why b is wrong

Question:

Direction: A sentence has been given in Active/Passive Voice. Out of the four alternatives suggested, select the one, which best expresses the same sentence in Passive/Active Voice.

I gave the bottle to him.

Options:
A)

The bottle was given by him to me.

B)

He was given the bottle by me.

C)

The bottle was given to me by him.

D)

The bottle was given to him. 

Solution:

Ans: (b) He was given the bottle by me.

in cases, when you can make passive voice from both objects(direct and indirect), then it is preferable to make the sentence from direct one.
indirect object- recipient , one who gives the answer of "kisko"
direct object- one who gives the answer of "kya"
