It decreases because when two atoms bond to each other, their ability to do work is decreased. One has to do some work into the system to separate them to infinity where they have no interaction with each other. Due to this fact and by the principle of conservation of energy, the more bonded they are to each other, the less their ability to do work to the surroundings is, so the less their energy becomes.

D) May increase or decrease

energy should be increased because when there is bond formation it results to release of energy and while dissociation of bond we have to provide energy and energy decrease
