Gambit has a meaning more close to "a series of initial tricks, that attracts or harms others for self gain, often employed by dishonest people."
first , Gamble puts a neutral and complete point of view, that suits better to the the statement, as given passage is talking about demonetisation as a whole but not only to few initial steps, and since passage is not critical of PM MODI for demonetisation, use of word like gambit and gimmick are sensibly uncalled for as they put negative sense into the passage that is showing the positive aspects of demonetisation.
