How could you assume that captain is also a soldier when you clearly mentioned in the questions that "persons consisting of captains and soldier"?

In this case total 21 (20 soldier+1 captain) makes a group.

Question:
A group of 1940 persons consisting of captains and soldiers is travelling in a train. For every 20 soldiers there is one captain. The number of captains in the group is
Options:
A) 70
B) 97
C) 80
D) 85
Solution:
Ans: (B)
Clearly, out of every 20 persons, there is one captain.
So, number of captains = 1940 / 20 = 97.

If you would ask that "for every 20 persons (soldiers + captain) there is one captain" than it could be correct.
