As retains is followed by 'and'
Isn't it that we will be using Retain

Here, the error is in the first part of the sentence. 'In spite' will replace 'instead' in option (A) of the sentence.

Use of In spite:  a term stating "Going against something"

Use of insteadas a substitute or alternative to; in place of.
