The answer seems wrong

Ans: (b)

As "to" will be followed by infinitive i.e "to+V1". Therefore, ‘to’ will be removed and ‘over’ will be replaced by ‘across’.

‘Across’ means from one side to the other side of something while ‘over’ means something at higher position than something else, sometimes involving movement from one side to another.
