The Statement in Question starts with "The members" , not "All the members".

Question:

A) All the decisions adhered to the members
B) All the decisions should be adhered to by all the members
C) All the decisions should be adhered to by the members
D) All should adhere to the decisions of the members
Solution:

Ex: (c) would be the correct passive form for the given sentence.
