i do not agree with "latter" as it means against the former.... it should be "b".... if any has strong answer...

This new queen would eventually take (charge) of the duties of the old queen when the (Old Queen)
Thus, You are saying that the answer should be queen
may you specify which queen (old or new)
The option (b) is ambiguous
