sir it should be (a) becos vinobha is only a person who follow his own policy and in ur answer (they)plural used which is wrong

Solution:
Ans:(c) 'did what they believed' should replace the underlined part, as here, the sentence talks about a specific kind of people who follow Gandhiji's principles.

It's correct @Priya goyal,
Here 'who' refers to the all Gandhians(plural). Not to the 'one' (in ' one of the Gandhians').
