I will reiterate the given statement for you that is involving the blank to be filled
The poorest quarter of the population in developing lands _ being left almost entirely behind in the vast _ of the modern technological society.
By applying slight available common sense you have acquired through your genes you can capture the gist out this sentence. This statement has a negative connotation attached to it. And thus suffers is the right word.
