Why can't option 'C' be correct?

Question:

DIRECTIONS: In the following questions, a sentence has been given in direct/indirect speech. Out of the four alternatives suggested, select the one that best expresses the same sentence in indirect/direct speech. 

The servant said, “He met Ramesh when he was coming from the market after delivering the letter”.

Options:
A)

The servant said that met when Ramesh was coming from the market after delivering the letter.

B)

The servant said that he had met Ramesh when he had been coming from the market after delivering the letter.

C)

The servant told that he had met when he was coming from the market after delivering the letter.

D)
