After running 2 hrs. and then 1 hr. rest, the first man starts again at 2 p.m. After next 2 hrs. (i.e. at 4 p.m.), distance between the 2 men is 20-5x2= 10 km. Now the first man rests for 1 hr but the second one continues running. The rest 10 km is covered by the second man in 60x10/15= 40 min. So, the first man is caught at 4:40 p.m.(Ans B).
