If you know efficiency to be n

n for a carnot cycle = 1 - TL/TH

If you increase TL you will have a lower efficiency and if you increase TH you will have a higher efficiency. You want you TL/TH term to go to zero so efficiency can be equal to one.
This is simple math. If you increase your TH by some factor x you will have a more efficient cycle than if you decrease your TL by that same factor x. So the better choice would be to increase TH while keeping TL constant.
There are always limits. TL can never go below 0 degrees K and because of the available materials we use for engineering purposes TH can only be so hot so Limits would exist in both cases
