So basically since SSC is not verifying the documents now (they will do it only after Tier 3, that too only for the shortlisted candidates) therefore they say that they are accepting your application only for the time being which is why they use the term 'Provisionally', because if during document verification process any discrepancy crops up (the details you have provided do not match with the documents you possess) then they have the right to cancel your candidature.
So, do not take stress, there is nothing wrong with your application, it's just a word game that is confusing you.
