NATIONAL:
The 50th IFFI to be held in Goa from 20th to 28th November
• The 50th International Film Festival of India (IFFI) has been scheduled to be held from 20th November to -28 November 2019 in Goa. Over 250 films from various countries are to be screened at the premiere movie festival. Nearly, 12 films that were made in different languages about 50 years ago will also be screened at the golden jubilee festival of IFFI. Russia will partner India at the IFFI film festival.
• International Film Festival of India (IFFI):
IFFI was founded in 1952. It is one of the most significant film festivals in Asia. IFFI is being organized in Goa since 2004 under the leadership of the Chief Minister of Goa. From the 35th edition, the International Film Festival of India became globally competitive.
Supreme Court bars Maharashtra govt from cutting more trees in Aarey
• Supreme Court (SC) ordered the Maharashtra government to not cut more trees in the Aarey area. The Bombay High Court allowed the state government to go ahead with the felling of trees, following which the state had swiftly moved to cut the green cover to make way for a shed for the upcoming metro project in the city.
• The state government has promised to implement the SC order.
The Mumbai Metro Rail Corporation (MMRC) planned to cut some 2600 trees for the proposed infrastructure. The SC order is a win for the environmentalists, activists and members of the Hindi film fraternity who were opposed to the axing of the green cover.
• Several politicians had also extended their support to the activists protesting against the feeling of trees in Aarey.
Exercise Nomadic Elephant XIV commenced on 6th October in Bakloh
• The Exercise Nomadic Elephant XIV, 14th edition of Indo–Mongolian joint military training has commenced from 6 October 2019. The exercise is conducted over a period of 14 days from 6 October to 18 October 2019 at Bakloh, Himachal Pradesh.
Aim:
Nomadic Elephant-XIV aims to train troops in counter-insurgency and counter-terrorism operations under the United Nations mandate. It aims to enhance defence co-operation and military relations between the two countries.
Drills:
♦ The exercise will provide a platform to share the experiences and best practices of the two countries and gain mutually during the joint training.
♦ It aims to evolve various tactical drills in counter-terror environment like Convoy Protection Drill, Room Intervention Drills, Ambush/ Counter Ambush Drills.
India and Bangladesh signed MoU to set up coastal surveillance
• India and Bangladesh have signed an MOU to set up a coastal surveillance system radar in Bangladesh on 5 October. Delhi will enable the setting up the surveillance. The countries have decided to further expand connectivity network corridors to boost Delhi's Indo-Pacific strategy with Dhaka emerging as a key pillar in that vision.

INTERNATIONAL:
Trade opportunities between the US and India are historic
• The governor of Arkansas state Asa Hutchinson in the US said that the trade opportunities between the US and India are historic although there is a re-examining of trading relationships based on a look at new trading rules.
• Because of the national leaders who foster trade and investment between India and the United States the trade opportunities are very high.
• Hutchinson:
Asa Hutchinson is one of 5 governors of New Jersey, Colorado, Delaware, and Indiana apart from Arkansas. He has been scheduled to visit India over the next few months to enhance economic ties with the country.

Nobel Prize for Medicine awarded to William Kaelin and Gregg Semenza of US, Peter Ratcliffe of Britain
• Three researchers from the US and Britain on Monday shared the Nobel Medicine Prize for discoveries on how cells sense and adapt to oxygen availability, paving the way for new cancer treatments.
William Kaelin and Gregg Semenza of the US and Britain's Peter Ratcliffe split the nine million Swedish kronor ($914,000, 833,000 euros) award.
• They established the basis for our understanding of how oxygen levels affect cellular metabolism and physiological function,
• The trio identified molecular machinery that regulates the activity of genes in response to varying levels of oxygen, which is central to a large number of diseases.
• The intense ongoing efforts in academic laboratories and pharmaceutical companies are now focused on developing drugs that can interfere with different disease states by either activating, or blocking, the oxygen-sensing machinery.

World Habitat Day is observed on 7 October
• World Habitat Day is observed on 7 October 2019 every year. The day aims to reflect on the state of the towns and cities and the basic right of all to adequate shelter. It also aims to remind the world of its collective responsibility for the future of the human habitat.
• Theme:
The theme for 2019 is Frontier Technologies as an innovative tool to transform waste into wealth. The theme promotes the contribution of innovative frontier technologies to sustainable waste management to achieve Sustainable Development Goal 11 (SDG-11).
• SDG-11 includes safe, resilient and sustainable cities. The theme also includes solid waste, all waste produced by human activities that cause a huge impact on climate change, public health and the environment.
Wildlife Week is celebrated from 2nd to 8th October
• Wildlife Week is celebrated in India in the month of October from 2nd to 8th October every year. The week is celebrated with the view to preserve the fauna means the animal life of India.
• This week, the government has launched varieties of sanctuaries and national parks have been already launched in the appropriate localities all across the country.
• Aim:
The week aims to make people more aware of the conservation and protection of wildlife. It will focus the people’s attention on the importance of conservation of wildlife. It aims to implement more services to preserve wildlife. It will also discuss all the issues related to the preservation of wildlife.

Wildlife Week was first started in the year 1952. The week was initiated with a great vision of saving the life of the Indian animals by taking some critical steps. Novak Djokovic won Japan Open 2019 title
• Novak Djokovic, World No.1, won the 2019 Japan Open title on 6 October. He defeated the Australian qualifier John Millman to win the title. Djokovic secured 6-3, 6-2 and marked his 10th win in a tournament main draw debut in his celebrated career.
It was his first competition after pulling out of the US Open due to a left shoulder injury.

Surender Singh won gold in 2019 World Powerlifting Championship
• Surender Singh of India won gold in 110 kg category, Classic Raw and the Best Lifter Award in Classic Raw and Single Ply at the 2019 World Powerlifting Championship in Berlin, Germany. He created three world records at the event.
• Also, 3-time World Champion Mukesh Singh won gold only to be known as 4-time World Champion. On the first day of the championship, Indian players bagged a total of 4 gold and 1 silver medal.
Naomi Osaka won the 2019 China Open title
• Japanese Tennis player Naomi Osaka won the 2019 China Open title. She defeated world number one Ashleigh Barty to win her second Women's Tennis Association (WTA) Tour 2019 title.

राष्ट्रीय:
गोवा में आयोजित होगा 50वां अंतरराष्ट्रीय फिल्म फेस्टिवल, 200 फिल्मों को दिखाया जाएगा
• इस साल होने वाले 50वां अंतरराष्ट्रीय फिल्म फेस्टिवल का आयोजन गोवा में किया जाएगा। गोवा में आयोजित होने वाले यह फेस्टिवल 20 से 28 नवंबर तक चलेगा। इसमें पिछले 50 सालों में रिलीज हुई फिल्में और साथ ही दुनियाभर की 200 फिल्मों को दिखाया जाएगा। सूचना एवं प्रसारण मंत्री ने इस बात की जानकारी दी।
सूचना एवं प्रसारण मंत्री प्रकाश जावड़ेकर ने बताया कि 50 वां अंतरराष्ट्रीय फिल्म महोत्सव 20 से 28 नवंबर तक गोवा में आयोजित किया जाएगा। जिसमें विभिन्न देशों की 200 से अधिक फिल्में, विभिन्न भारतीय भाषाओं में 26 फीचर फिल्में और 50 साल पहले रिलीज होने वाली फिल्मों का प्रदर्शन किया जाएगा।
SC ने कहा- आरे में तुरंत रोको आरी, सरकार बोली- जितने पेड़ काटने थे काट लिए
• देश की आर्थिक राजधानी मुंबई में मेट्रो प्रोजेक्ट के लिए काटे जा रहे आरे कालोनी में पेड़ों का मामला सुप्रीम कोर्ट पहुंचा सर्वोच्च अदालत ने महाराष्ट्र सरकार को पेड़ काटने पर रोक लगाने को कहा है, अदालत ने कहा कि अभी जितने पेड़ कट गए तो ठीक लेकिन आगे पेड़ नहीं कटेंगे. पिछले एक हफ्ते से इस मामले पर मुंबई की सड़कों पर प्रदर्शन हो रहा है, कई प्रदर्शनकारियों को गिरफ्तार भी किया गया है. बॉम्बे हाईकोर्ट की ओर से 2,646 पेड़ों को काटने की इजाजत मिली थी.
IAF सुखोई को उन्नत एवियोनिक्स, रडार के साथ उन्नत किया जाएगा
• भारत ने अपनी लड़ाकू क्षमताओं को और अधिक बढ़ाने के लिए अधिक उन्नत एवियोनिक्स, राडार और हथियारों के साथ अपने सुखोई -30 एमकेआई लड़ाकू जेट के बेड़े को उन्नत करने की योजना की घोषणा की है। आईएएफ वर्तमान में परियोजना के लिए रूस के साथ विस्तृत वार्ता कर रहा है।
क्रैश में खोए लोगों को बदलने के लिए 12 और सुखोई की खरीद के लिए भारतीय वायुसेना रूस के साथ अंतिम रूप देगी। सुखोई रक्षा पीएसयू हिंदुस्तान एयरोनॉटिक्स द्वारा बनाया जाएगा, साथ ही 21 अतिरिक्त मिग -29 जेट्स होंगे जिनकी लागत लगभग 230 करोड़ रुपये होगी।
IAF ने 272 सुखोई में से 250 को मूल रूप से रूस से 12 बिलियन डॉलर से अधिक के बैचों में अनुबंधित किया है। एचएएल द्वारा विशाल संख्या को लाइसेंस-निर्मित किया जाएगा।
बांग्लादेश में तटीय निगरानी रडार प्रणाली स्थापित करेगा भारत
• भारत और बांग्लादेश ने समुद्री सुरक्षा साझेदारी का निर्माण करने हेतु बांग्लादेश में एक तटीय निगरानी रडार प्रणाली स्थापित करने के लिए एक समझौता ज्ञापन (एमओयू) पर हस्ताक्षर किये हैं. दोनों देश भारत और बांग्लादेश मिलकर आतंकवाद, उग्रवाद तथा संगठित अपराध का मुकाबला करेंगे.
बांग्लादेश, मालदीप के बाद दूसरा देश है, जहां भारत तटीय निगरानी प्रणाली स्थापित करेगा. प्रधानमंत्री मोदी और प्रधानमंत्री शेख हसीना ने भारत-बांग्लादेश सीमा पर शांति बनाए रखने तथा अपराधों की रोकथाम की जरूरत पर बल दिया. दोनों देशों द्वारा यह निश्चय किया गया कि सीमा पर बाढ़ लगाने का काम जल्दी से पूरा किया जायेगा.
भारत और बांग्लादेश ने कहा कि आतंकवाद उनके देशों तथा पूरे क्षेत्र के लिए एक बड़ा खतरा है. भारत ने समुद्र तटीय सुरक्षा को आगे बढ़ाते हुए बांग्लादेश में तटीय निगरानी रडार प्रणाली स्थापित करेगा. तटीय राडार प्रणाली पर समझौता ज्ञापन, प्रधानमंत्री नरेंद्र मोदी और बांग्लादेश की प्रधानमंत्री शेख हसीना के बीच एक शिखर बैठक के बाद हस्ताक्षर किए गये सात समझौतों का एक हिस्सा था.
भारत और बांग्लादेश के बीच सात समझौते
भारत और बांग्लादेश ने सात समझौतों पर हस्ताक्षर किये जो जल संसाधन, युवा मामलों, संस्कृति, शिक्षा तथा तटीय निगरानी से संबंधित है. भारत ने इस समझौते के अंतर्गत लगभग दो दर्जन तटीय निगरानी रडार स्टेशन लगायेगा. एक अन्य समझौते के द्वारा भारत में मालों की ढुलाई हेतु चट्टगांव तथा मंगला बंदरगाहों का उपयोग किया जाने लगेगा. एक अन्य समझौता में त्रिपुरा के सबरूम शहर के लोगों को पेयजल उपलबध कराने हेतु बांग्लादेश की फेनी नदी से 1.82 क्यूसेक पानी लाने से जुड़ा है

अमेरिका और भारत के बीच व्यापार के अवसर ऐतिहासिक ;
• अमेरिका में अरकंसास राज्य की गवर्नर आसा हचिंसन ने कहा कि अमेरिका और भारत के बीच व्यापार के अवसर ऐतिहासिक हैं, हालांकि नए व्यापारिक नियमों पर एक नजर के आधार पर व्यापारिक रिश्तों की फिर से जांच की जा रही है।
• भारत और संयुक्त राज्य अमेरिका के बीच व्यापार और निवेश को बढ़ावा देने वाले राष्ट्रीय नेताओं के कारण व्यापार के अवसर बहुत अधिक हैं।
• हचिंसन:
आसा हचिंसन अर्कांसस के अलावा न्यू जर्सी, कोलोराडो, डेलावेयर और इंडियाना के 5 राज्यपालों में से एक हैं। उनका देश के साथ आर्थिक संबंधों को बढ़ाने के लिए अगले कुछ महीनों में भारत आने का कार्यक्रम है।
पुरस्कार और सम्मान :
अमेरिका के विलियम कालिन और ग्रेग सेमेंजा, ब्रिटेन के पीटर रैटक्लिफ को चिकित्सा में नोबेल पुरस्कार
• मेडिसिन के क्षेत्र में दुनिया का सबसे प्रतिष्ठित नोबल पुरस्कार इस बार तीन वैज्ञानिकों का संयुक्त रूप से दिया गया है। इनमें से विलियम कैलेन और ग्रीग सेमेंजा अमेरिका के रहने वाले हैं, जबकि पीटर रैटक्लिफ ब्रिटेन के हैँ। नोबल पुरस्कार की घोषणा करते हुए बताया गया कि उन्होंने जो शोध किया है, उनसे कैंसर और एनीमिया जैसी बीमारियों के इलाज में काफी मदद मिलेगी। इन खोजकर्ताओं ने पता लगाया है कि ऑक्सीजन का स्तर किस तरह से हमारे सेलुलर मेटाबोल्जिम और शरीरिक गतिविधियों को प्रभावित करता है।
विलियम कैलेन बोस्टन में दाना-फार्बर कैंसर संस्थान में हैं, पीटर रैटक्लिफ़ यूनाइटेड किंगडम में ऑक्सफोर्ड विश्वविद्यालय से हैं और ग्रीग सेन्जेन बाल्टीमोर में जॉन्स हॉपकिंस यूनिवर्सिटी स्कूल ऑफ मेडिसिन में हैं।
सेमेन्जा हार्मोन एरिथ्रोपोइटिन के लिए ईपीओ जीन का अध्ययन कर रहे थे। उन्होंने जीन के बगल में एक विशिष्ट डीएनए खंड की खोज की, जो ऑक्सीजन के लिए सेल की प्रतिक्रिया की मध्यस्थता करता है।
एक प्रोटीन कॉम्प्लेक्स का नाम हाइपोक्सिया-इंडुसेबल फैक्टर (एचआईएफ) दिया है। उन्होंने इसे पर्यावरण में ऑक्सीजन के स्तर के आधार पर डीएनए सेगमेंट से जोड़ा और पाया कि जब ऑक्सीजन का स्तर कम होता है, तो एचआईएफ की मात्रा बढ़ जाती है।
रैटक्लिफ ने ईपीओ जीन का भी अध्ययन किया। उस समय, कालिन वॉन हिप्पेल-लिंडौ की बीमारी का अध्ययन कर रहे थे, जिसके कारण कैंसर का खतरा बढ़ जाता है। उन्होंने पाया कि कैंसर कोशिकाओं में एक कार्यात्मक वीएचएल जीन की कमी होती है जो असामान्य रूप से उच्च स्तर के हाइपोक्सिया-नियंत्रित जीनों में होती है।
यह नया ज्ञान कैंसर और एनीमिया जैसी बड़ी बीमारियों का इलाज करने में मदद करेगा। पुरस्कार की घोषणा करने के लिए आयोजित प्रेस बैठक में नोबेल पुरस्कार चयन समिति के कारोलिंस्का संस्थान के रान्डेल जॉनसन ने बताया कि इस समझ का उपयोग पहले से किया जा रहा है।
उदाहरण के लिए, एनीमिया के लिए एक उपचार पहले से ही चीन में क्लीनिकल ट्रायल के तहत है। यह उपचार एनीमिया के इलाज के लिए अभिव्यक्ति को बढ़ाने पर निर्भर करता है। विजेताओं को 9 मिलियन स्वीडिश क्रोना (1 स्वीडिश क्रोना 7.17 भारतीय रुपए के समान है) दिए जाएंगे, जो तीन शोधकर्ताओं के बीच समान रूप से विभाजित किया जाएगा।

7 अक्टूबर को विश्व पर्यावास दिवस मनाया जाता है
• संयुक्त राष्ट्र हर साल अक्टूबर के पहले सोमवार को विश्व पर्यावास दिवस (World Habitat Day) के रूप में मनाता है। यह दिवस दुनिया को यह याद दिलाने के लिए मनाया जाता है कि हम सभी के पास अपने शहरों और कस्बों के भविष्य को आकार देने की शक्ति और ज़िम्मेदारी है। इस वर्ष के विश्व पर्यावास दिवस का उद्देश्य सस्टेनेबल वेस्ट मैनेजमेंट के लिए इनोवेटिव फ्रंटियर टेक्नोलॉजी के योगदान को बढ़ावा देकर विकास लक्ष्य 11: समावेशी, सुरक्षित और स्थायी शहर को प्राप्त करना है।

2 से 8 अक्टूबर तक वन्यजीव सप्ताह मनाया जाता है-
• वन्यजीव सप्ताह प्रतिवर्ष भारत में 2 अक्टूबर से 8 अक्टूबर तक मनाया जाता है। केंद्र व राज्य सरकारों, पर्यावरणविदों, कार्यकर्ताओं, शिक्षकों आदि द्वारा लोगों में वन्यजीवों के संरक्षण के प्रति जागरूकता में तेजी लाने के लिए विभिन्न गतिविधियों का आयोजन किया जाता है। भारत में विभिन्न प्रजातियों का विशाल भण्डार है, इसलिए भी भारत में कई सम्मेलनों, जागरूकता कार्यक्रमों और प्रकृति प्रेमियों के बीच सार्वजनिक बैठकों का आयोजन किया जाता है। स्कूलों और शिक्षण संस्थानों में बच्चों के लिए वन्यजीवों से संबंधित निबन्ध लेखन, चित्रकला, संभाषण, फ़िल्म स्क्रीनिंग आदि प्रयोगिताओं का आयोजन किया जाता है।
शुरुआत
वन्य जीवन प्रकृति की अमूल्य देन है। भविष्य में वन्य प्राणियों की समाप्ति की आशंका के कारण भारत में सर्वप्रथम 7 जुलाई, 1955 को ‘वन्य प्राणी दिवस’ मनाया गया। यह भी निर्णय लिया गया कि प्रत्येक वर्ष 2 अक्तूबर से पूरे सप्ताह तक वन्य प्राणी सप्ताह मनाया जाएगा। वर्ष 1956 से वन्य प्राणी सप्ताह मनाया जा रहा है। भारत के संरक्षण कार्यक्रम की आवश्यकताओं को पूरा करने के लिए एक मज़बूत संस्थागत ढांचे की रचना की गयी है।

नोवाक जोकोविच ने जापान ओपन 2019 का खिताब जीता
• दुनिया के नंबर एक खिलाड़ी नोवाक जोकोविच ने पहली बार जापान ओपन का खिताब अपने नाम कर लिया। जापान की राजधानी टोक्यो में खेले गए फाइनल मुकाबले में जोकोविच ने ऑस्ट्रेलिया के जॉन मिलमैन को हराकर अपना 76वां टेनिस खिताब जीता।
रविवार को हुए मैच में सर्बिआ के स्टार खिलाड़ी जोकोविच ने मिलमैन को 6-3, 6-2 से हराया। जोकोविच ने बिना एक भी सेट गंवाए मात्र 69 मिनट में ही फाइनल जीतकर खिताब अपने नाम करने में सफल रहे।
यूएस ओपन के चौथे राउंड से चोट की वजह से बाहर होने के बाद जोकोविच का ये पहला टूर्नामेंट था जिसमें उन्होंने दमदार वापसी की।
नाओमी ओसाका ने 2019 चाइना ओपन खिताब जीता
• जापान की स्टार खिलाड़ी नाओमी ओसाका ने दुनिया की नंबर एक खिलाड़ी एश्ले बार्टी को हराकर चीन ओपन का खिताब अपने नाम कर लिया है। रविवार को चीन की राजधानी बीजिंग में खेले गए फाइनल मुकाबले में ओसाका ने ऑस्ट्रेलियाई स्टार बार्टी को 3-6, 6-3, 6-2 से हराया।
जापान की दो बार ग्रैंड स्लैम विजेता ओसाका ने 110 मिनट के खेल में पहला सेट गंवाने के बाद शानदार वापसी की और आखिरी के दोनों सेट अपने नाम किए। 21 वर्षीय ओसाका का यह 2019 का तीसरा और करियर का पांचवां खिताब है।
