B is indeed the right option. the sentence is in past indefinite form and thus it must retain the past form in passive voice too. option c is not in past and therefore wrong.

Question:

Directions: A sentence has been given in Active/Passive Voice. Out of the four alternatives suggested, select the one, which best expresses the same sentence in Passive/Active Voice.

I was obliged to go.

Circumstances oblige me to go.
