किये। अंतर्राष्ट्रीय महिला दिवस के अवसर पर राष्ट्रपति भवन में आयोजित एक विशेष समारोह में देश में महिलाओं का सर्वोच्च नागरिक सम्मान ‘नारी शक्ति पुरस्कार 2018’ प्रदान किये गये।
• यह पुरस्कार महिलाओं की उपलब्धियों को सम्मान देने के लिए महिलाओं और संस्थानों को दिया जाता है जिन्होंने महिला सशक्तीकरण और सामाजिक कल्याण में उल्लेखनीय योगदान किया हो. इस वर्ष इन पुरस्कारों के लिए लगभग एक हजार नामांकन में से 44 महिलाओं और संस्थानों का चयन किया गया है।
• केंद्रीय महिला और बाल विकास मंत्रालय महिला सशक्तीकरण और सामाजिक कल्याण के लिए अथक सेवा करने वाली महिलाओं और संस्थाओं को पुरस्कृत करता है इस वर्ष नारी शक्ति पुरस्कार के लिए एक वन स्टॉप सेंटर और बेटी बचाओ बेटी पढ़ाओ योजना के तहत बाल लिंग अनुपात सुधारने में उल्लेखनीय प्रगति दिखाने वाले एक राज्य को भी चुना गया है वन स्टॉप सेंटर हिंसा से पीड़ित महिलाओं को आश्रय देने और उन्हें कानूनी सहायता प्रदान करने के केन्द्र के रूप में कार्य करता है।

कुम्मनम राजशेखरन ने मिजोरम के राज्यपाल के रूप में इस्तीफा दिया
• मिजोरम के राज्यपाल कुम्मनम राजशेखरन अपने पद से इस्तीफा दे दिया हैं। असम के राज्यपाल प्रो जगदीश मुखी को आइजोल राजभवन का अस्थायी प्रभार दिया गया है। केरल में भाजपा के पूर्व प्रदेश अध्यक्ष श्री राजशेखरन ने मई 2018 में मिजोरम के राज्यपाल के रूप में शपथ ली थी।

चीन ने अपने रक्षा बजट को साढ़े 7 प्रतिशत बढ़ाकर 177.61 अरब डॉलर किया

चीन ने पिछले साल रक्षा बजट में 8.1 % तक का किया था इजाफा, 175 अरब डॉलर आवंटित किए।
• अमेरिका के बाद रक्षा क्षेत्र पर सर्वाधिक खर्च करने वाले चीन ने मंगलवार को इस साल के अपने रक्षा बजट को साढ़े 7 प्रतिशत की वृद्धि के साथ 177.61 अरब डॉलर करने का ऐलान किया है। यह भारी-भरकम राशि भारत के रक्षा बजट के मुकाबले तीन गुना से भी अधिक है। चीन की संसद 'नैशनल पीपल्स कांग्रेस' के वार्षिक सत्र के पहले दिन मंगलवार को पेश किए गए बजट के मसौदे के मुताबिक 2019 का रक्षा बजट 1,190 अरब युआन (करीब 177.61 अरब डॉलर) का होगा। इस साल रक्षा बजट में पिछले साल के 8.1 प्रतिशत के मुकाबले कम बढ़ोतरी की गई है।
फ्रांस ने संयुक्त राष्ट्र सुरक्षा परिषद में भारत की स्थायी सदस्यता के लिए समर्थन दोहराया
• फ्रांस ने एक बार फिर संयुक्त राष्ट्र सुरक्षा परिषद में भारत की दावेदारी के समर्थन को दोहराया है। फ्रांस ने कहा है कि भारत इसका स्थायी सदस्य बनने का हकदार है।
• पंद्रह सदस्यों वाली सुरक्षा परिषद के स्थायी सदस्य एवं वीटो शक्ति प्राप्त फ्रांस ने पाकिस्तान स्थित आतंकी संगठन जैश-ए-मोहम्मद के सरगना मसूद अजहर को वैश्विक आतंकवादी घोषित कराने के लिए पिछले महीने अमेरिका और ब्रिटेन के साथ परिषद में एक नया प्रस्ताव पेश किया था।
• संयुक्त राष्ट्र में जर्मनी के राजदूत क्रिस्टोफर हेस्जेन के साथ संयुक्त संवाददाता सम्मेलन में डेल्ट्रे ने कहा कि संयुक्त राष्ट्र के सुधार की कुंजी 15 सदस्यीय परिषद के विस्तार, सहभागिता और नागरिक समाज के लिए खुलापन जैसे तीन क्षेत्रों के माध्यम से खुलती है। जर्मनी अप्रैल में परिषद की अध्यक्षता संभालेगा।

• इथियोपिया के योमिफ़ केजेल्चा ने बोस्टन में ब्रूस लेहेन के आमंत्रण पर 3 min 47.01sec के समय के साथ विश्व इनडोर मील रिकॉर्ड को तोड़ा। 21 वर्षीय ने 12 फरवरी, 1997 को मोरक्को के हिचम एल गेरूज द्वारा निर्धारित 3: 48.45 के समय के साथ एक रिकॉर्ड बनाया।
• केजेल्चा के लिए यह तीसरी बार भाग्यशाली था, जो अपनी दो पिछली दौड़ में विश्व इनडोर रिकॉर्ड तोड़ने से चूक गए थे। मिलरोज़ गेम्स में 3: 48.46 के समय के साथ विश्व इनडोर मील रिकॉर्ड के बाहर वह 0.01 से बाहर हो गया, और फिर एक सप्ताह बाद बर्मिंघम में विश्व इनडोर 1,500 मीटर रिकॉर्ड से हरा दिया गया जबकी हमवतन सैमुअल टेफेरा 3, 31.04 में जीता।

स्टेम सेल प्रतिरोपण के बाद व्यक्ति को एचआईवी संक्रमण से मिली निजात
• पांच मार्च (एएफपी) लाइलाज एवं जानलेवा बीमारी एड्स से पीड़ित लोगों के लिये एक अच्छी खबर है कि लंदन में एक व्यक्ति के स्टेम सेल प्रतिरोपण के बाद उसके एचआईवी संक्रमण से मुक्त होने का मामला सामने आया है। स्टेम सेल प्रतिरोपण के बाद एड्स विषाणु से मुक्त होने का यह दूसरा मामला है। इस बारे में भारतीय मूल के शोधकर्ता के नेतृत्व वाली वैज्ञानिकों की टीम का अध्ययन नेचर जर्नल में प्रकाशित हुआ है। इससे पहले बर्लिन में भी एक मरीज इस विषाणु से छुटकारा पा चुका है।पत्रिका ‘नेचर’ के अनुसार अनुसंधानकर्ताओं ने बताया कि एचआईवी संक्रमित व्यक्ति के इससे छुटकारा पाने का पहला पुष्ट मामला 10 साल पहले सामने आया था। इसके बाद अब लंदन में यह मामला सामने आया है जिसमें प्रतिरोपण के करीब 19 महीनों बाद भी व्यक्ति में विषाणु का कोई संकेत नहीं मिला।‘लंदन रोगी’ का नाम नहीं लिया गया है। उसके 2003 में एचआईवी और 2012 में हॉजकिन्स लिंफोमा से पीड़ित होने पता चला था। एचआईवी संक्रमित रहे ये दोनों मरीज रक्त कैंसर से पीड़ित थे और उनका अस्थि मज्जा प्रतिरोपण किया गया था। उन्हें एक ऐसे दुर्लभ आनुवंशिक उत्परिवर्तन वाले लोगों के स्टेम सेल प्रतिरोपित किए गए जो एचआईवी के प्रतिरोध में सक्षम है।यूनिवर्सिटी कॉलेज लंदन (यूसीएल) में प्रोफेसर रवींद्र गुप्ता ने कहा कि नये अध्ययन का विषय मरीज का एंटीरेट्रोवाइरल थेरेपी (एआरवी) बंद किये जाने के बाद 18 महीने तक सुधार।गुप्ता ने कहा, ‘‘फिलहाल एचआईवी का उपचार करने का एकमात्र तरीका विषाणु को दबाने के लिये दवा है, जिसे लोगों को समूचे जीवन लेने की आवश्यकता होती है। यह खास तौर पर विकासशील देशों के लिये चुनौती पेश कर रहा है।’’उन्होंने एक बयान में कहा, ‘‘विषाणु का खात्मा करने का तरीका ढूंढना अत्यावश्यक वैश्विक प्राथमिकता है, लेकिन यह विशेष रूप से मुश्किल है क्योंकि विषाणु अपने होस्ट के सफेद रक्त कोशिकाओं में शामिल हो जाता है।’’टीम ने कहा कि ताजा मामला इस अवधारणा का प्रमाण है।
