"but" is always used in contradictions and since 1. is just an informative sentence and doesn't stand for any contradiction with the areas of bhutan, how could you arrange it just after 1. moreover, "q" must be sed after "p" as "p" mentions that there already are lot of nuns in remote areas BUT they are empowering pure women in other areas using this information which is somewhat acceptable.
