isn't "by the driver" superfluous ??? because it is obvious that it is the driver who can start or stop the bus !!!!

Question:

Directions: A sentence has been given in Active/Passive Voice. Out of the four alternatives suggested, select the one which best expresses the same sentence in Passive/Active Voice. 

When the conductor blows the whistle, the driver stops the bus. 

Options:
A)

When the whistle is being blown by the conductor, the bus is stopped by the driver. 

B)

When the whistle is blown by the conductor, the bus is stopped. 

C)

When the conductor blows the whistle, the bus is stopped by the driver. 

D)

When the whistle is blown by the conductor, the bus is stopped by the driver. 

Solution:

Ans: (d) When the whistle is blown by the conductor, the bus is stopped by the driver.

That's not superfluous if it is then you shouldn't be using conductor either
