this answer is not correct because the sentence "he is too intelligent to be deceived" doesn't make sense.

Question:
DIRECTIONS: In the following question, a sentence is given with a blank
 to be filled in with an appropriate word. Four alternatives are suggested for the word to be filled in the blank.

Options:
A) strong
B) intelligent
C) kind
D) honest
Solution:
Ans: (b) intelligent
Out of the given options (b) is the most appropriate
