When y litres of the mixture is taken out, nowhere it is mentioned that the prior or initial mixture of wine w.r.t water (i.e. 3:2) will change. Its only after adding y litres of water the ratio of wine w.r.t water is changed (i.e. becomes 1:2).
Rest of the solution is correct. Please go through it once again carefully for clear understanding.
