area of hemisphere is 2pie*r*r so one can see only half part at a time so it should be pie r*r and please carefully use data u are using diameter not radius here

Total visible surface of tower

=  \(2\pi\times\cfrac{D}{2}\times H+ 2\pi \left ( \cfrac {D}{2} \right )^2\)         


\(=\pi DH+\cfrac{\pi D^2}{2}\)
