Here room is cleaned by cleaner, it is obvious.
It is just similar to the next question 'We are taught English.'. In this it is inferred that English is taught by a teacher and not by someone/somebody.
Hence here option A should be answer.

DIRECTION: In the following question, a sentence has been given in Active/Passive voice. Out of the four alternatives suggested, select the one which best expresses the same sentence in Passive/Active voice.

Room was cleaned.

Options:
A) The cleaner cleaned the room.
B)

Someone cleaned the room.

C) I cleaned the room.          
D) The room should be cleaned.
Solution:
If we want to mention who does the action, we use the by phrase (in our case by somebody/ someone).


Hence, option B is the appropriate option.
